Beijing, November 11 (Xinhua) — China calls on the United States to resume cooperation with the Universal Periodic Review (UPR) mechanism of the UN Human Rights Council (UNHRC) as soon as possible, accept oversight from various parties, and actively address human rights violations in the United States itself, Chinese Foreign Ministry spokesperson Lin Jian said on Tuesday.

American representatives reportedly refused to attend the fourth UPR review of the United States, which was scheduled to take place at the UN Human Rights Council, making the process impossible. Last week, the UN Human Rights Council agreed and approved a resolution criticizing the United States for its failure to cooperate with the UPR mechanism.

Asked to comment on the information, Lin Jian said at a regular briefing for journalists that the UPR mechanism is an important mechanism established by a UN General Assembly resolution to strengthen exchanges and cooperation in the field of human rights.

The official representative recalled that UN Member States should participate constructively in the UPR, report on the human rights situation in their countries, and listen to constructive views from various parties.

According to the Chinese diplomat, the United States, on the one hand, compiles so-called annual human rights reports, criticizing the human rights situation in other countries, and on the other hand, refuses to fulfill its own obligations to cooperate with UN human rights bodies.

"Such actions fully expose the fact that the US doesn't genuinely care about human rights, but rather uses UN mechanisms when it suits its interests and rejects them when it doesn't. This is a classic example of double standards," Lin Jian stated.

China hopes to take advantage of the Global Governance Initiative to work with the international community to practice multilateralism, adhere to a people-centered approach, and promote the healthy development of international human rights, the Chinese Foreign Ministry spokesman concluded.

Moscow, November 11 (Xinhua) — In response to a provocation by the Ukrainian side, the Russian Aerospace Forces (VKS) launched strikes with Kinzhal hypersonic missiles against the Main Electronic Intelligence Center of the Main Intelligence Directorate (GUR) of the Ministry of Defense of Ukraine in the Kyiv region and the Starokostiantyniv airfield, where F-16 aircraft are stationed. This was reported by the Public Relations Center (PRC) of the Russian Federal Security Service (FSB).

Earlier, the Russian Federal Security Service (FSB) reported that Ukrainian intelligence, in conjunction with the United Kingdom, was preparing a "large-scale provocation" against Russia. In 2024, Ukrainian intelligence agencies approached Russian pilots, promising them $3 million to hijack a Russian MiG-31 fighter jet equipped with a Kinzhal hypersonic missile. After the hijacking, the fighter jet was planned to be flown to the area of NATO's largest airbase in Southeastern Europe, located in Constanta, Romania, where it could have been shot down by air defense systems.

“In response to the provocation of November 9-10, the Main Center for Electronic Intelligence of the Main Intelligence Directorate of the Ministry of Defense of Ukraine in Brovary, Kyiv Oblast, and the Starokostiantyniv airfield in Khmelnytsky Oblast, where F-16s are stationed, were hit by a strike by the Russian Aerospace Forces using Kinzhal hypersonic missiles,” the FSB’s Public Relations Center said in a statement. –0–

Baghdad, November 11 (Xinhua) — Iraqis began voting in parliamentary elections on Tuesday morning for a new 329-member Council of Representatives.

According to the independent Supreme Electoral Commission, 8,703 polling stations will be open across the country from 07:00 local time /04:00 GMT/ to 18:00 /15:00 GMT/, where more than 20 million registered voters will be able to cast their ballots.

The vote is taking place amid a mandatory silence period imposed for security reasons. Iraq's last parliamentary elections, held in 2021, sparked violent clashes in the capital, Baghdad, and led to nearly a year of political impasse before a government was formed.

These parliamentary elections are the sixth since the US-led invasion of Iraq in 2003 and are seen as a test of the country's fragile stability.

In a televised address to the nation on Friday, Iraqi Prime Minister Mohammed Shia al-Sudani urged Iraqis to participate in the elections, calling them the most important since 2003 and saying they will “determine Iraq’s future for the next 20 years.” –0–

Islamabad, November 11 (Xinhua) — At least 12 people were killed and 27 others injured in a suicide bombing near a judicial complex here on Tuesday afternoon, Interior Minister Mohsin Naqvi told local media.

M. Naqvi said at the scene that a suicide bomber detonated an explosive-laden vest in front of the judicial complex, which houses several district courts.

Police and rescue teams immediately rushed to the scene and took the bodies of the dead and injured to the Pakistan Institute of Medical Sciences.

An Islamabad police spokesman told Xinhua that the death toll could rise as several injured people were in critical condition.

According to the preliminary investigation, the terrorist intended to enter the judicial complex, but decided not to undergo strict security checks and ended up attacking a police car.

After the explosion, several cars caught fire, some were damaged by the shock wave.

Police said body parts of the suicide bomber had been found at the scene and forensic experts had begun the process of identifying him.

The district administration evacuated the court complex, and security forces began a search operation in the area.

Lawyer Malik Khalid Khan, who was inside the court complex at the time of the blast, told Xinhua that the attack occurred during a break when many people had come out onto the street.

No group has yet claimed responsibility for the attack. However, security sources told Xinhua that the banned Tehreek-e-Taliban Pakistan (TTP), an organization operating from Afghanistan, was likely behind the attack.

BEIJING, November 11 (Xinhua) — Chinese Foreign Minister Wang Yi held talks with Norwegian Foreign Minister Espen Barth Eide in Beijing on Tuesday.

China views Norway as an important and stable partner in the European direction, noted Wang Yi, who is also a member of the Politburo of the CPC Central Committee, and expressed hope that Norway will continue its positive, stable, pragmatic and rational policy towards China.

The Chinese minister called on both sides to implement the important consensus reached by the heads of state, respect each other's core interests and take into account each other's major concerns, and continue to strive for openness and win-win results.

He added that China is willing to cooperate with Norway in jointly upholding multilateralism, opposing decoupling and chain breaking, and advancing the development of the international system toward greater fairness and rationality.

Espen Barth Eide, in turn, stated that Norway firmly adheres to the one-China policy, adding that the Kingdom, as a European leader in environmental transformation, is fully opening its market to Chinese electric vehicles and pursuing a zero-tariff policy. Norwegian companies are optimistic about the Chinese market and hope to expand investment and cooperation with China.

He added that Xi Jinping's Global Governance Initiative is largely consistent with Norway's vision. Norway stands ready to work hand in hand with China to uphold the spirit of the UN Charter and support a rules-based multilateral trading system.

Both sides agreed to strengthen the alignment of development strategies, expand mutually beneficial cooperation in areas such as trade, maritime affairs, green development and innovation, and promote a stable business climate for enterprises in both countries.

Regarding the situation in the Middle East, both sides agreed that the ceasefire agreement must be effectively implemented, and the international community, particularly countries with influence over the conflicting parties, must provide the necessary support to achieve a comprehensive and lasting ceasefire. Both sides called for support for the Palestinian National Authority in strengthening its authority and governance capacity.
