UN, December 12 (Xinhua) — UN Secretary-General António Guterres is deeply concerned about the escalation of violence in the eastern Democratic Republic of the Congo (DRC), where the security situation has deteriorated sharply since December 2. His deputy spokesman, Farhan Haq, said this on Thursday.
“The Secretary-General strongly condemns the offensive by the Alliance de la République Congo/Mouvement 23 March (AFC/M23) coalition in several locations in South Kivu province, including Kamanyola, Luvungi, Katogota and Uvira, which has resulted in civilian casualties,” he stressed.
Antonio Guterres called for an immediate and unconditional cessation of hostilities. The UN chief warned that an escalation of violence could seriously undermine efforts to achieve a sustainable solution to the crisis and increase the risk of a wider regional conflict.
A. Guterres called on the parties to fulfill their obligations under the Washington Accords for Peace and Prosperity, signed on December 4, and to fully comply with the Doha Framework Agreement on a comprehensive peace agreement between the DRC and the M23 of November 15.
“The Secretary-General notes that the UN is fully mobilized to work with partners to ensure the delivery of humanitarian assistance to those in need and reiterates its readiness to continue supporting ongoing diplomatic efforts to restore peace in eastern DRC and the region in accordance with the Peace, Security and Cooperation Framework for the DRC and the Region,” said F. Haq.
The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that some families have begun to return to relatively calm areas, but the vast majority remain in overcrowded shelters, where they face heightened security risks and the threat of disease outbreaks, including cholera and monkeypox.
As a reminder, a week ago, the DRC and neighboring Rwanda signed peace agreements at the White House with US support. Kinshasa has long accused Kigali of supporting the M23 rebel group, an accusation the latter vehemently denies. –0–
