Participants at the EAEU Intergovernmental Council meeting learned about the finalist projects and technological developments of international teams of young scientists in biotechnology, industrial diagnostics, and environmental safety.

The International Conference on Cooperation in Science and Technology is being held to develop multilateral cooperation between the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, and the Republic of Uzbekistan in the field of science and technology, support youth initiatives, and promote promising developments in the Eurasian region.

During the conference, the heads of official delegations will be presented with finalist projects and technological developments by international teams of young scientists in biotechnology, industrial diagnostics, and environmental safety. The selection of projects for participation in the final round was conducted in several stages. In November 2025, a competitive selection of youth research projects was held in thematic areas consistent with the Strategy for Scientific and Technological Development of the Commonwealth of Independent States for 2026–2035, approved by the decision of the Council of Heads of Government of the CIS on September 29, 2025.

Following the review, 16 projects from 60 applications were selected for in-person consideration, which took place on November 26, 2025, as part of the V Congress of Young Scientists at the Sirius Federal Territory.

Following the defense and expert evaluation, six projects were selected for participation in the conference finals. The showcase will include presentations of the finalist projects, as well as a discussion and evaluation with the participation of the heads of delegations.

The finalist projects correspond to the following priorities for the development of scientific and technological cooperation among the CIS member states:

• Transition to a new energy system based on environmentally friendly, resource-saving energy, the formation of new energy sources, methods of its transmission, storage and use.

• Transition to highly productive agricultural and aquaculture through the introduction of genetic technologies to create safe and high-quality food products to ensure food security and the formation of a full-cycle food production system.

• Transition to advanced technologies for the design and creation of high-tech products for industrial use, primarily in the medical industry, energy, mechanical engineering and the agro-industrial complex.

• Reducing the negative impact of emissions on the environment and climate, adapting ecosystems, population and economic sectors to climate change.

• Obtaining fundamentally new knowledge and technologies by providing the opportunity to conduct world-class scientific research on unique “megascience” class scientific facilities.

You have just walked through an impressive exhibition showcasing the history of Russian and international nuclear energy, with your countries' direct involvement, and the future of the industry.

Context

In our country, nine national technological leadership projects have been launched at the direction of the President. And just recently, as you know, the Strategy for Scientific and Technological Development of the Commonwealth of Independent States until 2035 was adopted. One of the goals of this strategy is to strengthen our shared sovereignty and ensure sustainable socioeconomic development. And one of the key objectives outlined in the strategy is the formation of a common scientific and technological space for the CIS.

We are confident in the prospects of implementing joint applied research projects with our friends and creating technology consortia. To achieve this, it's important for us to share science with each other and support the exchange of specialists and young scientists. Incidentally, they communicate very well, very well. You'll see this now. We have many common priorities. Issues of efficient energy, clean water, ecology, climate, food security—all of these things connect us.

Rosneft motor oil is recommended for use in Russian Railways locomotive engines.

Rosneft motor oil has received approval from Russian Railways for use in diesel locomotive engines. It is planned for use in rolling stock on the Kaliningrad-Sakhalin railway.

The conclusion was issued by a key Russian railway company following a series of tests and trials of Rosneft M-14D2U oil with its own Kompleksal-7321A additive package, conducted jointly with RN-Lubricants, the operator of Rosneft's lubricants business.

Tests were conducted on 3,600 horsepower diesel locomotives. The locomotives covered a total test mileage of approximately 480,000 km. Test results showed that Rosneft M-14D2U engine oil reduces wear in friction pairs and effectively dissipates heat, protecting locomotive engine systems from corrosion and mechanical wear, including under increased loads. Following the test runs, the oil had exhausted less than half of its intended service life, maintaining high alkaline and hydrogen numbers—the key indicators of detergent properties and additive performance. Diesel locomotives equipped with Rosneft engine oil demonstrated a reduction in specific fuel consumption of up to 1.7%.

The formula for Rosneft M-14D2U motor oils is specifically designed for locomotive operation in various climatic conditions and under heavy loads. The product's quality and performance characteristics have enabled Rosneft Lubricants to remain a key supplier of motor oils for Russian Railways' rolling stock for many years.

Filming for director Anna Matison's film project "The Black Man," based on Sergei Yesenin's poem of the same name, took place in Mosfilm's Pavilion 9. The lead and only role is played by Sergei Bezrukov, People's Artist of the Russian Federation.

For one day, Mosfilm's Pavilion No. 9 was transformed into a metaphysical space to bring to life the visual dramaturgy of this highly complex work. Specially for the shoot, Mosfilm-Decorstroy specialists constructed a set that subtly emphasized the poem's atmosphere and metaphors, as well as the inner world of its lyrical protagonist.

The film's production is timed to coincide with significant dates. 2025 has been declared the Year of Yesenin in Russian culture, and October 2 marked the poet's 130th birthday. Sergei Yesenin's work is familiar to everyone, and according to bookstore surveys, he consistently remains one of the most popular authors among readers. But, as Sergei Bezrukov noted, there is one work that stands apart in Yesenin's career, resonating with everyone who encounters it. "The Black Man" is the famous poet's last major poetic work. According to Yesenin scholars, it expresses the poet's despair and horror at reality, a dramatic sense of the futility of any attempt to penetrate the mystery of existence.

"I've been reading 'The Black Man' for years, and this unique work draws people back again and again, to once again find themselves on the other side of consciousness, to experience something more than just rhymed words. It's the most requested poem; it's what brings a new, younger generation to our performances. That's why they are the main audience for our project!" A delegation of specialists from Ghana visited RUDN University to study waste management, the circular economy, urban ecosystem services, housing and utilities, and digital municipal governance. In connection with the publication of a press release on the official website of the European Commission on 3 December 2025 “Commission unveils two solutions to support Ukraine's financing needs in 2026-2027”and the draft regulation of the European Commission “Proposal establishing the Reparations Loan to Ukraine”, which provide for the use of assets placed in financial institutions of the European Union, including the Euroclear depository, without the consent of the Bank of Russia, the Bank of Russia reports the following.

The issuance and implementation of the regulations announced on the official website of the European Commission will entail the unconditional challenge by the Bank of Russia of any direct or indirect actions leading to the uncoordinated use of Bank of Russia assets in all available competent authorities, including national courts, judicial bodies of foreign states and international organizations, arbitration tribunals, and other international judicial bodies, with subsequent enforcement of judicial decisions in the territory of UN member states.

The Bank of Russia reserves the right, without further notice, to proceed to the practical implementation of all available legal and other mechanisms for protecting interests in the event of further progress or any form of implementation of the aforementioned European Union initiatives under discussion.
