UNITED NATIONS, Sept. 15 (Xinhua) — The United Nations welcomes high-level dialogues between China and the United States, UN Secretary-General's spokesman Stephane Dujarric said on Monday.

“We welcome and support high-level dialogues between the world’s two largest economies, as their economic relations have an impact on the global economy,” Dujarric said at a daily briefing, responding to a question about the two-day trade and economic talks between China and the United States that took place on Sunday and Monday in Madrid, Spain.

China's representative in international trade negotiations, Vice Minister of Commerce Li Chenggang, said on Monday that the Chinese and US delegations, based on the principles of mutual respect and equal consultation, held frank, in-depth and constructive communication on trade and economic issues of common concern, including the TikTok issue.

VIENNA, Sept. 16 (Xinhua) — The 69th session of the General Conference of the International Atomic Energy Agency (IAEA) opened in Vienna on Monday, focusing on the peaceful uses of nuclear energy and technology and the urgent need to safeguard the global nuclear non-proliferation regime.

In a message delivered by UN Vienna Director-General Ghada Waly, the head of the world organization, António Guterres, noted that the IAEA plays a vital role in ensuring that nuclear science and technology are used exclusively for peaceful purposes.

“Together, we can ensure that these instruments advance development and protect humanity,” the message said, calling for continued efforts to address the threat of nuclear proliferation.

IAEA Director General Rafael Grossi said the conference was being held at a critical time, citing terrorism, armed conflict and the erosion of the nuclear non-proliferation regime amid growing global inequality. He said he had informed the UN Security Council that the global nuclear non-proliferation regime needed to be defended.

The conference will run until September 19. It brought together more than 2,500 participants, including representatives of IAEA Member States, international and non-governmental organizations.

WASHINGTON, Sept. 15 (Xinhua) — U.S. President Donald Trump said Monday that the U.S. military carried out a second strike in two weeks in international waters on a ship suspected of carrying drugs from Venezuela, killing three people.

“This morning, at my direction, the United States military launched a second precision strike against identified, extremely violent drug cartels and narco-terrorists in the U.S. Southern Command area of responsibility,” Trump wrote on social media.

“These extremely violent drug cartels pose a threat to the national security, foreign policy and vital interests of the United States,” he added.

Trump's post also included a video marked "unclassified" that showed the vessel catching fire in unspecified waters.

HELSINKI, Sept. 16 (Xinhua) — The European Union (EU) will step up financial and operational support for Finland's eastern border security, including plans to build a "drone wall" along the border, European Commissioner for Home Affairs and Migration Magnus Brunner said Monday during a visit to Finland.

He noted that the European Commission (EC) has already provided Finland with 80 million euros (94.09 million US dollars) in targeted funding over the past two years. In addition, the European Border and Coast Guard Agency (Frontex) is launching a 150 million euro equipment programme, 90 percent financed by the EU, mainly for drones.

HOHHOT, Sept. 16 (Xinhua) — China began a trial visa-free regime for Russian citizens holding foreign passports on Sept. 15. On the same day, the Manzhouli checkpoint in northern China's Inner Mongolia Autonomous Region, an important land port on the Chinese-Russian border, saw its first peak in entries into China.

At 9 a.m., a Russian tourist named Victoria, having passed through passport control, became the first Russian citizen to arrive in China without a visa through the Manzhouli checkpoint. “We are the first passengers from Russia to China without a visa,” she said, talking about her plans to go with friends to admire the Hulunbuir steppe.
