Beijing, September 19 (Xinhua) — Infrastructure improvements have been comprehensive across the board in Northwest China's Xinjiang Uyghur Autonomous Region, according to a white paper published Friday by the State Council Information Office, titled "The CPC's Strategy for Governing Xinjiang in the New Era: Practices and Achievements."

In order to optimize the location, structure, functions and system integration of infrastructure, the region carried out overall planning for the construction of 10 networks, including railways, highways, aviation, energy, natural gas, logistics and computing, the White Paper says.

According to the document, the operational length of Xinjiang's railways as of 2024 was 9,202 km, up from 4,914 km in 2012. The region's railway network covers all prefectures and over 80 percent of counties.

The Xinjiang Autonomous Region's highway network also expanded from 165,900 km in 2012 to 230,000 km in 2024, covering all prefectures and over 90% of counties.

There are currently 595 civil aviation routes in Xinjiang, 25 of which are international and connect 17 countries and regions. A network of routes covering all of Xinjiang has now been largely established.

Furthermore, according to the document, an information highway is being developed, with the current length of fiber-optic cables amounting to 1.78 million kilometers. All cities are connected by 5G networks, and villages by broadband internet.

Beijing, September 19 (Xinhua) — Northwest China's Xinjiang Uyghur Autonomous Region (XUAR) has consciously integrated its regional opening-up strategy into the country's overall plan for opening up to the West. This was stated in a white paper published Friday by the State Council Information Office, titled "The CPC's Strategy for Governing Xinjiang in the New Era: Practices and Achievements."

Xinjiang aims to carve a "golden path" across the Eurasian continent and create a channel for openness to the West, the document says.

According to the White Paper, Xinjiang has successfully established broad channels for opening up to the outside world. Nineteen checkpoints have been opened, including the Khunjerab checkpoint, which is now open year-round.

In 2024, 16,400 freight trains passed through Xinjiang on international China-Europe rail routes. This means the number of such trains passing through Xinjiang annually has exceeded 10,000 for five consecutive years, according to the white paper.

The number of countries and regions that are Xinjiang's trade and economic partners has also increased significantly, from a small number in the 1950s to 196 in 2012, and rose to 211 in 2024, according to the document.

The platform for openness is constantly being improved. In October 2023, the establishment of the China Xinjiang Pilot Free Trade Zone was approved, with over 9,000 enterprises relocating there over the following year. The combined import and export volume of these companies accounted for over 30 percent of the Xinjiang Uygur Autonomous Region's total foreign trade.

WASHINGTON, Sept. 19 (Xinhua) — A group of U.S. Democratic senators on Thursday introduced the first-ever resolution in the upper house of Congress calling for the United States to recognize a demilitarized Palestinian state.

The non-binding resolution calls on Hamas to disarm and release hostages, while simultaneously demanding that Israel end the conflict and cease settlement expansion. The resolution failed to gain support among Senate Republicans.

Supporters of the resolution expressed hope that it would help increase pressure on the Donald Trump administration to resolve the humanitarian crisis in Gaza.

"Recognizing a Palestinian state is not only a practical step the United States can take to help build a future in which both Palestinians and Israelis can live in freedom, dignity, and security, but it's also the right thing to do. America has a responsibility to lead, and now is the time to act," Oregon Senator Jeff Merkley, who led the effort to sponsor the resolution, said Thursday.

The politician called the creation of two states for two peoples the foundation for peace and prosperity and the only realistic path to them. He warned that Israel's current policies and military actions in Gaza will lead to a dire future for both Israelis and Palestinians.

Furthermore, on Wednesday, independent Senator Bernie Sanders declared that Israel is committing "genocide" in Gaza. "Over the past two years, Israel has not merely defended itself against Hamas. Instead, it has unleashed a full-scale war against the entire Palestinian people," he emphasized.

The last vestiges of life for civilians in Gaza City are being destroyed by Israeli military operations that have resulted in widespread casualties, destruction and increased restrictions on humanitarian activities, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said on Thursday.

The number of Palestinians killed by Israeli forces in the Gaza enclave since October 7, 2023, has exceeded 65,000, according to Gaza health authorities.

Beijing, September 19 (Xinhua) — The fight against desertification on the fringes of the Taklamakan Desert in northwest China's Xinjiang Uyghur Autonomous Region (XUAR) is making rapid progress. The desert is now completely encircled by a 3,046-kilometer-long green belt, the longest in the world, according to a white paper released by the State Council Information Office on Friday.

The document, titled "The CPC's Strategy for Governing Xinjiang in the New Era: Practices and Achievements," states that Xinjiang firmly implements the concept of "green mountains and emerald waters are priceless treasures" and, through unified planning, systematically manages mountainous areas, river and lake environments, forests, arable lands, and grasslands, and continuously strengthens its capacity to ensure ecological security.

Well-planned, large-scale greening programs have been implemented in the region. As a result, forest cover has increased from 4.24 percent in 2012 to 5.07 percent in 2024, according to the White Paper.

Over the past three decades, the area of oases has increased by 56.6 percent. Xinjiang's accelerated ecological transformation is also reflected in the region's active efforts to achieve carbon neutrality and peak carbon emissions targets, while carbon dioxide emissions per unit of GDP continue to decline. -0-
