BEIJING, Oct. 21 (Xinhua) — China is expanding its network of intellectual property (IP) rights protection centers, approving the establishment of a new national-level center in Dongguan, south China's Guangdong Province, the National Intellectual Property Administration (NIPA) said Tuesday.

The new center will facilitate rapid and coordinated work on IP protection for innovators in the smart terminals and new materials industries.

According to the GUIS, with the establishment of the new institution, the number of IP protection centers at the national level across the country has reached 81, of which seven are located in Guangdong Province.

The centres were established in key locations, including the provincial capital of Guangzhou and the city of Shenzhen, known as an innovation hub.

As a manufacturing hub, Dongguan, with a permanent population of over 10 million, has a GRP of over 1 trillion yuan (approximately US$141 billion), and boasts strong performance in scientific and technological innovation.

Once completed, the aforementioned center in Dongguan will function as a one-stop platform for consolidating IP protection service resources, promoting the integration of the innovation chain and industrial chain, according to a press release issued by the GUIS.

The new center in Dongguan will also strengthen coordination between all IP protection centers in Guangdong Province, creating a regional stronghold for this field and thereby stimulating high-quality economic development in the Guangdong-Hong Kong-Macao Greater Bay Area.

The Shenzhen-Hong Kong-Guangzhou innovation cluster in the Greater Bay Area topped the "Global Innovation Index 2025" released by the World Intellectual Property Organization (WIPO), overtaking the Tokyo-Yokohama cluster in Japan for the first time to take first place. -0-

TIANJIN, Oct. 21 (Xinhua) — The recently concluded 22nd China International Agricultural Fair in Tianjin, north China, fully demonstrated the changes in China's agricultural export strategy.

Xiao Bo, president of Xinfeng County Zhengda Agricultural Development Co., Ltd., invited visitors to taste peeled and sliced navel oranges, displaying a variety of deep-processed products including navel wine, navel tea, and dried navel orange slices.

“We have developed a series of high-value-added products based on navelines and are exporting them to Indonesia, Vietnam, Malaysia, and the Republic of Korea, and are also planning to enter markets in countries such as Japan and the UAE,” he noted.

The move reflects a broader trend in which China's agricultural exports are evolving from raw materials to branded, finished and premium products, said Hu Bingchuan, head of the agricultural trade and policy research department at the Institute of Rural Development of the Chinese Academy of Social Sciences.

In addition to individual products, companies such as Shaanxi Ruijie Ecological Technology Development Co. export premium apple varieties such as Ruixue in gift packaging, and their overseas sales are steadily growing.

However, the transformation of exports does not stand still and encompasses entire agricultural systems, including breeding, planting, management, and digital services.

For example, China's agricultural machinery sector saw robust growth in the first half of this year, with exports reaching $9.3 billion, up 26.5 percent from the same period last year, customs data show.

Zhang Zhanjun, Senior Manager of Hebei Region of China Yituo Group Co., Ltd. (the No. 1 tractor manufacturer), spoke about the company's technological achievements: "From the first tractor, Dongfanghong, to the smart agricultural machinery that we use to support the development of China's intelligent agriculture, Yituo has continuously achieved technological breakthroughs."

Compared with the nearly 8,000 tractors exported in 2024, Yituo plans to ship over 10,000 units of this equipment this year.

In the agricultural technology pavilion, selectively bred varieties of corn and soybeans attracted visitors with their pest resistance. Beijing Dabeinong Biotechnology Co., Ltd. has been developing the South American market since 2013. Currently, many of its soybean products have received approval for cultivation from local governments.

Digital integration accelerates this systemic reach. For example, Rural Credit Digital Intelligence Technology Co., Ltd. uses the Internet of Things, big data, and artificial intelligence to provide "hardware and software intelligence" solutions, such as a digital platform for the entire pork production chain.

“We are building a global data-driven intelligent agricultural service platform to integrate resources and export Chinese innovative solutions,” said Yu Ying, the company’s vice president.

This shift is supported by increased international cooperation, as evidenced by initiatives such as the Tianjin-Jilin-Guangdong cooperation proposal unveiled at the fair, which aims to deepen regional coordination in agriculture.

“The application scenarios and added value creation in the agricultural products sector that are going global will undoubtedly exceed our imagination,” Hu Bingchuan concluded. -0-

BEIJING, Oct. 21 (Xinhua) — China's artificial intelligence (AI) boom is driving the country's digital economy, as breakthroughs in key technologies and strong policy support facilitate its rapid integration into industry and people's daily lives.

During the 14th Five-Year Plan period (2021-2025), China achieved breakthroughs in a number of key digitalization technologies and significantly increased its overall AI strength. According to the National Data Administration of the People's Republic of China, China currently accounts for 60 percent of the world's total AI-related patents.

Over the past five years, the country has seen a growth in the number of AI companies and the scale of their production. Large Chinese-developed models, such as DeepSeek, are leading the global open-source innovation ecosystem.

Currently, there are more than 400 state-owned enterprises in the AI field in China, which are classified as “small giants”.

Let us recall that “little giants” are leaders among small and medium-sized enterprises with significant innovative capabilities, a significant market share, high quality and development efficiency, and mastery of key technologies.

Meanwhile, AI applications, which are widely used in China's agriculture, manufacturing, and social services sectors, are showing tangible results in boosting productivity and transforming traditional industries.

China is also making relentless efforts to build an intelligent economy and society. In August 2025, the State Council of the People's Republic of China published its Opinions on the Deepening Implementation of the National "AI Plus" Initiative, which aims to broadly and deeply integrate AI technologies into various sectors of the country's socio-economic life, change the paradigm of production and social life, and promote revolutionary increases in productivity and profound changes in industrial relations.

Moscow, October 21 /Xinhua/ — Russia and the United States are working on issues raised during a telephone conversation between their foreign ministers, Sergei Lavrov and Marco Rubio.

It's too early to announce a meeting time between Sergei Lavrov and Miguel Rubio; it's still just an idea, Russian Deputy Foreign Minister Sergei Ryabkov said on Tuesday. He called Western media reports that the meeting had been postponed "a hoax," noting that something that hasn't been agreed upon cannot be postponed.

"The fact is that the presidential conversations, in fact, the telephone conversations between [Russian President Vladimir] Putin and [US President Donald] Trump last week, included, among other things, the topic of next steps. One aspect of these steps is, of course, the contact between Foreign Minister Lavrov and Secretary of State Rubio. The corresponding contact took place yesterday, and we are now working on what the minister and the secretary discussed," the deputy foreign minister told reporters.

"Neither before the phone call nor during yesterday's phone call [between S. Lavrov and M. Rubio] was the issue of a meeting specifically raised," said S. Ryabkov. "As an idea, it exists. But it's premature to talk about a schedule," he added. –0–

Tokyo, October 21 (Xinhua) — Sanae Takaichi, chairwoman of the ruling Liberal Democratic Party, was officially elected as Japan's prime minister on Tuesday. She won the vote in both houses of parliament, becoming the first woman to hold the post in the country's history.

In the House of Representatives (lower house of parliament) elections, Sanae Takaichi received 237 votes, beating the leader of the opposition Constitutional Democratic Party, Yoshihiko Noda, who received 149 votes, as well as other rivals.

Voting also took place in the House of Councillors (the upper house of parliament), but no candidate secured a majority in the first round. Sanae Takaichi led with 123 votes, followed by Yoshihiko Noda with 44 votes.

This triggered an unprecedented runoff election in the upper house, the first in 13 years, which Sanae Takaichi ultimately won.

Having won the vote in both houses of parliament, she was officially appointed the 104th Prime Minister of Japan. Sanae Takaichi became the first woman in the country's history to hold this post.

Sanya, October 21 (Xinhua) — Russian tourists visiting the southern Chinese resort city of Sanya are reporting a warm welcome and comfortable stay thanks to the expansion of Russian-language services. Local authorities have taken measures to improve the quality of service following China's introduction of a visa-free regime for Russian citizens.

"The changes in Sanya are amazing!" shared Ekaterina, a tourist from Moscow who completed a five-day vacation. She says local vendors are fluent in quoting fruit prices in Russian, and Russian-speaking staff at tourist attractions help plan walking routes.

Since mid-September, when China introduced a visa-free regime for Russians, Sanya's beaches and tourist areas have seen a significant increase in Russian visitors. To ensure maximum convenience, the city has organized specialized Russian language courses for local employees in hotels, tourist areas, and the transportation sector.

According to statistics, in the first half of 2025, the tourist flow from Russia to Sanya soared by 266.2 percent year-on-year, accounting for more than 40 percent of the total number of foreign guests.

At the front desk of a coastal hotel, Yuna, a Russian-speaking employee, is checking in a group of tourists from St. Petersburg. Previously, she communicated with Russian-speaking guests using gestures and translation apps, but now she can explain the features of the hotel rooms in Russian, remind them of breakfast times, and explain other details.

Language courses organized by the local organization help you master the vocabulary needed for work. For example, they cover hotel check-in and check-out procedures, as well as recommendations for visiting attractions. The training even covers such nuances as extending a room or explaining the location of the nearest coconut shop.

Course instructor Liu Xiaomei based the lessons on real-life examples. "If a guest asks where they can try diving, we teach them not only how to point them out but also how to explain safety precautions," she explained. The lessons also include practicing emergency response situations, including helping with lost property.

After completing the training, Ma Zhi, a tourist zone employee at Yalong Bay (Sanya), can now speak in Russian about coconut groves and coral reef protection measures. "Last week, after my talk, a Russian tourist gained a new appreciation for Sanya's environmental protection efforts. That was especially gratifying," he remarked.

As is known, Sanya plans to implement additional training initiatives in the near future: launching educational videos in Russian for self-study, increasing the number of Russian-speaking guides in key tourist areas, optimizing Russian-language navigation, and expanding the network of currency exchange offices.

This winter, Russian tourists are expected to be able to fully enjoy the sun and beaches of Sanya without the language barrier of this tropical resort in southern China.
