Beijing, October 21 (Xinhua) — China, as a founding member and home country of the International Mediation Organization (IOMed), welcomes new countries to join IOMed and establish close cooperation with the organization to jointly contribute to global peace and development. This was stated by Chinese Foreign Ministry spokesperson Guo Jiakun at a ministry briefing on Tuesday.

The official launch ceremony of the International Organization for Migration and the Environment (IOMED) took place recently in the Hong Kong Special Administrative Region. Representatives from over 30 founding member countries and approximately 200 representatives of various sectors of the Hong Kong community attended the event.

As Guo Jiakun noted, the concept of IOMed is largely consistent with the Global Governance Initiative put forward by Chinese President Xi Jinping.

The Chinese diplomat recalled that Chinese Foreign Minister Wang Yi attended the signing ceremony of the Convention Establishing the International Medical Association in Hong Kong on May 30 and signed the document as a representative of China.

The convention, which entered into force in August, has now been signed by 37 countries and ratified by eight of them, Guo Jiakun clarified. According to him, the signing of the convention, its entry into force, and the commencement of IOMed's work took place in just five months, a rare occurrence for the establishment of international organizations.

“This fully proves that the establishment of the IOMed is in line with the trends of the times and has received the support and approval of the international community,” the official representative of the Chinese Ministry of Foreign Affairs concluded. –0–

Astana, October 21 (Xinhua) — Over one trillion tenge has been invested in Kazakhstan's telecommunications industry over the past three years. By 2027, the government intends to ensure 100% internet coverage of the country's population. This was reported on Tuesday by Kazinform, citing Zhaslan Madiyev, the country's Minister of Artificial Intelligence and Digital Development.

According to the ministry, Kazakhstan has over 20 million mobile and 3.7 million fixed-line subscribers. The average internet connection speed has reached 94 megabits per second. This year, internet traffic consumption is projected to double compared to 2024.

As Zh. Madiyev noted, connection speeds could exceed 100 megabits per second in the coming years, and fiber-optic communication lines will be installed in up to 90 percent of rural settlements. For the remaining 10 percent of villages, where less than 1 percent of the population lives, network access will be provided via satellite technology.

The country is also continuing a large-scale modernization of mobile networks: the outdated 3G standard will be completely replaced by 4G in all major cities by the end of this year. Furthermore, a project to create a national Wi-Fi operator is underway, which will provide unified, secure internet access in public spaces and social facilities—airports, schools, hospitals, train stations, and border crossings. Initially, the network will cover 400 locations in ten cities across the country, with plans to expand to 10,000 by 2026 and 20,000 by 2027.

The Minister emphasized that the development of internet infrastructure is part of Kazakhstan's digital transformation strategy and forms the basis for the implementation of artificial intelligence-based solutions and next-generation digital services.

Guangzhou, October 21 (Xinhua) — More than 300,000 migratory birds will arrive in Guangdong Province, southern China, this fall and winter season, according to the provincial Forestry Administration.

These birds will choose coastal sandy-muddy flats or wetlands as their wintering or resting places, especially coastal nature reserves located in Guangdong Province.

Every August, when temperatures in the north gradually cool, the first migratory birds begin to appear in Guangdong Province, a key hub on the East Asian-Australasian Flyway. According to Zhang Qiang, Deputy Director of the Institute of Zoology at the Guangdong Provincial Academy of Sciences, September, October, and November are the peak months for migratory birds to arrive in Guangdong Province.

Guangdong Province boasts vast marine areas and sandy and silty shoals, a broad continental shelf, and excellent harbors. Its 4,114-kilometer coastline ranks first in the country. It also boasts diverse natural ecosystems and a rich diversity of migratory bird species.

According to statistics, there are 584 species of wild birds in the historical records of this province, of which 412 species or 70.5 percent are classified as migratory.

Guangdong Province also leads China in mangrove cover, covering 11,400 hectares. Extensive coastal wetlands and abundant food resources provide suitable habitat for migratory birds.

According to the provincial police department, counterterrorism units conducted simultaneous raids in 25 towns and villages in the southern province of Adana. The raids followed 10 months of remote technical surveillance and physical surveillance of two separate groups suspected of operating on behalf of ISIS.

A preliminary investigation revealed that some of those detained were involved in armed attacks, workplace shootings, and other acts committed in the name of ISIS, state broadcaster TRT reported.

All those detained were taken to provincial police headquarters for questioning. The investigation is ongoing.
