UNITED NATIONS, Oct. 23 (Xinhua) — China's Permanent Representative to the United Nations Fu Cong, speaking at the Security Council on Wednesday, called on the Syrian transitional government to fulfill its obligations to fight terrorism.

The prolonged turmoil in Syria has provided space for the spread of terrorism, he stated. Foreign terrorists have taken advantage of the chaos in Syria to gain strength, which not only poses a direct threat to Syria's security but also seriously undermines peace and stability in the region, the diplomat added.

China urges the Syrian transitional government, which has repeatedly stated that Syria will not pose a threat to any country, to take measures to combat all terrorist organizations listed by the Security Council, including the East Turkestan Islamic Movement, Fu Cong emphasized.

When adjusting sanctions related to Syria, the Security Council must fully take into account the counter-terrorism and security situation in that country, as well as the complex consequences that any changes could lead to, he said.

China calls on Israel to stop military operations against Syria and immediately withdraw from Syrian territory, the diplomat said, adding that all parties should continue to provide constructive support and assistance and refrain from exploiting the situation for their own interests.

According to him, the key to resolving the Syrian problem lies in promoting an inclusive political process.

China will continue to work with the international community to help Syria ensure its security, stability and development as soon as possible and embark on a development path suited to its national conditions, Fu Cong added. –0–

OTTAWA, Oct. 23 (Xinhua) — Canadian Prime Minister Mark Carney said on Wednesday that he will double the country's exports to markets outside the United States over the next decade to reduce the country's economic dependence on the United States.

In a speech outlining his government's priorities for next month's federal budget, Mr. Carney said the nature of the trade relationship with the United States was changing and set a goal of doubling exports to markets outside the United States over the next 10 years.

The government is preparing to "build a stronger economy" against the backdrop of a "more dynamic, more competitive and more hostile world," Mr. Carney said.

"If we don't act now, the pressure will only mount," the prime minister said. "We won't be able to transform our economy easily or in a matter of months. It will require some sacrifices and take some time."

Since the beginning of this year, Canada and the United States have clashed repeatedly over tariffs. In March, Michael Carney declared that the traditional relationship between Canada and the United States, based on deepening economic integration, was "over," and that Canada must fundamentally restructure its economy.

In September, the Carney government announced a sweeping infrastructure plan covering energy, mining, and port expansion, aimed at boosting the national economy and reducing dependence on the United States.

The United States is currently Canada's most important trading partner, with about three-quarters of Canada's merchandise exports going to the United States. –0–

Urumqi, October 23 (Xinhua) — A truck under the TIR (International Road Transport) system recently departed from Urumqi in northwest China's Xinjiang Uygur Autonomous Region (XUAR), leaving the country through the Takeshiken checkpoint, crossing Mongolia, and arriving in Belarus in 10 days. This is the first such truck to travel along the Asian Highway AH4 route, which runs through China, Mongolia, and Russia, after it enters trial operation in September 2023.

This truck carries general-purpose goods with a total weight of 16.7 tonnes, instead of the single-type, high-added-value cargo traditionally carried by vehicles under the TIR system.

This transportation model along the above-mentioned route, which requires only a single inspection throughout the entire process, can significantly improve the efficiency of customs clearance and reduce trade costs, said an employee of a local logistics company, adding that the customs clearance time at each checkpoint is no more than two hours.

As a reminder, the AH4 is the second international highway connecting China, Mongolia, and Russia, after the Asian Highway AH3. The entire route is 2,253 kilometers long, of which 577 kilometers are in China, 758 kilometers in Mongolia, and 918 kilometers in Russia.

AH4 provides the shortest transportation distance for trade between China and Europe, opening a new channel for Chinese-made goods to enter overseas markets, the Urumqi-Changji Customs emphasized.

Customs officials also promised to continuously optimize intelligent supervision and control of TIR shipments and expand the range of export products by relying on the Urumqi International Land Port Area and the city's TIR collection and distribution center.

Ürümqi, Oct. 23 (Xinhua) — Recently, vehicles loaded with mail from Kyrgyzstan arrived at the Torugart International Postal Exchange Station at the Xinjiang Uygur Autonomous Region (XUAR, northwest China) after customs inspection. These mail items will be delivered throughout the country, marking the resumption of operations at the Torugart International Postal Exchange Station between China and Kyrgyzstan.

The Torugart checkpoint is located in Utsya County, Kyzylsu Kyrgyz Autonomous Prefecture, in the Xinjiang Uygur Autonomous Region, at an altitude of approximately 3,800 meters above sea level. It is not only an important port for import and export trade between China and Kyrgyzstan, but also a key gateway for entry and exit from the Xinjiang Uygur Autonomous Region to Central Asia, South Asia, West Asia, and Europe.

In April of this year, construction of a new international mail exchange station, currently in use at this checkpoint, was completed. This station has been divided into functional areas for loading, unloading, processing, and mail storage, along with office space, creating an efficient workspace. Furthermore, operational video recordings are transmitted in real time to customs authorities, ensuring full visibility and traceability throughout the entire oversight and control process, according to the customs service at the Torugart checkpoint.

Ma Xiaoyong, deputy head of customs at Torugart Port, said that in order to ensure efficient customs clearance and expand the port's opening to the outside world, customs will develop a special plan for the clearance of international mail, enhance its oversight, and actively support the development of cross-border e-commerce, international shipping, and other businesses.

UN, October 23 /Xinhua/ — UN Secretary-General António Guterres expressed hope that Israel will comply with the International Court of Justice's advisory opinion regarding the country's responsibilities in the occupied Palestinian territories. Deputy Spokesman Farhan Haq announced this at a daily briefing on Wednesday.

According to him, the UN chief noted that "this decision was made at a time when the UN is doing everything possible to increase humanitarian aid to the Gaza Strip." "Therefore, the advisory opinion is crucial to addressing the tragic situation in which the residents of Gaza continue to live," Haq emphasized.

Earlier on Wednesday, the International Court of Justice, based in The Hague, affirmed Israel's obligation to facilitate the delivery of humanitarian aid to Gaza, including aid provided by UN agencies. "The State of Israel, as the occupying power, is obliged to comply with its obligations under international humanitarian law," the court stated in its non-binding advisory opinion.

It follows a request from the UN General Assembly in December 2024, which called on the International Court of Justice to clarify Israel's obligations as an occupying power and its responsibility to ensure unimpeded humanitarian access. –0–

Pyongyang, October 23 (Xinhua) — North Korea's General Rocket Department successfully tested a major weapons system on Wednesday, the Korean Central News Agency (KCNA) reported on Thursday.

It was reported that two hypersonic missiles launched from Pyongyang in a northeasterly direction hit a target on a plateau near Kwaesan Peak in Oran County, North Hamgyong Province.

"The new weapons system was tested as part of a defense capability development program aimed at increasing the resilience and effectiveness of strategic deterrence against potential adversaries," the statement said.

Workers' Party of Korea (WPK) Central Committee Secretary Park Jong-chon, who observed the test along with other officials, said the new advanced weapons system is clear evidence of North Korea's steady improvement in its self-defense capabilities.

“The DPRK’s actions are clearly aimed at further strengthening military deterrence, and their goal is to strengthen self-defense,” the agency quotes Park Jong Chon as saying. –0–

Amman, October 23 (Xinhua) — The transition to the second phase of the ceasefire in Gaza is a key priority, Jordanian Deputy Prime Minister and Foreign Minister Ayman al-Safadi stated during talks with Dutch Foreign Minister David van Wiel in Amman on Wednesday.

According to the Foreign Ministry's statement, the parties emphasized the need for the full implementation of the ceasefire agreement, an end to the war, and the immediate and sufficient delivery of humanitarian aid to Gaza.

A. al-Safadi confirmed that achieving a just and lasting peace requires the creation of an independent Palestinian state within the 1967 borders with its capital in East Jerusalem, based on the principle of “two states for two peoples” and international law.

He also called for an end to the escalation of Israeli actions in the occupied West Bank and violations against Islamic and Christian holy sites in Jerusalem.

The meeting also discussed developments in Syria. A. al-Safadi reaffirmed Jordan's support for efforts to preserve Syria's unity, stability, and sovereignty.

The parties agreed on a joint action plan to strengthen bilateral cooperation in the fields of education, tourism, trade, industry and water resources within the framework of Jordan's strategic partnership with the European Union. –0–
