Beijing, October 23 (Xinhua) — The fourth plenary session of the 20th Central Committee of the Communist Party of China concluded in Beijing on Thursday. A communiqué was issued following the session.

COMMUNIQUE OF THE 4TH PLENUM OF THE 20TH CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF CHINA

(Adopted by the Fourth Plenary Session of the 20th CPC Central Committee on October 23, 2025)

The 4th Plenary Session of the 20th CPC Central Committee was held in Beijing from October 20 to 23, 2025.

The plenary session was attended by 168 members of the CPC Central Committee and 147 alternate members. Members of the Standing Committee of the Central Commission for Discipline Inspection, responsible comrades from relevant organizations, and some of the delegates to the 20th Party Congress, consisting of comrades from grassroots organizations, experts, and scholars, attended the plenary session with an advisory vote.

The plenum was chaired by the Politburo of the Central Committee. General Secretary of the CPC Central Committee Xi Jinping delivered an important speech.

The plenary session heard and discussed a report on the work delivered by Xi Jinping at the instruction of the Politburo of the Central Committee, and reviewed and adopted the "Proposals of the CPC Central Committee on the 15th Five-Year Plan for National Economic and Social Development." Xi Jinping provided the plenary session with clarifications on the Proposals (the discussion text).

At the plenum, the work of the Politburo of the Central Committee, done since the 3rd plenum of the 20th CPC Central Committee, was fully approved. It was unanimously recognized that the Politburo of the Central Committee conscientiously implemented the spirit of the 20th Congress of the CPC and the past plenums of the 20th CPC Central Committee, firmly adhered to the basic algorithm of work – forward movement while maintaining stability, and fully, clearly and comprehensively implemented the new concept of development. The Politburo of the Central Committee, on the basis of unified planning, stimulated the implementation of the general scheme of five-pronged construction, coordinatedly implemented the four-pronged comprehensive strategic concept, comprehensively took into account the internal and external situation, and planned development and security in a unified manner. The comprehensive deepening of reforms continued, high-quality development was thoroughly promoted, progress was made in the development of socialist democracy and the rule of law, work in the fields of propaganda, ideology and culture was strengthened, and work to ensure the people’s well-being, protect the environment and protect the environment was carried out effectively and efficiently. National security and social stability were reliably ensured, educational activities were launched to comprehensively implement the spirit of the eight guidelines of the central leadership, and work to comprehensively strengthen internal Party governance was advanced. The plenary session commended China's tremendous development achievements during the 14th Five-Year Plan. During this period, the country's development has traversed an exceptionally challenging and arduous path. Facing a complex international situation and the daunting challenges of reform, development, and domestic stability, the CPC Central Committee, with Comrade Xi Jinping at its core, united and led all Party members and the country's multi-ethnic people in overcoming difficulties and persistently advancing. It withstood the severe blow of an epidemic unseen in a century, effectively responded to a number of major risks and severe challenges, and contributed to the achievement of new and significant achievements for the Party and the state. As a result, China's economic, scientific, technological, and overall national strength have risen to new heights, new confident steps have been taken in China's modernization, and a promising start has been made to a new approach to achieving the goal set for the PRC's centenary.

At the plenum, it was noted that the implementation of socialist modernization is a historical process of stepwise advancement, constant development and progress, which requires tireless and consistent efforts from us. The upcoming five-year period is a key period for the implementation of basically socialist modernization, when it will be necessary to strengthen the base and intensify efforts in all areas of work. This five-year period, being a period of opening the path to the future based on the achievements of the past, occupies an important place in the implementation of basically socialist modernization. During the 15th Five-Year Plan period, China’s development will face profound and complex changes. China is in a period of development when strategic opportunities, risks and challenges coexist, and uncertain and difficult to predict factors are increasing. But at the same time, the Chinese economy has a solid foundation, many advantages, high stress resistance and enormous potential; the main trends towards improving the economy in the long term, as well as the factors supporting them, remain unchanged. Our advantages are becoming increasingly clear: the socialist system with Chinese characteristics, a large-scale domestic market, a fully equipped production system and rich human resources. All Party members must deeply understand the decisive importance of establishing the status of Comrade Xi Jinping as the leading core of the CPC Central Committee and the Party as a whole, the guiding position of Xi Jinping Thought on socialism with Chinese characteristics for a new era, strengthening political consciousness, consciousness of the interests of the whole, core consciousness and alignment consciousness, increasing their confidence in the path, theory, system and culture of socialism with Chinese characteristics specifics, resolutely uphold the status of Comrade Xi Jinping as the leading core of the CPC Central Committee and the Party as a whole, strictly defend the authority of the CPC Central Committee and support its unified centralized leadership. The plenum emphasized that in order to ensure socio-economic development during the 15th Five-Year Plan period, it is necessary to firmly adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important ideas of the Triple Representation and the scientific concept of development, and fully implement Xi Jinping’s Thought on Socialism with Chinese Characteristics of a New Era, comprehensively follow the spirit of the 20th Congress of the CPC and the past plenums of the 20th CPC Central Committee. In close connection with the implementation of the goal of the complete construction of a modernized socialist state set for the centenary of the People’s Republic of China, comprehensively promote the process of the great revival of the Chinese nation through Chinese modernization. On the basis of unified planning, stimulate the implementation of the overall five-pronged construction scheme, coordinately implement the four-pronged comprehensive strategic concept, comprehensively take into account the general situation both domestically and internationally, fully, clearly and comprehensively implement the new development concept, accelerate the formation of a new development architectonics. Constantly adhering to the basic algorithm of work – forward movement while maintaining stability, we should consider economic construction as the central task, promoting high-quality development as the main leitmotif of work, reform and innovation as the fundamental driving forces, meeting the growing needs of the people for a wonderful life as the main goal, and comprehensively strengthening internal Party governance as the fundamental guarantee. It is necessary to promote the effective improvement of the quality of the economy and the rational growth of its volume, to promote confident steps in the field of comprehensive development of the individual and the achievement of universal prosperity of the population, in order to ensure the achievement of decisive changes in the implementation of basically socialist modernization.

The plenary session noted that the following principles must be adhered to in the socio-economic development of the 15th Five-Year Plan period: upholding the comprehensive leadership of the CPC, always putting the people first, firmly adhering to high-quality development, continuing to comprehensively deepen reforms, unwaveringly adhering to the close interaction between an effective market and a proactive government, and continuing to comprehensively plan for development and security.

The plenary session set the key goals for socioeconomic development during the 15th Five-Year Plan period, namely: achieving notable results in high-quality development, significantly increasing the level of scientific and technological independence and self-sufficiency, achieving new breakthroughs in the further comprehensive deepening of reforms, significantly raising the level of social sophistication, continuously improving the people's quality of life, achieving new significant advances in the construction of "Beautiful China," and strengthening the reliability of national security. On this basis, we must undertake another five-year period of persistent struggle to achieve significant growth in China's economic, scientific and technological, defense, and overall national strength, as well as its international influence, by 2035. Per capita GDP should reach the level of moderately developed countries, the people's lives will become happier and more beautiful, and socialist modernization will be basically achieved.

The plenary session emphasized the need to build a modern production system and strengthen and develop the real economy as the foundation of the national economy. It is essential to continue to view the real economy as the focal point for economic development, to consistently pursue intellectualization, greening, and integration, to accelerate China's transformation into a global power in terms of manufacturing, space exploration, transportation, and network technologies, as well as product quality, to maintain a reasonable share of manufacturing, and to create a modern production system based on advanced manufacturing. It is essential to optimize and modernize traditional industries, cultivate and strengthen emerging and future industries, promote the high-quality and efficient development of the service sector, and build a modern infrastructure system.

The plenary session emphasized the need to promote a high level of scientific and technological independence and self-sufficiency and to focus on the development of productive forces of a new quality. Seizing the historic opportunities presented by the new round of scientific and technological revolution and industrial transformation, it is necessary to comprehensively plan efforts to transform China into a global power in education, science and technology, and human resources. We must enhance the overall effectiveness of the national innovation system and comprehensively build the potential for independent innovation to take the lead in scientific and technological development and stimulate the continuous emergence of productive forces of a new quality. We must strengthen original innovation and the development of key core technologies, promote the deep integration of scientific and technological and industrial innovation, comprehensively advance the development of education, science and technology, and human resources, and vigorously promote the construction of a "Digital China."

The plenary session emphasized the need to build a robust domestic market and accelerate the emergence of a new development architecture. While consistently prioritizing expanding domestic demand as a strategic foundation, it is essential to closely integrate improving public well-being and stimulating consumption, "investing in tangible assets" and "investing in people." The plenary session emphasized the need to accelerate the modernization of agriculture and rural areas and thoroughly advance the comprehensive revitalization of rural areas. While consistently regarding the proper resolution of agricultural, rural, and peasant issues as the most important task of Party work, it is necessary to promote the integrated development of urban and rural areas, continuously consolidate and expand the achievements of intensive poverty alleviation, ensure that rural areas are largely provided with modern living conditions, and accelerate the transformation of China into an agricultural powerhouse. It is necessary to increase the overall production capacity of agriculture, improve its quality and efficiency, promote the construction of harmonious and beautiful villages conducive to living and working, and enhance the effectiveness of government measures to strengthen the agricultural sector and improve the well-being and incomes of rural residents.

The plenary session emphasized the need to optimize the territorial structure of the economy and promote coordinated regional development. To this end, we must leverage the multiplier effect of implementing the coordinated regional development strategy, key regional development strategies, the development strategy for zones with specific core functions, and the new-type urbanization strategy. We must optimize the distribution of key productive forces, leverage the role of key regions as economic growth poles, and shape a territorial economic structure and a system of national territorial spaces characterized by complementary advantages and focused on high-quality development. We must strengthen the coordination of regional development, promote the interconnected development of regions, optimize the architecture of the country's territorial development, further promote new-type urbanization based on the principle of "people first," and increase efforts to develop, utilize, and protect marine space.

The plenary session emphasized the need to foster innovative and creative cultural activity throughout the nation and promote the prosperity and development of socialist culture. While upholding the guiding position of Marxism in ideology and rooted in the exceptional richness and depth of Chinese civilization, it is necessary to adapt to the development of information technology and develop a socialist culture with Chinese characteristics for the new era, one with powerful ideological guidance and spiritual consolidation, immense value appeal, and significant international influence, in order to thoroughly advance the construction of a cultural powerhouse. The core values of socialism must be developed and implemented, the prosperity of the cultural sphere must be promoted in every possible way, the development of the cultural industry must be accelerated, and the potential for disseminating Chinese culture and enhancing its influence must be enhanced.

The plenary session emphasized the need to intensify efforts to ensure and improve people's well-being and thoroughly promote common prosperity. Adhering to the principle of "doing everything within one's means," we will strengthen efforts to improve people's well-being, focusing on securing minimum social guarantees, meeting the people's basic needs, and making the results of these efforts more accessible to all. We will appropriately address the urgent and pressing issues that most concern and whose solutions the people eagerly await, expand channels for social mobility, and improve the people's quality of life. We must promote high-quality and full employment and improve the income distribution system. We will comprehensively develop education that meets the needs of the people. We will improve the social security system. We will promote high-quality development of the real estate sector. We will accelerate the construction of a "Healthy China," promote high-quality demographic development, and confidently advance efforts to ensure equal access to basic public services.

The plenary session emphasized the need to accelerate the green transformation of all areas of socio-economic development with the goal of building a "Beautiful China." It is necessary to strengthen and implement the concept of "green mountains and emerald waters are priceless treasures." Pursuing the goal of achieving peak carbon emissions and carbon neutrality, we will coordinate efforts to reduce carbon emissions, mitigate pollution, expand green space, and promote green growth, strengthen the barrier to ecological safety, and strengthen the driving forces of green development. We will consistently and vigorously combat pollution and improve ecological systems. We will accelerate the development of a new type of energy system, actively and systematically advance and complete the work to achieve peak carbon emissions, and accelerate the development of a green mode of production and a green way of life.

The plenary session emphasized the need to promote the modernization of the national security system and capacity and build a "Peaceful China" at a higher level. The plenary session emphasized the need to achieve the goal set for the PLA's 100th anniversary within the specified timeframe and promote the modernization of national defense and the armed forces in accordance with high standards. Xi Jinping's Military Strengthening Thought and the military-strategic policy for a new era must be implemented. Uphold the Party's absolute leadership over the people's armed forces and implement the institution of the Chairman of the Central Military Commission's responsibility. We must strengthen the Party's capacity for political leadership, ideological guidance, organizing the masses, and mobilizing society. The plenary session emphasized the need to effectively ensure industrial safety and maintain social stability, establish and specify responsibility for industrial safety, strictly implement all control and management procedures in this area, and resolutely prevent and suppress the occurrence of serious and particularly major accidents. Comprehensive oversight of food and medical safety must be intensified. Thorough efforts must be undertaken to identify and resolve contradictions and disputes, comprehensive preventive and control measures must be strengthened to address public order, and all types of offenses and crimes must be combated in accordance with the law. Public opinion must be more actively shaped, and ideological risks must be effectively prevented and addressed.

The plenum decided to co-opt Zhang Shengmin as vice chairman of the CPC Central Military Commission.

In accordance with the Party Constitution, the plenary session decided to transfer candidate members of the CPC Central Committee Yu Huiwen, Ma Hancheng, Wang Jian, Wang Xi, Wang Yonghong, Wang Tingkai, Wang Xinwei, Wei Tao, Deng Yiwu, Deng Xiuming and Lu Hong to the CPC Central Committee.

The plenary session reviewed and adopted the Report of the CPC Central Commission for Discipline Inspection on the investigation of Tang Renjian, Jin Xiangjun, Li Shisong, Yang Fasen and Zhu Zhisong for seriously violating discipline and the law; reviewed and adopted the Report of the CPC Central Military Commission on the investigation of He Weidong, Miao Hua, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning and Zhang Fengzhong for seriously violating discipline and the law; and approved the decision previously taken by the Politburo of the CPC Central Committee to expel He Weidong, Miao Hua, Tang Renjian, Jin Xiangjun, He Hongjun, Wang Xiubin, Lin Xiangyang, Qin Shutong, Yuan Huazhi, Wang Chunning, Li Shisong, Yang Fasen, Zhu Zhisong and Zhang Fengzhong.

JERUSALEM, Oct. 23 (Xinhua) — U.S. Vice President James David Vance on Thursday sharply criticized the Israeli Knesset (parliament) vote on the annexation of the West Bank during his visit to Israel, calling it a "political stunt."

As J.D. Vance told reporters at Ben-Gurion International Airport near Tel Aviv before his departure, he was told it was a "political stunt" with no practical effect. "If it was a political stunt, it was a very stupid one, and I personally take it as an insult," he said.

Minsk, October 23 (Xinhua) — Total air pollutant emissions in Belarus in 2024 fell to a five-year low, reaching 865,000 tons. This was announced on Thursday by Belarusian Minister of Natural Resources and Environmental Protection Sergei Maslyak, according to BelTA.

"Total air pollutant emissions in Belarus in 2024 amounted to 865,000 tons. This is a historic low over the past five years. Overall, over the past ten years, thanks to the efforts of the government, businesses, enterprises, and organizations, we have managed to reduce air emissions by more than 31,000 tons. The majority of this reduction comes from automobile emissions," noted S. Maslyak.

According to him, the emissions problem is particularly pressing for Minsk. The Belarusian capital has a large number of motor vehicles, and these alone account for approximately 82 percent of the total emissions. The minister noted that electric transport is a promising development area.

"Every year, more and more electric passenger transport appears on the streets of Belarusian cities. Electric cars are no exception. While in 2017, the number of electric cars in the country was only 70 units, by the end of 2024, this figure had grown to 24,000. According to current data, by the end of 2025 or beginning of 2026, their number will increase to 50,000," said S. Maslyak.

WENCHANG, HAINAN, Oct. 23 (Xinhua) — China on Thursday launched a satellite into space from the Wenchang Satellite Launch Center in south China's Hainan Province to test new communications technologies.
