Baku, November 18 /Xinhua/ — The number of Chinese tourists visiting Azerbaijan from January to October 2025 increased by 49 percent, reaching 57,000. This was announced on Monday by Fuad Nagiyev, Chairman of the State Tourism Agency of Azerbaijan, at the China Visitors Summit, which was held for the first time in Baku and brought together more than 50 Chinese travel companies, as well as representatives of the local tourism industry.

F. Nagiyev noted that holding the summit in Baku is an important step in strengthening cooperation between the two countries. He stated that the participation of Chinese companies "will contribute to the development of cooperation between representatives of the two countries' tourism industries, as well as the promotion of Azerbaijan's tourism potential."

He emphasized that the mutual visa-free agreement signed in the spring, as well as the launch of direct flights between Baku and Beijing and Baku and Urumqi, demonstrate the dynamic development of bilateral relations.

In his address to summit participants, Florian Sengstschmid, Chairman of the Board of the Azerbaijan Tourism Board, announced that Azerbaijan intends to expand the Destinations Azerbaijan program in China. He noted that the Chinese market is of key importance, as China is currently the largest outbound tourism market in the world.

According to him, this year the bureau organized two major roadshows in six Chinese cities, four introductory seminars, and several press tours. "The opening of our office in China in early 2026 will be an important milestone in the promotion of Destinations Azerbaijan," he noted.

The Chinese Tourist Summit in Baku brought together representatives of the Chinese and Azerbaijani tourism industries at a venue focused primarily on B2B interactions. The summit has been held since 2008 in various countries and is one of the leading events designed to establish business contacts between tourism providers and Chinese buyers.

The summit is based on a series of pre-scheduled individual meetings, allowing service providers to select target partners based on tourism flows, including leisure and business travelers. The summit also includes study tours for representatives of Chinese tourism companies to Azerbaijan's regions. According to the organizers, this will allow Chinese specialists to gain a better understanding of the regions' tourism potential and strengthen practical cooperation.

TOKYO, Nov. 18 (Xinhua) — Okinawa Governor Danny Tamaki said on Monday that the Japanese people are categorically opposed to revising the Three Non-Nuclear Principles and any other steps that run counter to efforts to eliminate nuclear weapons, local media reported.

In response to reports that Prime Minister Sanae Takaichi is considering revising the Three Non-Nuclear Principles, Tamaki noted that Japan is the only country to have been subjected to atomic bombings, and people will say "no" to such a move.

"Understanding the people's desire to eliminate nuclear weapons is the Prime Minister's responsibility," Tamaki said, adding that he hoped the government would give due consideration to the issue.

Nagasaki Governor Kengo Oishi also voiced his disagreement at a press conference the same day, emphasizing that Takaichi's thoughts on revising the principles were completely unacceptable for a place devastated by the atomic bombing.

The Three Non-Nuclear Principles, which include the renunciation of the possession, production, and importation of nuclear weapons into Japan, were first announced in the Japanese Diet in 1967 by then-Prime Minister Eisaku Sato and were regarded as a national credo. –0–

UN/RAMALLAH, November 18 (Xinhua) — The UN Security Council on Monday adopted a resolution establishing an international stabilization force in Gaza.

The US-drafted Resolution 2803 received the support of 13 Security Council members. Russia, which submitted an alternative draft resolution, abstained, as did China.

The adopted document supports the comprehensive 20-point plan for Gaza presented by US President Donald Trump in September.

The resolution welcomes the establishment of a Peace Council as a “transitional authority” that will determine the framework and coordinate funding for the reconstruction of the enclave “until the Palestinian National Authority has satisfactorily completed its reform program… and is able to reassert control over Gaza in a credible and effective manner.”

That same day, Hamas criticized the resolution for failing to address the political and humanitarian needs of the Palestinian people, particularly in the Gaza Strip. Hamas accused the document of seeking to impose results that Israel "could not achieve militarily" and to separate Gaza from the rest of the Palestinian territories in a way that undermines Palestinian national rights.

Beijing, November 18 (Xinhua) — Public security agencies across China have equipped active police officers with more than 1.3 million bodycams, which record the entire law enforcement process, the Ministry of Public Security (MPS) announced on Monday.

In recent years, China's public security organs have been actively promoting the implementation of a recording mechanism for the entire law enforcement process, implementing audio-visual recording and digital surveillance at all stages of case handling, from application intake and on-site enforcement to interrogations and surveys.

A system must be established to monitor the entire process of law enforcement and implement retrospective management, said Chen Min, Deputy Director of the MBP's Legislation Bureau, explaining that when officers conduct law enforcement activities on the spot, such as receiving and processing police reports, issuing punishments on the spot, or inspecting crime scenes, they must wear body cameras in accordance with regulations, recording audio and video throughout the process.

In accordance with established regulations, the activities of police officers and relevant personnel in physical law enforcement and case processing centers are also recorded using video surveillance equipment, which covers all corners of the premises and operates 24 hours a day, thereby effectively standardizing law enforcement activities and the case processing process.

Throughout the criminal interrogation process, real-time audiovisual recording is a strict requirement to regulate the activities of police officers and protect the rights of criminal suspects.

“The establishment of a mechanism for recording the entire law enforcement process has played an important role in standardizing law enforcement activities, increasing the efficiency of case processing, and ensuring the legality of police officers in carrying out their duties, as well as in protecting the legitimate rights and interests of citizens,” Chen Min concluded. -0-

SEOUL, November 18 (Xinhua) — South Korean National Assembly Speaker Woo Won-sik expressed concern over Japan's perception of history.

Commenting on social media on Japanese Prime Minister Sanae Takaichi's recent statement that the Dokdo Islands are Japanese territory both historically and under international law, the parliamentarian noted that the Japanese government has expanded the so-called "territorial sovereignty exhibition hall" in which it promotes its sovereignty over Dokdo.

Since the hall opened in 2018, South Korea has continuously demanded its closure, but Japan recently added an educational space to it in an apparent attempt to instill misconceptions in future generations, Woo Won-sik said.

“For a future-oriented and stable relationship between /South/ Korea and Japan, three solid foundations are necessary: an open look at the painful history, deepening economic cooperation, and partnering for peace on the Korean Peninsula and in Northeast Asia,” he emphasized.

The Speaker of the National Assembly announced that this year, the Republic of Korea will hold its own commemoration ceremony for the Korean victims of forced labor in the gold mines of Sado Island, as Japan did not mention forced labor in its memorial address.

South Korean historians claim that Imperial Japan forced several thousand Koreans to perform hard labor in gold mines that were converted into factories to produce military supplies during World War II, when the Korean Peninsula was under Japanese colonial rule.

Woo Won-sik also expressed concern over Japan's recent moves to revise its so-called Peace Constitution. He called such actions unacceptable not only for South Korea but also for all neighboring countries, as they undermine the foundations of the peaceful order in East Asia, turning Japan into a country capable of war.

South Korea has long protested Japan's renewed territorial claims to the disputed islands located between the two countries, which Seoul calls Dokdo and Tokyo calls Takeshima.

The Republic of Korea regained sovereignty over Dokdo after the liberation of the Korean Peninsula from Japanese colonization in 1945. Since then, Seoul has effectively controlled the islands, where a small police force is stationed.

South Koreans view Tokyo's territorial claims to the islands as a denial of colonial history, as the Dokdo Islands were the first territory forcibly occupied by Japan. –0–

UN, November 18 /Xinhua/ — UN workers began collecting supplies unloaded at the recently reopened Zikim crossing in the northern Gaza Strip over the weekend, the UN Office for the Coordination of Humanitarian Affairs (OCHA) reported on Monday.

From Thursday to Sunday, OCHA and its partners collected more than 5,400 tons of humanitarian aid at three open checkpoints, including food, tents, tarpaulins, blankets, mattresses, medicines, and animal feed.

On Wednesday, the agency confirmed that Israel was reopening the Zikim crossing, the only operational point for delivering humanitarian aid into the northern Gaza Strip.

OCHA stated that following heavy rains on Friday, humanitarian teams conducted a rapid assessment of the situation in the affected areas over the weekend and provided initial assistance. Flooding is estimated to have affected more than 13,000 families.

"According to our shelter partners, they helped distribute at least 9,000 tents, 83,000 tarpaulins, and 59,000 blankets over the weekend, with thousands more planned for distribution in the coming days," the office said in a statement. "While we and our partners have responded quickly to the situation in rain-affected areas, our efforts remain limited by the insufficient quantities of shelter materials and other essential supplies authorized for delivery through the UN-coordinated mechanism," OCHA emphasized.

The Office said that with the cold weather and winter fast approaching, it is essential to allow humanitarian organisations to expand their shelter activities to meet a wide range of needs across the Gaza Strip. –0–
