Financial news: The Bank of Russia simplifies the accounting of isolated securities.

Depositories until December 18, 2025 inclusive must transfer segregated securities to non-trading accounts: Russian shares, if they or depositary receipts for them were acquired after March 1, 2022, as well as Eurobonds and replacement bonds that were acquired after March 3, 2023.

The requirement for separate accounting of such securities was established by Decree No. 138 of the President of the Russian Federation dated March 3, 2023. This requirement can only be lifted after verification of documents and information confirming that there were no hostile investors in the ownership chain.

Now, only clean securities can be held in trading depository accounts and freely traded on the exchange, including through negotiated transactions. The Bank of Russia's decision also specifies the minimum set of documents that a depository (registrar) must receive from a client to discontinue separate accounting. When transferring securities to another depository (registrar), it is obligated to share all available information upon request. Now, each participant in the accounting infrastructure no longer needs to compile the entire set of documents on a security's ownership history—one participant only needs to do this once and then pass on the received information up the chain. This will reduce the burden on market participants and simplify the client experience.

A cooling-off period is also being introduced: it will be possible to terminate the separate accounting of securities or execute an order to transfer them to another depository (registrar) 6 business days after sending a notice to the Bank of Russia.

They will come into effect on January 12, 2026. new requirements Separate accounting: from now on, securities acquired on exchanges will no longer need to be segregated and their owners verified. As for over-the-counter transactions, the requirement to segregate securities remains. Depositories and registrars are required to submit daily reports on transactions with segregated securities to the Bank of Russia.

The regulator closely monitors market participants' compliance with the requirements of Decree No. 138 of the President of the Russian Federation. In the event of violations, the Bank of Russia will apply strict supervisory measures.

Deputy Prime Minister Dmitry Patrushev met with the winners of the Presidential Fund for Ecological and Environmental Projects grant competition. The meeting was attended by the first grant recipients in this area. They shared with the Deputy Prime Minister their achievements and the expected impact of their implementation.

"I am confident that your initiatives will make a significant contribution to the conservation of biodiversity and the development of our natural areas. The results of your projects will not only exemplify genuine care for nature but will also help foster a caring attitude toward its unique resources among citizens, especially the younger generation," said Dmitry Patrushev.

During the selection stage, more than 1,600 applications were received from all regions of Russia—an absolute record for the number of projects ever submitted to a competition of this type. Of these, 164 were supported. Implementation of most of the initiatives began on September 1 of this year.

The projects have diverse focuses. Participants are working on establishing Russia's first dolphin rehabilitation center, preserving the natural environment in the Arctic zone, identifying pollution and cleaning up coastal areas using remote sensing and artificial intelligence technologies, and creating conditions for the restoration of Przewalski's horse and European bison populations. Furthermore, as part of the initiatives discussed at the meeting, environmental infrastructure will be installed in a nature park in the Republic of Bashkortostan, and a series of educational events on the conservation of rare flora and fauna will be held in the Orenburg Region.

The grant recipients met with the Deputy Prime Minister and toured the exhibit at the 19th International Wildlife Festival "Golden Turtle," which was also one of the winning projects. Following the meeting, Dmitry Patrushev noted that, if necessary, the competition winners will receive methodological support from federal agencies. Furthermore, the Deputy Prime Minister proposed holding such events regularly to discuss initiatives and monitor project progress.

The second competition is currently being selected, and its results will be announced in February next year.

The Presidential Fund for Ecological and Nature Conservation Projects was registered on March 3, 2025. It was created in accordance with a decree of the President of Russia. The main grant areas include the protection of rare and endangered animal species and their habitats, biodiversity research and monitoring, information and educational projects to protect wild animals, unique and relict ecosystems, and Red Data Book plant species. The total grant fund annually receives 1 billion rubles from the federal budget.

First Deputy Chief of Staff of the Presidential Executive Office Sergei Kiriyenko has been appointed Chairman of the Coordination Committee for the Support of Environmental and Nature Conservation Projects. His deputies are Special Presidential Representative for Environmental Protection, Ecology, and Transport Sergei Ivanov and Deputy Prime Minister Dmitry Patrushev.

Ashgabat, December 9 (Xinhua) — A roundtable training session on "Temporary Special Measures (TSM) to Expand Women's Participation in Public and Political Life" was held in Ashgabat, Turkmenistan's capital, on December 8-9, the country's International Information Center reported on Tuesday.

The event was held within the framework of a joint project of the United Nations Development Programme (UNDP) and the Central Commission for Elections and Referenda (CEC) of Turkmenistan entitled “Assistance in building the capacity of the CEC in Turkmenistan”.

The training brought together representatives of the Central Election Commission, local electoral commissions, and political parties. The event aimed to strengthen capacity, share international experience, and discuss ways to increase women's political participation through the Higher Council of Magistrates, including legislative quotas.

According to UNDP Deputy Resident Representative in Turkmenistan, Tomica Paovic, the SSM, recognized by the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), is an effective tool for removing barriers and ensuring women's fair participation in political life.

“By introducing quotas and requirements for the placement of candidates, Central Asian countries, including Turkmenistan, are achieving tangible results and advancing global commitments under CEDAW and the Sustainable Development Goals,” noted T. Paovic. –0–

TIANJIN, Dec. 9 (Xinhua) — The largest ever single shipment of Airbus aircraft components arrived at the port of Tianjin, north China, on Tuesday, marking a major milestone in logistics development and will help boost the European aircraft maker's production capacity in the region.

The cargo, including 12 large aircraft components, arrived aboard the container ship OOCL Denmark. The ship departed from Hamburg, Germany, and docked at the Pacific International Container Terminal in Tianjin Port on Tuesday morning.

This delivery is intended to support Airbus's recent expansion of its production capacity in Tianjin, one of the company's key global manufacturing hubs. In October of this year, the company launched its second final assembly line for the A320 family of aircraft in Tianjin, marking its second in China and the entire Asian continent.

To ensure the safe and smooth handling of the record-breaking cargo, the Dongjiang Border Inspection Station at Tianjin Port expedited customs procedures, including pre-clearance, ensuring a zero-waiting period for the arriving vessel.

Tianjin currently houses two of the world's 10 A320 final assembly lines. The combined production capacity of the assembly lines in the Chinese metropolis will now account for 20 percent of the company's global capacity.

Condoning the provocations of Japanese right-wing forces will only revive the specter of militarism – Chinese Foreign Ministry /more details/

Beijing, December 9 (Xinhua) — Condoning the provocative words and actions of Japanese right-wingers in any form will only revive the specter of militarism and once again expose the peoples of Asia to danger, Chinese Foreign Ministry spokesperson Guo Jiakun said on Tuesday.

The Chinese diplomat made this statement at a regular departmental briefing after several neighboring countries, including Russia, recently expressed strong disagreement with Japanese Prime Minister Sanae Takaichi's erroneous statements about Taiwan. Pakistan, Laos, Cambodia, and other countries reiterated their open support for the one-China principle.

As noted by media and experts in countries across the region, the atrocities committed by the Japanese army during World War II brought untold suffering to Asia and the world. Instead of deeply understanding Japan's war crimes, some political forces in the country are attempting to deny, distort, and even embellish the history of aggression, seeking to go beyond the pacifist constitution and "remilitarize" Japan.

Guo Jiakun recalled that in the last century, under the pretext of an “existential threat,” Japanese militarists unleashed a war of conquest against China and other Asian countries, taking the lives of millions of people and committing monstrous atrocities on the continent.

During World War II, the Japanese army committed three major massacres of civilians: the Nanking Massacre, which killed more than 300,000 people; the Manila Massacre, which killed nearly 100,000 Filipinos in just one month; and the Singapore Massacre, which killed tens of thousands.

"As documented in the verdict of the International Military Tribunal for the Far East, the Japanese army organized more than 100 large-scale massacres in Malaysia, Indonesia, Myanmar, Thailand and other places," Guo Jiakun said.

He added that prisoners of war from the Allied powers were subjected to cruel treatment by the Japanese military, with 27 percent of them killed after capture. During the Bataan Death March, approximately 15,000 American and Filipino prisoners of war died from inhumane treatment.

Hundreds of thousands of Southeast Asians and Allied prisoners of war, Guo Jiakun continued, were forced into slave labor by the Japanese army and died during the construction of the Thai-Burma Railway. More than 4 million Chinese laborers, forcibly recruited by the Japanese military, died or were injured due to backbreaking labor in brutal conditions.

The Chinese diplomat also mentioned women and girls from China, the Korean Peninsula, Southeast Asia, the Netherlands and other countries and regions who were forced into sexual slavery by the Japanese military, turning them into "comfort women."

"Japan's war crimes cannot be erased from memory; the verdict on Japan's history of conquest cannot be revised," Guo Jiakun emphasized. He pointed out that any condoning of the provocative words and actions of the Japanese right, in any form, will only resurrect the specter of militarism and once again expose the peoples of Asia to danger.

The Chinese Foreign Ministry's official representative added that all countries are obligated to join forces to suppress any attempts to revive militarism and fascism, protect the results of victory in World War II, preserve the post-war international order, and ensure peace and stability throughout the world. –0–

BEIJING, Dec. 9 (Xinhua) — China and the United States should continuously expand the list of cooperation and reduce the list of problems between the two sides, Chinese Vice Premier He Lifeng stressed on Tuesday.

He Lifeng, also a member of the Politburo of the CPC Central Committee, made the statement during a meeting in Beijing with Craig Allen, a senior adviser to the consulting firm Cohen Group.

As the Vice Premier of the State Council noted, since the beginning of this year, the leaders of China and the United States have held several telephone conversations and a successful meeting in Busan, Republic of Korea, reaching a number of important agreements.

According to He Lifeng, the two sides should maintain the momentum of cooperation under the strategic guidance of the two heads of state.

He emphasized that China is currently preparing to enter the 15th Five-Year Plan period (2026-2030) and intends to further expand its high-level opening-up. The Vice Premier welcomed greater participation by American enterprises in investment and commercial activities in China to promote the stable, healthy, and sustainable development of China-US trade and economic ties.

K. Allen, for his part, expressed his readiness to act as a bridge for further deepening economic and trade cooperation between the United States and China. –0–
