Deputy Prime Minister Dmitry Patrushev held a meeting on obtaining integrated environmental permits (IEPs), which confirm compliance with environmental protection requirements or a company's plans to modernize its production. On January 1 of this year, a law came into effect requiring large enterprises, including those operating in the industrial, fuel and energy sectors, housing and utilities, and agricultural enterprises that have a significant negative impact on the environment, to obtain comprehensive environmental permits. Failure to obtain these permits will result in a 100-fold increase in environmental impact fees, as well as fines, beginning in 2026.

Since September of this year, at the direction of the Deputy Prime Minister, representatives of Rosprirodnadzor have been conducting unscheduled inspections and preventive visits to enterprises that have not applied for IEPs. These visits will continue until the end of next year.

Dmitry Patrushev emphasized the need for outreach to businesses in the regions, as the economic well-being of the Russian Federation's constituent entities depends on the stability of their businesses. The Deputy Prime Minister tasked regional headquarters with monitoring the process and recommended holding them on a weekly basis, involving both businesses and Rosprirodnadzor departments. Federal agencies were instructed to "supervise" regions with low rates of obtaining IEP documents.

The transition to the new system began in 2019. To ensure a timely transition, training seminars and federal headquarters were held for businesses, and the permit processing time was halved. Soon, for the convenience of businesses, obtaining a comprehensive environmental permit will be possible through the government services portal.
