The Primorsky Krai Governor also reported that grain harvesting has now been completed on 76% of the sown area. To date, 740,000 tons of grain have been harvested, double the amount collected during the same period last year. The Deputy Prime Minister emphasized the importance of providing farmers with the necessary material and technical resources for the seasonal work.

The meeting also discussed Primorsky Krai's participation in the national project "Environmental Well-Being." November 25, 2025 UN

The main events of the day at the UN and around the world: every 10 minutes a woman dies at the hands of a partner or relative; civilians have been killed as a result of airstrikes on Ukrainian territory; the Gaza Strip economy has shrunk by 83 percent; the fight against HIV is facing its most serious crisis in decades.

Violence against women

In 2024, 50,000 women and girls were killed by their intimate partners or family members—an average of one every 10 minutes. These figures are presented in a new report by the United Nations Office on Drugs and Crime (UNODC) and UN Women, published on the International Day for the Elimination of Violence against Women. According to the report, cases of gender-based homicide are recorded in every region of the world. The highest rates of femicide are found in Africa, and the lowest in Europe.

Strikes against Ukraine

The UN Human Rights Office reports that Russia launched new large-scale strikes on Ukrainian territory on Tuesday night. The attacks used missiles and loitering munitions, with the primary target being energy infrastructure in Kyiv, as well as in the Odesa and Kyiv regions. According to preliminary reports, at least seven people were killed and 28 others were injured in these regions. The strikes resulted in emergency power and heating outages. Ukraine also launched long-range drone strikes on Russia's Krasnodar Krai and Rostov Oblast. Civilian casualties have been reported.

Gaza's Economy

Palestine is experiencing its deepest economic crisis in history. The Gaza Strip's GDP has fallen by 83 percent in 2024 compared to the previous year, reaching $161 per capita per year. This is one of the lowest rates in the world, according to estimates by the United Nations Conference on Trade and Development (UNCTAD). According to joint estimates by the UN, the European Union, and the World Bank, Gaza's recovery requires over $70 billion. The West Bank has also faced its most significant economic contraction in history, with GDP declining by 17 percent in 2024.

The fight against HIV

The global HIV response is facing its most serious crisis in decades, according to a new report from the Joint United Nations Programme on HIV/AIDS (UNAIDS). The document analyzes the widespread impact of reduced international funding. Low- and middle-income countries, where HIV is most prevalent, have been hit hardest. External aid to health systems has been reduced by 30–40 percent in 2025 compared to 2023, which has already led to significant disruptions.

UN, November 25 /Xinhua/ – Statehood is the right of the Palestinians, UN Secretary-General António Guterres said on Tuesday, reiterating his call for an end to the illegal occupation of Palestinian territories.

In a statement delivered by the head of the UN Secretary-General's Office, Courtney Rattray, at a special meeting to mark the International Day of Solidarity with the Palestinian People, A. Guterres recalled the "simple truth" that "the Palestinian people have the right to dignity, justice and self-determination."

He called for “irreversible progress towards the realization of a two-state solution in accordance with international law and relevant UN resolutions, in which Israel and Palestine coexist in peace and security within their protected and recognized borders based on the 1967 lines, with Jerusalem as the capital of both states.”

Noting that the violations of Palestinian rights over the past two years have “exceeded all bounds of comprehension,” A. Guterres emphasized that the ceasefire agreement reached in October 2025 offers a glimmer of hope, and the adoption of a resolution on the Gaza Strip by the UN Security Council is an important step in strengthening this hope.

The UN Secretary-General called on all parties to fully comply with the provisions of the resolution and to move immediately to the next stage, since, as he pointed out, “it is crucial to translate this diplomatic momentum into concrete and much-needed progress on the ground.” –0–

Tbilisi, November 25 (Xinhua) — Georgia has achieved significant economic growth over the past five years and demonstrated high resilience to external shocks. This was stated on Tuesday by Rolanda Price, World Bank Regional Director for the South Caucasus, at the World Bank's public event "Georgia: Growth to High Income," held in the Georgian capital, Tbilisi.

According to R. Price, transitioning from middle-income to high-income countries requires a comprehensive set of measures, including sustainable investment, technology development, and innovation incentives. She noted that only a few countries have achieved this transition: over the past 34 years, only 34 have achieved this.

R. Price emphasized that Georgia is demonstrating good results in investment. At the same time, the country needs to work more actively to implement innovation and new technologies.

The World Bank representative also emphasized the need to create more jobs and improve their quality. She emphasized the importance of effectively managing human resources for a small country like Georgia to ensure continued growth and development.

Yerevan, November 25 /Xinhua/ — A scientific conference on the topic “Strategic Partnership between China and Armenia: Content and Prospects” was held at Yerevan State University (YSU) on Tuesday, with more than 20 Chinese and Armenian scholars participating.

Conference participants praised the achievements in Chinese-Armenian relations and exchanged views on issues such as regional geopolitical trends, the two countries' common development goals, and new opportunities within the Belt and Road Initiative and the Crossroads of the World Initiative.

As Jin Zhe, Deputy Director of the Institute of Russia, Eastern Europe and Central Asia at the Chinese Academy of Social Sciences (CAS), noted, the establishment of a strategic partnership between China and Armenia indicates that bilateral relations have entered a new stage of development.

According to her, both countries should make efforts to implement practical cooperation projects within the framework of the two initiatives, liberalizing and simplifying trade and investment procedures, strengthening cooperation in the areas of scientific and technological innovation and the digital economy, and expanding humanitarian exchanges.

"A window of opportunity for peaceful development has now opened for the South Caucasus region. If all parties deepen cooperation in the spirit of mutual understanding, trust, respect, equality, and mutual benefit, the South Caucasus's role as a transport corridor ensuring connectivity across the Eurasian continent will become even more significant," Jin Zhe emphasized.

Professor Alexander Markarov, Head of the Yerevan State University's International Cooperation Department, noted that over the past decades, Armenia and China have developed cooperation in political, economic, cultural, security, and international arenas. This has strengthened trust and created the foundation for successful cooperation between the two countries.

Armenia views China as a key partner, the Yerevan State University professor emphasized, adding that developing ties with China is an important element of Armenia's multi-vector foreign policy, allowing it to strengthen its position in Eurasia and find new channels for international cooperation.

"Developing ties with China helps Armenia find new resources for economic modernization, strengthen its diplomatic position, and expand its cultural presence on the global stage," explained A. Markarov.

The conference was jointly organized by Yerevan State University, the Institute of Russian, Eastern European and Central Asian Studies of the Armenian National Academy of Sciences, and the Institute of Oriental Studies of the National Academy of Sciences of the Republic of Armenia as part of the work of the Center for Chinese Studies of the Armenian National Academy of Sciences and Yerevan State University. –0–

Lebanon: UN calls for adherence to ceasefire agreement

November 25, 2025 International law

Almost a year after the ceasefire agreement between Lebanon and Israel, there has been an increase in attacks by Israeli forces, resulting in civilian deaths and the destruction of civilian property in Lebanon. UN Human Rights Office (OHCHR) spokesman Tamin Al-Khitan announced this at a press briefing in Geneva on Tuesday.

Between November 27, 2024, and November 24 of this year, Israeli strikes killed at least 127 civilians in Lebanon, he said.

An Israeli strike on the Ain el-Hilweh Palestinian refugee camp in southern Lebanon last week killed at least 13 civilians, including 11 children, and wounded at least six people.

"Prompt and impartial investigations are needed into the attack on Ain al-Hilweh, as well as all other incidents involving possible violations of international humanitarian law by all parties to the conflict—both before and after the ceasefire agreement. Those responsible must be held accountable," Al-Hitan said.

Israeli strikes on Lebanon also resulted in destruction and damage to civilian infrastructure, including homes, roads, factories and construction sites.

The attacks are hindering reconstruction efforts and complicating attempts by internally displaced persons to return to their homes in southern Lebanon.

More than 64,000 people—mostly residents of southern Lebanon—remain unable to return and are living in other parts of the country. Meanwhile, Israel has begun construction of a wall that, in some places, extends into Lebanon, blocking access to land belonging to residents of the south—a total of 4,000 square meters.

"All internally displaced people must be able to return home, and recovery must be supported, not blocked," Al-Hitan said.

UN High Commissioner for Human Rights Volker Türk emphasized that the parties must immediately demonstrate their willingness to faithfully comply with the ceasefire. Only a permanent cessation of hostilities will protect civilians on both sides of the border from the devastating consequences of further outbreaks of violence, the OHCHR emphasized.

Astana, November 25 (Xinhua) — Kazakh President Kassym-Jomart Tokayev held talks with Turkmen President Serdar Berdimuhamedov, who arrived in Astana on a state visit at the invitation of the Kazakh leader. Following the talks, the two sides signed a joint statement, the Kazakh presidential administration press service reported on Tuesday.

The two leaders discussed key areas of bilateral cooperation, focusing on trade and economic cooperation, transport and logistics, energy, industrial cooperation, agriculture, digitalization, education, and medicine. K.-Z. Tokayev noted that over the past five years, mutual trade has more than quadrupled to exceed $500 million. Approximately 140 companies with Turkmen capital operate in Kazakhstan, while Kazakh investment in Turkmenistan's economy has exceeded $120 million. The parties confirmed their intention to increase trade turnover to $1 billion and agreed to establish trading houses between the two countries.

S. Berdimuhamedov emphasized that Turkmen-Kazakh cooperation is developing on the principles of trust and good-neighborliness, and that the positions of Ashgabat and Astana on issues of security, sustainable development, and transport connectivity largely coincide.

In the transport and logistics sector, the parties praised the growth of freight traffic along the Kazakhstan-Turkmenistan-Iran route, which plays a key role in the North-South corridor. The presidents agreed to make greater use of the ports of Aktau, Kuryk, and Turkmenbashi, modernize border infrastructure, and explore the prospects for developing railway routes to South Asia via Afghanistan.

K.-Zh. Tokayev awarded S. Berdimuhamedov the highest state award of Kazakhstan – the Order of the Golden Eagle.

Following the negotiations, 11 intergovernmental and interdepartmental documents were signed on cooperation in the areas of culture, migration, pensions, justice, agriculture, science, transport, medicine, and information exchange. –0–
