BISSAU, November 28 (Xinhua) — Guinea-Bissau's transitional President Horta N'Tam signed a presidential decree in the country's capital, Bissau, on Friday appointing Ilidio Vieira Te as prime minister and concurrently finance minister.

The appointment took effect immediately, the Office of Communications and Public Relations of the Presidency said in a statement, adding that Horta N'Tam made the decision "in exercise of his powers and duties."

Ilidio Vieira Te, born in 1983 in the Biombo region of western Guinea-Bissau, is currently a member of the Party for Social Renewal, the third-largest political faction in the country. He served as Minister of Finance from July 2022 until the recent political upheaval in the republic.

During this year's presidential elections, Ilídio Vieira Te led the national election campaign for the No Kumpu Guine /Unity for Guinea-Bissau/ coalition, an alliance of several political parties that promoted ousted President Oumarou Sisoka Embalo as their candidate.

On November 26, the Guinea-Bissau armed forces announced they had established full control of state power to counter what they claimed were attempts to destabilize the country. The following day, November 27, Horta N'Tam was sworn in as transitional president.

Analysts say the sudden political shift, which came just a day before the presidential election results were announced, was a result of intense tensions between competing political forces.

UN Secretary-General António Guterres expressed deep concern over developments in Guinea-Bissau. He strongly condemned the military coup d'état and any attempts to undermine constitutional order in the country.

According to a statement released by the UN chief's press service, ignoring the will of citizens who peacefully voted in the November 23 general elections is a "gross violation of the democratic process." Guterres called for the immediate and unconditional restoration of constitutional order and the release of all detained officials—including election organizers, opposition leaders, and other political figures.

The Secretary-General emphasized the need to exercise maximum restraint, uphold the rule of law, and respect the will of the people, acting strictly within the framework of international human rights law. All disputes, he noted, must be resolved through legal mechanisms and peaceful and inclusive dialogue.

Antonio Guterres reaffirmed the UN's full support for the efforts of the Economic Community of West African States, the African Union and the West African Elders' Forum to safeguard democracy, strengthen stability and ensure a peaceful conclusion to the electoral process, and ensure Guinea-Bissau's speedy return to a democratic path.

UN Secretary-General's Deputy Special Envoy for Syria Najat Roshdi has strongly condemned the Israeli incursion into Syrian territory in the Damascus suburbs, which has reportedly resulted in the deaths of civilians.

According to available reports, the invasion and accompanying airstrikes caused a mass displacement of families from the city of Beit Jinn. People were forced to flee their homes and seek refuge in neighboring areas.

Roshdi stressed that such actions constitute a "serious and unacceptable violation of Syria's sovereignty and territorial integrity" and further destabilize the already fragile situation in the region.

The United Nations, she said, remains firmly committed to the principles of Syria's sovereignty, unity, independence, and territorial integrity. The Deputy Special Envoy called for an immediate end to such violations and reiterated the need for full compliance with the 1974 Separation of Forces Agreement.

The international community took another step towards making industrial development greener and fairer: on Thursday, the final day of the Global Industrial Summit in the Saudi capital, the Riyadh Declaration was adopted.

The world is inexorably moving toward further industrialization, opening up opportunities to create decent jobs and improve the well-being of millions of the world's poorest people. But for industrial growth to truly benefit the entire population and the planet, international trade and industry must develop with a view to reducing emissions.

This hasn't always been the case in the past, but the United Nations Industrial Development Organization (UNIDO) is striving to change that. "We're well aware of the challenges and problems, but we're here to offer solutions," says Manuel Mattiat, head of UNIDO. "With the knowledge we have, the technologies we have, and the financial resources we have, anything is possible."

Mattiat spoke to UN News on the final day of the summit, which discussed a wide range of issues related to industrial development in the Global South, from youth entrepreneurship to women's empowerment in business.

Against a backdrop of unprecedented attention to the UN's work, the Riyadh conference showcases the expertise and knowledge that the world's leading multilateral organization can offer investors and businesses, as well as a range of practical solutions aimed at helping the most vulnerable people escape poverty.

"We're here to build bridges," explains Matiat. "Many developed, industrialized countries with resources and a high level of development are ready to invest, but they haven't yet found suitable entry points. That's why we're here in Riyadh: to mobilize investment for the least developed countries."

JAKARTA, November 28 (Xinhua) — The death toll from floods and landslides that ravaged Indonesia's Aceh, North Sumatra, and West Sumatra provinces has risen to 174, with 79 people still missing and 12 injured, the country's National Disaster Management Agency (BNPB) reported on Friday.

As the head of the Suharyanto agency stated at a press briefing, the highest number of casualties has been recorded in North Sumatra province: 116 people have died and 42 are missing. He added that access to several affected areas remains difficult due to damaged roads and ongoing mudslides, which is slowing rescue operations.

“It’s possible that there are even more dead and injured in the landslide sites, which remain difficult to access,” Sukharyanto clarified.

In Aceh province, 35 people have been confirmed dead, 25 are missing, and eight others were injured.

In West Sumatra province, according to the latest reports, 23 people have died, 12 are missing, and four more have been injured. Floods and landslides damaged roads and bridges in several districts, forcing approximately 3,900 families to move to temporary shelters.

To reduce further risks, the BNPB initiated simultaneous weather modification operations in the three affected provinces to drive rain clouds away from high-risk areas. –0–

Viktor Larin, Academician of the Russian Academy of Sciences, also joined the meeting online from Vladivostok.

The first managerial representative at this prestigious forum was Fanis Sharipov, director of the Center for Socio-Economic and Political Research.

"Today, as we watch the world shake under the powerful waves of time at the junction of the old and new eras, the words of the Italian scholar Antonio Gramsci come to mind, perfectly summing up what is happening: 'The old world is dying, and the new one is struggling to be born.' In this context, the Global Governance Initiative proposal, which Chinese President Xi Jinping put forward at the SCO Plus meeting in Tianjin on September 1, 2025, has significant historical and practical significance. This year is special—the 80th anniversary of Victory Day and the 80th anniversary of the UN. The initiative quickly gained the support of more than 140 states and international organizations. Russian President Vladimir Putin was one of the first to respond and express his support," Fanis Falikhovich recalled.

The seminar was attended by the Plenipotentiary Minister of the Embassy of the People's Republic of China in the Russian Federation, representatives of the State Duma and the Ministry of Foreign Affairs of the Russian Federation, the Russian-Chinese Friendship Society, the Institute of Oriental Studies of the Russian Academy of Sciences, the Academy of Military Sciences, Moscow State University, National Research University, the Higher School of Economics, the Russian State Social University, the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation, the Free Economic Society, IMEMO RAS, the Institute of Economics of the Russian Academy of Sciences, and the Institute of US and Canadian Studies of the Russian Academy of Sciences.
