The World Health Organization (WHO) has released its first-ever guidelines for the use of a new class of weight-loss medications. The document also recognizes obesity as a chronic disease. This decision could impact national policies, insurance coverage, and clinical guidelines, especially as demand for effective weight-loss treatments rapidly grows.

The guidelines cover glucagon-like peptide-1 (GLP-1) receptor agonists—drugs such as liraglutide, semaglutide, and tirzepatide—and provide recommendations for their safe use as part of combination therapy. However, the recommendations remain conditional due to limited long-term safety data, uncertainty regarding weight maintenance after treatment discontinuation, high cost, and risks of inequalities in access across countries.

Obesity is a chronic disease

According to WHO, more than one billion people worldwide suffer from obesity. In 2024, it was a factor in 3.7 million deaths. Without decisive action, the number of people with obesity could double by 2030, placing a colossal burden on healthcare systems and leading to global economic losses of up to $3 trillion per year.

Obesity –a serious global challenge" , said WHO Director-General Tedros Adhanom Ghebreyesus. "The new guidelines recognize obesity as a chronic disease that requires a comprehensive, lifelong approach. Medication alone won't solve the crisis, but GLP-1 therapy can help millions of people."

The WHO emphasizes that obesity is not simply a consequence of individual lifestyle choices. It is a complex, chronic condition influenced by genetic factors, biological processes, environment, and social conditions.

Consequences of excess weight

Obesity is a major risk factor for cardiovascular disease, type 2 diabetes, and several types of cancer, and also exacerbates the progression of many infectious diseases. For most people, losing weight and maintaining it without medical support is extremely difficult.

GLP-1 medications mimic the action of a natural hormone involved in regulating appetite, blood sugar levels, and digestion. In obese individuals, these medications can lead to significant weight loss and improved health.

WHO has included these drugs in the 2025 List of Essential Medicines for the treatment of type 2 diabetes in high-risk groups, and new guidelines allow their long-term use in obese adults, with the exception of pregnancy.

An integrated approach

The WHO emphasizes that drug therapy alone cannot be the only answer to the problem of obesity. The most effective approach involves combining medication with a healthier diet, regular physical activity, and long-term monitoring and support from specialists.

The organization reiterates that the obesity epidemic cannot be addressed by patients alone; systemic measures from governments and industry are needed.

Access, security and counterfeit risk

Demand for GLP-1 drugs already significantly exceeds supply. Even with increased production, the WHO estimates that by 2030, less than 10 percent of those prescribed these medications will have access.

Without sound public policy, existing inequalities in healthcare could worsen. The WHO recommends that countries utilize pooled purchasing, fair pricing, and voluntary licensing mechanisms.

WHO also warns of growing trafficking counterfeit and low-quality GLP-1 drugsas a result of global shortages. The organization calls for strict supply chain regulation, thoughtful prescribing, and enhanced quality control.

The guidelines were developed at the request of WHO Member States and are based on scientific evidence, expert opinions, and consultations with people living with obesity. The UN agency plans to update the recommendations as new data becomes available and, by 2026, work with partners to ensure access to GLP-1 therapy for those who need it most.

Beijing, December 3 (Xinhua) — The introduction of a visa-free regime is boosting the development of air travel between Russia and China. This was stated by Yulia Elrikh, CEO of Siberian Airports LLC, at the opening ceremony of the company's representative office in Beijing, which took place Wednesday as part of the Russia-China forum "New Opportunities for Direct Air Travel."

The event, hosted by the Russian Trade Mission to China, brought together representatives of government agencies, industry associations, and businesses from both countries. Participants discussed the prospects for trade, economic, humanitarian, and regional ties arising from the full restoration and expansion of direct flights.

The central event of the day was the opening of the Beijing office of one of Russia's largest airport groups, which manages more than a quarter of Russia's total passenger traffic.

As Yulia Elrikh emphasized in her welcoming speech, this decision was the result of careful analysis and reflects the company's strategic focus on a direct presence in the dynamic Chinese market.

"Our company's entry into the Chinese market is a new impetus for the development of air travel between Russia and China. It will create new flights, new routes, new jobs in both China and Russia, and thousands of passengers will be able to fly more frequently, more comfortably, and more affordably," she noted.

The presentation placed particular emphasis on the synergy between visa liberalization and the development of air travel. Following China's introduction of a visa-free regime for Russians, a significant increase in travel has been recorded. The decree signed by Russian President Vladimir Putin introducing visa-free travel for Chinese citizens for up to 30 days, based on reciprocity, until September 14, 2026, was described as "good news this week."

The opening of the representative office was presented as a practical implementation of the agreements enshrined in the May 2024 Joint Statement between Russia and China on Deepening Comprehensive Partnership and Strategic Cooperation. In the document, the parties agreed to actively promote the development of air travel, encouraging airlines to increase flight frequency and expand their flight geography.

As Yulia Elrikh stated, the representative office is not just an office, but a strategic choice, relying on which they will be able to develop long-term and mutually beneficial cooperation with their Chinese colleagues. -0-

An important disclaimer is at the bottom of this article.

The SPbGASU Project-Based Learning Educational Center (PBL) continues to develop practice-oriented training formats that allow students to directly apply academic knowledge in a setting as close as possible to the work of professional designers. This approach helps develop critical thinking, initiative, and a willingness to solve real-world engineering problems in the modern construction industry. The university's partners play a crucial role in implementing project-based learning, supporting applied learning and participating in educational events.

One of its key partners is the Setl Group holding company, which has been facilitating the professional development of young professionals for many years. This academic year, the company is participating in the "Project Activity" elective course and offering SPbGASU students a unique opportunity to work with the Russian BIM system Renga for the design and information modeling of high-rise buildings.

Collaboration in a single BIM model

A team of students from different faculties, majors, and years works within a single information model using Renga's collaboration feature. This allows for project implementation in real time, task distribution, creation of a unified timeline, and consultations with the holding's experts.

Dmitry Sergeev, Chief Engineer at the Setl Group architectural firm, notes: "We believe the experience of working in teams is valuable for students. The team working on our case includes students from various disciplines, making the process as close as possible to the real-life working conditions of designers. Regular consultations and collaboration with a business expert are crucial. Work is currently in full swing: a mentor leads the team from SPbGASU, and Daria Fioletova, the training and development manager, oversees the project for Setl Group. A team leader and BIM manager have been selected, all participants are connected to the collaboration server, and the Renga environment has been configured. We are working collaboratively on space-planning, technical, and engineering solutions. We have established a stable workflow: a dedicated work chat has been created, tasks are recorded in the online project management system, and regular video conferences for all teams are held on Wednesdays and Saturdays."

Values of cooperation and contribution to the development of the industry

Setl Group has been operating in the construction market for over 30 years and has been ranked among the top 10 largest developers in the country for the past ten years. The company consistently focuses on training future specialists and strengthening ties with the scientific community. Collaboration with SPbGASU facilitates the exchange of expertise and promotes professional development opportunities among students within the holding company.

Working with young designers helps the industry move forward, especially in the context of rapid digitalization and the introduction of modern information modeling technologies. For students, participating in a real-world project is an opportunity to gain practical experience, gain insights from leading engineers, and apply their knowledge to a significant engineering case.

OCPO: a space where professionals are formed

Natalia Zaitseva, Deputy Director of the SPbGASU OCVE, emphasizes the importance of teamwork and student engagement: "The team working on the BIM project for a high-rise residential building in St. Petersburg, meeting with Setl Group, actively meets at our OCVE. Each time, we see their incredible drive and genuine interest in their work. The students gain valuable experience by facing professional challenges, discussing solutions, and consulting with Dmitry Sergeev, a representative of Setl Group. We are confident that their efforts will lead to outstanding results!"

Marat Khusnullin: Around 80,000 public and courtyard areas have been improved in Russia since 2019.

Translation. Region: Russian Federation –

An important disclaimer is at the bottom of this article.

The government continues its systematic work to create a comfortable urban environment. Since the beginning of 2025, more than 4,800 public spaces and nearly 1,900 courtyards have been improved in Russian regions. This work is being carried out under the federal project "Creating a Comfortable Urban Environment" as part of the national project "Infrastructure for Life." Deputy Prime Minister Marat Khusnullin announced this.

The federal project "Creating a Comfortable Urban Environment" is one of the most effective tools for the comprehensive development of our communities. Thanks to it, courtyards, parks, squares, embankments, alleys, and other public spaces are being transformed, changing the overall appearance of cities and villages. Implemented since 2019 as part of the national project "Housing and Urban Environment," and now as part of the national project "Infrastructure for Life," the federal project has currently improved approximately 80,000 spaces. Of these, nearly 36,800 are public spaces and approximately 43,000 courtyards. Of these, approximately 6,700 spaces have been renovated since the beginning of 2025. According to the goal set by the President, at least 30,000 spaces are planned to be improved by 2030. These tasks are being addressed in every region, from Kaliningrad to the Far East. We see a demand for a high-quality urban environment throughout Russia and are continuing this work," said Marat Khusnullin.

The implementation of the federal project has enabled the development of cutting-edge solutions and approaches to urban renewal, which are now being successfully applied in the regions. Success criteria include not only the aesthetics but also the functionality of the facilities.

"The transformations under the federal project 'Formation of a Comfortable Urban Environment' go far beyond simple improvements. We are creating new points of attraction that become hubs of public life, building social capital, and enhancing the connectivity of urban routes. Each project contributes to the socioeconomic development of the region and enhances the investment attractiveness of the region. Improved spaces drive entrepreneurial activity and growth in the service and tourism sectors: nearly 27,000 jobs and over 6,000 businesses have already been created. Particular attention is being paid to the renovation of memorial sites and city monuments—the cultural, historical, and architectural heritage of our country is being preserved and developed. The experience accumulated during the implementation of the federal project has allowed us to form dozens of strong, professional project teams in the regions, capable of working with urban spaces, local communities, and the unique identity of their territories," emphasized Minister of Construction, Housing, and Utilities, Irek Fayzullin.

For example, in Kazan, a boulevard along Serov Street was transformed and integrated with neighboring facilities for people with disabilities. A seamless, accessible environment was created with tactile solutions for the visually impaired, navigation using QR codes, Braille, and "Talking City" technologies, and unique hardscape elements were installed, including tank drums and chimes. The facility also features a variety of recreational and sports areas, creating a comfortable, modern, and inclusive public space.

Innovative technologies necessary for operating in the Far North were used in the improvement of Molodezhny Park in Gubkinsky, Yamalo-Nenets Autonomous Okrug. These include special frost-resistant paving for pedestrian areas and an energy-efficient lighting system with motion sensors. The architectural concept, based on fairytale themes and images of northern nature, transformed the park into a year-round destination for family leisure, while sports facilities such as the pump track operate even in temperatures as low as -40°C.

The concept for the "Sea Symphony" project at Mira Square in Kholmsk, Sakhalin Oblast, is based on the city's unique geographic location, considered Sakhalin's sea gateway. A 150-meter-long pedestrian promenade with a modern lighting system and panoramic views of the sea, as well as marine-themed art pieces made from durable, natural, locally sourced materials, highlight the unique maritime aesthetic of the project.

In Volgograd, the development of a park in the Dzerzhinsky district was a direct result of the initiative of city residents who supported the project in a nationwide online vote. The result is a modern recreational space with safe surfaces, multifunctional sports areas, and a design that reflects the city's historical memory of heroic pilots.

In Melitopol, an eco-park was created as part of a territorial restoration program. Its concept is based on the principles of natural urbanism and bionic architecture. Natural materials and forms, imitating natural landscapes, seamlessly blend the urban environment with the natural surroundings, creating comfortable recreational infrastructure.

Tatyana Golikova: In Russia, the number of unemployed people is practically equal to the number of vacancies on the market.

An important disclaimer is at the bottom of this article.

Deputy Prime Minister Tatyana Golikova spoke at the plenary session of the All-Russian Personnel Forum, held to coincide with the announcement of the "Best in Profession" professional skills competition. Also participating in the plenary session were Minister of Labor and Social Protection Anton Kotyakov, Minister of Education Sergei Kravtsov, Minister of Economic Development Maxim Reshetnikov, and President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin. Yakov Sergienko, head of Yakov & Partners, moderated the session.

"This is the first time the All-Russian HR Forum has been held, but I'm confident it will become a tradition—at the end of the year, honoring the best representatives of the most in-demand professions and summing up the year's results for the HR sector," said Tatyana Golikova.

On January 1 of this year, at the initiative of Russian President Vladimir Putin, the national project "Personnel" was launched. In his Address to the Federal Assembly, the head of state identified the shortage of qualified personnel as a key risk to economic growth.

To achieve the national goal of building a sustainable and flexible economy, it is necessary to establish an effective system of training, retraining, and professional development for personnel in priority economic sectors by 2030, based on forecasted demand. Strengthening ties between employers and educational institutions and enhancing the prestige of in-demand professions is essential.

"We don't rely on external resources. Our reserves are our citizens, especially our youth. We need to more precisely determine our personnel needs and, taking this demand into account, train the required number of engineers and skilled workers, doctors, and scientists," the Deputy Prime Minister noted.

She emphasized that Russia is among the top five G20 countries with the lowest unemployment rate. By the end of 2024, this figure is 2.5%, while today, according to Rosstat, it is 2.2%. In our country, 74.6 million citizens are employed, while the number of unemployed people is 1.6 million, effectively equaling the number of job vacancies. The employment rate of the working-age population has reached its highest level yet – 61.4%.

The level of economic participation is growing across all age groups. Among those aged 30–39 and 40–49, it reached peak levels of 90.2% and 92.8%, respectively. Among those aged 20–29, participation in education is high. The employment rate for those aged 20 to 24 is 54.1%, while among those aged 25–29, it has reached 88.9%. The number of high school graduates choosing further education in vocational programs is growing. For example, 62.5% of ninth-graders attend college. The "Professionalism" project, aimed, among other things, at providing practical training for students in colleges, is developing.

"It's crucial to quickly engage young people after they complete their studies, help them find work immediately after receiving their diploma, and, most importantly, ensure that, even while they're still studying, they have a clear understanding of whether they can work in their chosen field, whether they're ready for such work, and whether they've supplemented their theoretical knowledge with the necessary practical foundation," said Tatyana Golikova.

At the same time, employers must consider the limited labor force. The demographic challenge of the labor market poses a technological challenge for the economy. It is necessary to increase labor productivity through the use of new technologies: artificial intelligence, industrial robots, and autonomous systems.

Another challenge facing the labor market is the skills challenge. This is the most multifactorial and includes demands for new skills and competencies, a mismatch between labor market supply and economic demand, and a mismatch between the sectoral balance of labor and the target economic model.

The next challenge is territorial. Labor force participation is highest in the Central Federal District, and lowest in the North Caucasus, partly due to the current economic structure. At the same time, graduates of both colleges and universities demonstrate high levels of labor mobility.

In 2024, the fewest graduates of secondary vocational education left the Republic of Sakha (Yakutia) – 4%, the Sakhalin region – 7%, the Republic of Crimea – 9%. University graduates most often remain to live and work in the Republic of Sakha (Yakutia) – 95%, the Republic of Tyva – 92%, Kamchatka Territory – 91%.

The Deputy Prime Minister emphasized that staffing issues are cross-sectoral and require systematic, interdepartmental work. First and foremost, assessing potential demand is crucial, allowing for the timely training of the required number of specialists and adjusting admission targets within the education system.

Starting this year, the personnel needs forecast will be developed for a seven-year period and include the necessary industry, professional, and regional breakdowns. This takes into account not only newly created jobs but also attrition due to reaching retirement age.

The All-Russian Personnel Forum will be held on December 3 and 4, 2025, at VDNKh. The business program includes 40 events. Participants will include heads of federal ministries and agencies, as well as executives from major Russian companies – leaders in IT, manufacturing, transportation, agriculture, and other sectors. Regional representatives and public organizations will also participate in the forum's events.
