Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko met with Omar bin Sultan Al Olama, Minister of State for AI, Digital Economy, and Remote Working Applications of the United Arab Emirates. The meeting, held in Dubai, focused on developing the Russia-UAE partnership in artificial intelligence. The parties exchanged experiences in developing and implementing AI solutions and discussed approaches to technology development and common challenges.
Dmitry Grigorenko presented a report on AI implementation priorities in Russia. He noted that Russia and the UAE have largely aligned approaches in this area. For example, Russia, like the UAE, emphasizes the development and scaling of its own sovereign AI technologies. To this end, a Center of Excellence in Artificial Intelligence was opened in Dubai in November. It is developing large-scale Arabic language models, decision-making systems, and an AI cyberdefense tool. Russia is also pursuing the replication of the best domestic AI solutions. This function is performed by the Center for Artificial Intelligence Development under the Government of the Russian Federation, which has become a key unified coordination and analytical hub. In less than six months, the center's experts have collected and analyzed more than 300 AI solutions being implemented across the country. Following the evaluation, more than 180 AI solutions proved their effectiveness and were posted on the open portal "Digital Region," which serves as a showcase for Russian AI solutions and facilitates their replication.
As noted during the meeting, both Russia and the UAE are focusing primarily on economic efficiency and the analysis of specific metrics when implementing AI. In this regard, their approaches also overlap: both countries have moved from experimental testing of the technology to rational implementation based on an assessment of its practical and economic benefits.
Dmitry Grigorenko and Omar bin Sultan Al-Olama exchanged views on best practices for AI implementation. Urban environment monitoring systems, dubbed "Smart City" in Russia, have demonstrated the greatest success in implementation. In both countries, the technology is used to improve quality of life, for example, by assessing road quality and street cleanliness, identifying faults, monitoring safety, and helping to identify troublemakers. Among the AI solutions demonstrating the greatest effectiveness, the parties also noted AI-based systems for the oil and gas industry. These are used to accelerate geological exploration, help optimize drilling, and reduce economic costs.
Another topic of discussion was common challenges in the development and implementation of artificial intelligence. The parties agreed that the most pressing issues remain the need to create infrastructure and sufficient capacity, develop high-quality datasets for AI training, and train highly qualified personnel. Russia and the UAE expressed their readiness to actively exchange experiences.
"Russia and the United Arab Emirates have many areas for strengthening our partnership, and exchanging experience in AI implementation is one such area. Russia, like the UAE, is focusing on developing its own 'homegrown' AI solutions. This is important for strengthening each country's technological sovereignty. And an active exchange of experience and best practices will accelerate both sides' efforts to address AI development challenges," noted Dmitry Grigorenko.
Moscow Region Governor Andrey Vorobyov also participated in the meeting as part of the Russian delegation. He shared his experience implementing AI solutions in regional governance and outlined the key impacts.
