BEIJING, Dec. 6 (Xinhua) — China's securities regulator on Friday released a draft set of rules on the supervision and management of listed companies to solicit public opinion.

The publication of the draft paves the way for the adoption of China's first special administrative regulation on the supervision of listed companies.

Aimed at preventing risks, strengthening supervision and promoting the quality development of listed companies, the project envisages strengthening the framework for ensuring supervision, law enforcement and investor protection, as well as improving the quality of listed companies.

By regulating the activities of listed companies and their related parties in accordance with the law, this set of rules is expected to further support the high-quality development of China's securities market.

The draft resolution, consisting of 74 articles, improves corporate governance requirements and strengthens controls over information disclosure. It calls for increased efforts to prevent and combat financial fraud in information disclosure.

The document also outlines measures to regulate mergers and acquisitions, strengthen investor protection, and toughen penalties for practices that violate relevant laws and regulations. -0-

SHANGHAI, Dec. 6 (Xinhua) — The BRICS New Development Bank (NDB) on Friday announced the issuance of three-year panda bonds worth a total of 3 billion yuan (about 424 million U.S. dollars) on China's interbank bond market.

Panda bonds are renminbi-denominated debt obligations issued by foreign issuers in China. Including the latest issue, the total amount of NDB BRICS panda bonds issued in China has reached RMB 78.5 billion.

"This issuance marks another milestone as we continue to fulfill the bank's mandate to finance infrastructure and sustainable development projects in BRICS member countries by expanding local currency financing. By creating a robust local currency financing base for member countries, the NDB reduces foreign exchange risks and further promotes the development of local capital markets," said Monale Ratsoma, NDB Vice President and Chief Financial Officer.

The Shanghai-based NDB was established by the BRICS countries – Brazil, Russia, India, China, and South Africa – to mobilize resources for infrastructure and sustainable development projects in the BRICS and other emerging market and developing countries, complementing existing efforts by multilateral and regional financial institutions to promote global growth and development.

Beijing, December 6 (Xinhua) — Secretary-General of the Shanghai Cooperation Organization (SCO) Nurlan Yermekbayev gave an exclusive written interview to Xinhua News Agency.

Xinhua: SCO member states consistently advocate for respect for the rights of peoples to choose their own paths of development in the political, economic, and social spheres, and emphasize mutual respect for sovereignty, independence, and territorial integrity, equality, mutual benefit, non-interference in internal affairs, and the renunciation of the threat or use of force as the foundation for the sustainable development of international relations. Japanese Prime Minister Sanae Takaichi recently made erroneous statements in parliament regarding Taiwan, which constitutes gross interference in China's internal affairs. The impact of her words in the region and internationally is grave and negative. What do you say about Sanae Takaichi's erroneous statements and the dangerous attempts by Japanese right-wing forces to revive militarism?

N. Yermekbayev noted that this year marks the 80th anniversary of the end of World War II and the founding of the United Nations. On this occasion, the heads of state of the SCO adopted a special statement at the Tianjin Summit held in September of this year.

It noted that the brutal bloodshed demonstrated the danger of flirting with Nazism, fascism, and militarism, as well as the promotion of hatred, intolerance, and discrimination on racial, ethnic, and religious grounds. Victory was achieved thanks to the unity of all peace-loving countries. Preserving and objectively reflecting the historical truth about World War II is essential for preventing the recurrence of such tragedies and for strengthening peace, security, and cooperation. Ignoring the lessons of history invariably results in a heavy price. Today, Member States share a shared responsibility to the past and the future: to spare future generations the scourge of war and to do everything possible to prevent the recurrence of such terrible tragedies.

To answer your question, in June 2002, the Declaration of the Heads of State, adopted by the leaders of the SCO member states following the historic meeting in St. Petersburg, affirmed that the government of the People's Republic of China is the sole legitimate government representing all of China, and that Taiwan is an integral part of Chinese territory.

In addition, in the Tianjin Declaration adopted this year, the SCO member states reaffirmed their commitment to the goals and principles of the UN Charter and the SCO Charter, as well as other generally recognized principles and norms of international law, including the principles of mutual respect for the sovereignty, independence, territorial integrity of states, and non-interference in internal affairs. -0-

China's Nanjing Massacre Memorial Complex Collects New Evidence

NANJING, Dec. 6 (Xinhua) — The Nanjing Massacre Memorial Museum in east China's Jiangsu Province on Friday said it has collected 573 artifacts or sets of artifacts and historical materials this year, providing new evidence of war crimes committed by Japanese troops who invaded China during World War II.

Among the new exhibits is a four-page letter written in pencil by a Japanese soldier on January 8, 1938, in which he describes the Nanjing massacres in chillingly mundane terms, the museum said at a press briefing.

In a letter to his father, the soldier described a "very interesting" pier in Nanjing that was used by invading Japanese forces as an execution site, where they killed defeated or wounded Chinese soldiers with bladed weapons and guns every day and then dumped their bodies in the Yangtze River.

The museum also reported receiving a letter from a Japanese researcher.

Ai Delin, head of the cultural heritage department at the Nanjing Massacre Memorial Museum, said staff had checked and confirmed the sender's identity, the military unit he was assigned to, his home address and date of death, confirming the letter's authenticity.

Wang Weixing, a researcher at the Jiangsu Provincial Academy of Social Sciences, said the soldier's carefree tone in describing the killings and disposal of the bodies showed that some Japanese soldiers viewed the massacre as a light and pleasant event, reflecting the invaders' complete loss of humanity.

Nanjing-born Chinese-American Lu Zhaoning has made numerous donations to the museum, including a donation of important historical materials this year.

These include a copy of the American newspaper The News

The French newspaper's article echoes the testimony of American surgeon Robert Wilson at the International Military Tribunal for the Far East in Tokyo after Japan's surrender and is a convincing refutation of the Japanese right-wingers' erroneous claims, said Zhang Sheng, head of the Nanjing Massacre Research Society.

According to Zhang Sheng, R. Wilson testified that before the war, the population of Nanjing was about a million people, but after the Japanese occupation it dropped sharply to less than 500,000 people.

"Japanese right-wing forces have long denied the massacre, claiming that Nanjing's population was less than 300,000," Zhang Sheng added.

Other notable exhibits include a dossier on a military doctor killed during resistance in the city, a group of photographs depicting Nanjing after its occupation by Japanese troops, an American magazine with four photographs documenting Japanese atrocities, and another letter written by a Japanese soldier.

The Nanjing Massacre occurred on December 13, 1937, when Japanese forces captured China's then capital. Over six weeks, Japanese soldiers killed approximately 300,000 Chinese civilians and unarmed soldiers, marking one of the most barbaric episodes of World War II.

HARBIN, Dec. 6 (Xinhua) — A seminar for journalists from Northeast Asian countries was held in Heihe, Northeast China's Heilongjiang Province, on Thursday. Participants discussed strengthening cooperation in promoting winter tourism in Heilongjiang Province and unlocking the potential of its "ice and snow" economy.

The event, titled "Heilongjiang's Ice and Snow Resources: A Priceless Treasure," created a platform for exchanges among journalists from Northeast Asian countries and promoted the construction of a world-class winter resort and the development of the winter economy in Heilongjiang Province.

Konstantin Bakhirev, head of the Far Eastern branch of the Federal State Budgetary Institution "Editorial Office of Rossiyskaya Gazeta" in Vladivostok, noted that Heilongjiang Province is developing dynamically and is a gateway for business between Russia and China. This is evident in border cities such as Suifenhe and Heihe, where new border crossings, high-speed train stations, and new buildings have been built.

Heilongjiang Broadcasting Editor Ma Yue noted that Heilongjiang Province's ice and snow resources have long been more than just a primitive natural landscape, but also high-tech integrated products and benchmarks for high-end manufacturing. Media representatives should leverage their channels and influence, combining the province's winter resources with Russia's exotic customs to stimulate the mutually beneficial development of relevant industries through communications collaboration.

According to Bi Dan, a representative of Partners magazine, the ice and snow economy is becoming a new driver of high-quality development and a new link in opening up to the outside world. The media are not only witnesses to the development of the ice and snow economy but also participants in regional cooperation. They must continue to adequately report on Heilongjiang Province's winter resources so that international audiences can better understand the connotations of this province's economic development.

The seminar also featured speeches from local media representatives and representatives from other provinces of China, as well as from the Republic of Korea, Mongolia and Cambodia.

The event was organized by the Information Office of the Heilongjiang Provincial People's Government jointly with the Heilongjiang Daily and the Publicity Department of the CPC Heihe Municipal Committee. -0-

NANNING, Dec. 6 (Xinhua) — China on Friday launched a new high-speed railway section to a southern city bordering Vietnam, a major step aimed at boosting cross-border tourism and strengthening regional ties.

This 81-kilometer section between the cities of Chongzuo and Pingxiang in the Guangxi Zhuang Autonomous Region (GZAR, southern China) is part of the Nanning-Pingxiang high-speed railway. Trains on this section have a design speed of 250 km/h. The Nanning-Chongzuo section was commissioned in December 2022.

With the opening of the new East Siberian Railway section, the entire route will be fully operational, improving the efficiency of passenger travel from Nanning (the administrative center of the State Charitable Autonomous Region) to Pingxiang, a key border city. The total travel time between the two points will now be reduced to 75 minutes.

The faster rail route is expected to boost tourism demand. Some travel agencies are already offering international weekend tours for travelers looking for short getaways.

Experts believe that the full operation of the high-speed railway will also strengthen regional connectivity and provide more effective support for the development of the China-ASEAN Free Trade Area. -0-

Israel carried out airstrikes in the UN Interim Force in Lebanon (UNIFIL) area of operations, the peacekeeping mission said in a statement released Friday.

The strikes came amid an ongoing operation by the Lebanese Armed Forces aimed at seizing illegal weapons and establishing control over infrastructure in the south of the country, a year after the announcement of a cessation of hostilities.

"We call on the IDF to utilize all available means of communication and coordination mechanisms," the mission noted. "We also warn the Lebanese side against any retaliatory actions that could further exacerbate the situation."

Violation of a key agreement

The mission stressed that Thursday's airstrikes were a "clear violation" of Security Council Resolution 1701, which ended hostilities between Israeli forces and Hezbollah in 2006.

Another incident occurred on Thursday evening: peacekeepers patrolling near the town of Bint Jbeil encountered six men on mopeds. One of them fired three shots at the rear of the Blue Helmets' vehicle. No one was injured in the incident.

"Attacks on peacekeepers are unacceptable and constitute a serious violation of Resolution 1701," the peacekeeping mission said, calling on all parties to comply with their obligations.

UNIFIL continues to monitor the situation in southern Lebanon and support both sides in implementing the peace agreement.
