Deputy Prime Minister Dmitry Patrushev held a meeting on obtaining integrated environmental permits (IEPs), which confirm compliance with environmental protection requirements or a company's plans to modernize its production. Failure to obtain these permits will result in a 100-fold increase in environmental impact fees, as well as fines, beginning in 2026.

Since September of this year, at the direction of the Deputy Prime Minister, representatives of Rosprirodnadzor have been conducting unscheduled inspections and preventive visits to enterprises that have not applied for IEPs. These visits will continue until the end of next year.

Dmitry Patrushev emphasized the need for outreach to businesses in the regions, as the economic well-being of the Russian Federation's constituent entities depends on the stability of their businesses. The Deputy Prime Minister tasked regional headquarters with monitoring the process and recommended holding them on a weekly basis, involving both businesses and Rosprirodnadzor departments. Federal agencies were instructed to "supervise" regions with low rates of obtaining IEP documents.

The transition to the new system began in 2019. To ensure a timely transition, training seminars and federal headquarters were held for businesses, and the permit processing time was halved. They have dedicated their research entirely to 10 foresight areas. And we have a fourth wave ahead, where we will also be awarding grants to scientists," the Deputy Prime Minister said.

The Deputy Prime Minister noted that the priority is to build an honest and open scientific environment. Russia is ready to work with those who believe in the development of AI for the sake of real progress.

"Russia has its own path. Scientists are joining us. This shows that they share our values. Historically, thousands of doctors from Asia, Africa, and the Middle East were trained in the USSR. They learned from Soviet specialists, adopted their methods, and then improved their national healthcare systems back home. During the pandemic, Russia provided assistance to nearly 50 countries, sending medicines, equipment, and its own doctors," the Deputy Prime Minister said.

He emphasized that an initiative like the International AI Foresight should be accessible to everyone willing to develop and improve it: "We've been working on this together for a year, which means the results we've achieved should be publicly available."

The Deputy Prime Minister emphasized that Sber, together with other AI research centers, has opened access to a platform that will accelerate research cycles. It already includes modules for searching for articles, assessing protein stability, and making climate forecasts.
