Currently, the share of electronic document management within the Government Office exceeds 90%, and the average document approval time has been reduced from four days to 1.4 days. The issuance of regulatory acts takes 15 minutes instead of 12 hours, and the time it takes to receive documents for review is now approximately 40 minutes instead of 10 days.

In 2025, a large-scale document flow optimization was also carried out at the Government Office. Its key objective was to reduce redundant documents and procedures. Specifically, the number of documents required for preparing the Government's legislative action plan was reduced by an average of seven times, and for preparing protocol events, by a quarter. Manual data entry during event planning and reporting was halved.

The changes affected not only procedures but also the very organization of civil servants' work. The Government Office has established a digital assignment process. Information on deadlines and assignees is fed into an information and analytical dashboard, allowing for real-time visibility into the status of current tasks.

A separate area of focus is training civil servants in using artificial intelligence tools. The technology is used for preparing protocols and brief reference materials, as well as spell checking.

The Russian Ministry of Education's Center for International Cooperation has opened a new recruitment window for the "Russian Teacher Abroad" humanitarian project. Construction and installation work is nearing completion at the Institute of Medicine and Psychology's educational and research center, which is being built on the grounds of Novosibirsk State University. Deputy Prime Minister Marat Khusnullin announced this.

"Following the President's instructions, we are systematically creating a network of modern, world-class campuses across the country. This is a driver of educational and urban development. One example is Novosibirsk State University, where the company "Unified Customer" is currently implementing the second phase of construction on a new campus. The modern buildings being built on the university's campus not only meet high architectural and design standards but also create comfortable conditions for students and faculty. Construction work is currently nearing completion on the building housing the Institute of Medicine and Psychology's Educational and Research Center. The new building will accommodate approximately 700 students. It will house laboratories and training facilities for specialists in chemistry, biology, medicine, psychology, physiology, and other subjects. The building will also house the largest simulation center in Siberia for future medical professionals to practice their skills in minimally invasive surgery and clinical training.

"Interior finishing is currently underway at the 12,500-square-meter facility, with work already 60% complete. Installation of internal utility systems is nearing completion. Roofing and façade work has already been completed. Landscaping of the surrounding area is also 76% complete. Construction of the building is scheduled for completion in the second quarter of 2026," noted Karen Oganesyan, General Director of Unified Customer.

The second phase of campus construction includes the construction of three buildings with a total area of over 40,000 square meters. One of these buildings, a classroom building with an area of approximately 16,000 square meters, is already operational. Students began classes in the new building on September 1, 2025. It features four classrooms, one of which seats 400 students, a research library, a student project center, coworking spaces, and a conference hall. A research center is also being built as part of the second phase. All buildings will be able to accommodate up to 3,000 students.

Five more campuses are currently being built by specialists from the Unified Customer Development Company in Orel, Yekaterinburg, Kaliningrad, Smolensk, and Moscow.

Construction workers have now glazed two giant translucent structures, which will serve as the branch's architectural focal points, and have begun interior finishing work," said Marat Khusnullin.

The largest stained-glass window resembles a glass sail. Its total area is approximately 1,700 square meters, comparable to the area of four professional basketball courts. The structure is assembled from 242 double-glazed windows, providing maximum energy efficiency, enhanced safety, and light transmission. The total weight of the stained-glass window exceeds 170 tons. Simultaneously, work has been completed on the installation and finishing of a second stained-glass window, with a total area of 620 square meters, which offers a view of the Pregolya River.

Stained glass windows will flood the theater's interior with natural light, which is especially important for the central public area—the main hall. Panoramic glazing will create a sense of unity between the interior and the surrounding landscape of Oktyabrsky Island.

The sheer scale of the glazing places the Kaliningrad branch of the Bolshoi Theatre among the most daring architectural projects. In Russia, the Mariinsky Theatre's second stage in St. Petersburg (Mariinsky II) is a comparable example, with its main façade featuring a large expanse of glass.

The cultural cluster in Kaliningrad is being built by the STG company on behalf of the National Cultural Heritage Foundation.

Additionally, a comprehensive school with a swimming pool, two boarding schools for students, a student dormitory, and five apartment buildings for teachers and artists were built.
