The government is launching the next stage of public administration development – the "Reporting Guillotine" project. It aims to establish uniform rules for requesting data from regions and reduce their excessive administrative burden. Deputy Prime Minister and Chief of Staff of the Government of Russia Dmitry Grigorenko announced this at the first International Congress of Public Administration.

At the congress, the Deputy Prime Minister participated in the plenary session "Public Administration in the 21st Century: Between Speed and Meaning." He noted that the work of the government apparatus has been significantly optimized over the past five years. Currently, the share of electronic document management within the Government Office exceeds 90%, and the average document approval time has been reduced from four days to 1.4 days. The issuance of regulatory acts takes 15 minutes instead of 12 hours, and the time it takes to receive documents for review is now approximately 40 minutes instead of 10 days.

In 2025, a large-scale document flow optimization was also carried out at the Government Office. Its key objective was to reduce redundant documents and procedures. Construction and installation work is nearing completion at the Institute of Medicine and Psychology's educational and research center, which is being built on the grounds of Novosibirsk State University. Deputy Prime Minister Marat Khusnullin announced this.
