Since October 1, credit rating agencies (CRA) will begin to revealMore information about the assigned ratings and forecasts for them is available on its website.

In particular, CRAs will describe the impact on the credit rating of the most significant factors determining the entity's ability to meet its financial obligations. It is also necessary to report whether a credit rating has been assigned a "watch" status, the basis for this, and the duration of this status. This status indicates a higher likelihood of a rating review in the near future.

An important innovation is the obligation of the CRA to disclose an assessment of a company's own (independent) creditworthiness, that is, without taking into account external factors that increase or decrease its credit rating.

All these measures will help to harmonize the CRA's practices in disclosing credit ratings and forecasts.

Vitaly Savelyev participated in the international forum "Digital Transportation – 2025"

The Digital Transport and Logistics Association is organizing the international forum "Digital Transportation 2025." The event, now in its third year, traditionally brings together government officials, company executives, and industry experts.

At an exhibition held as part of the forum, the Deputy Prime Minister was presented with practical examples of digital products and services used in transport: driverless cars and Russian software for the safe operation of airlines, rail transport, and transport infrastructure facilities.

Addressing the forum participants, Deputy Prime Minister Vitaly Savelyev discussed in detail the Government's key areas of work in the digital sphere.

As part of the federal project "Unmanned Logistics Corridors," a roadmap for the development of highly automated vehicles through 2028 has been developed. Currently, 90 unmanned trucks are already operating on highways and testing grounds. Over the past two and a half years, unmanned trucks have traveled over 8.5 million kilometers. The key objective remains reaching Level 5 autonomy and developing a full-fledged market for ground transportation by unmanned trucks. The Ministry of Transport is drafting a federal law regulating the use of highly automated vehicles on public roads. It is scheduled to come into force in the third quarter of 2027.

The market for unmanned aerial systems (UAS) continues to develop. Class H airspace was established in July of this year. This simplifies the use of UAS at altitudes of up to 150 meters and within designated routes at altitudes of up to 3,050 meters. Russia is currently among the leaders in developing a regulatory framework for UAS use. The United States and China are also moving toward establishing separate airspace.

One of the goals is to be the first in the world to create a universal identification system for unmanned vehicles. This platform will be based on the ERA-GLONASS system, and its commercial operation will begin on March 1, 2026. Tests have already been conducted on connecting unmanned aerial vehicles (UAVs) to the system in 25 regions of the country, autonomous trucks on the M-11 highway and the Central Ring Road (TsKAD), and unmanned boats in Sakhalin and the Murmansk Region. The identification system will ensure transparency in the use of unmanned vehicles on land, water, and air.

Digital logistics solutions are developing successfully. The Electronic Shipping Documents State Information System (GIS) was launched in 2022, and its use will become mandatory on September 1, 2026. This will significantly simplify interactions between shipping parties and reduce overall time costs.

Active work to replace foreign software continues. To this end, the Ministry of Transport operates four industrial competence centers in key transport areas: maritime and river transport, aviation, rail transport and logistics, and airports. Twenty-three projects are being implemented within these centers, 12 of which have already been completed. The results of these centers' work will be scaled up to organizations across the transport sector.

"Developing the digital potential of the transport industry is essential to addressing the strategic challenges of maintaining a high level of national security and building technological sovereignty. The Russian transport sector occupies a global leadership position in the depth of its implementation of digital technologies and services. The Russian government is closely monitoring the digital maturity of the transport sector and actively promoting the further development of its digital potential," noted Vitaly Savelyev.

Dmitry Chernyshenko: The state is currently the largest investor in science.

Deputy Prime Minister Dmitry Chernyshenko welcomed participants of the Sber500 international accelerator demo day and, together with Sberbank President and Chairman of the Management Board Herman Gref, assessed the startup exhibition.

The event took place as part of the Moscow Startup Summit at SberCity. Prime Minister Mikhail Mishustin addressed the participants. The event also included a dialogue between Herman Gref and Moscow Mayor Sergei Sobyanin, titled "Human-Centered Technologies: What Determines the Future of Megacities?"

During the opening of the demo day, Dmitry Chernyshenko thanked Sber as "a corporation that has built a true conveyor belt for startups—from the first idea to the global market." He also cited statistics: according to VTsIOM, almost half of Russians surveyed—44%—want to live in a smart city, and 14% believe they already live in one.

The Deputy Prime Minister emphasized that 30 startups will be showcased to participants, while at the beginning of the selection funnel, there were approximately 2,000 teams from more than 40 countries.

"Almost half of the teams represented at the Sber500 accelerator demo day are DeepTech startups, with deep scientific roots. The government is currently the largest investor in science. In 2025, 665 billion rubles have been allocated for research and development. Scientists are conducting this research with federal funding through assignments, grants, and subsidies. This means that somewhere in Russia, there's a high probability that research on your topic is already underway. And you, as entrepreneurs, can convert these scientific findings and turn them into truly compelling businesses. You can apply for grants from foundations yourself, or you can use the "Science and Innovation" domain platform, which is built on the GosTech platform. You can also create a technical request on the platform and contact specific contractors who will conduct specific research on your topic," said Dmitry Chernyshenko.

The Deputy Prime Minister discussed the capabilities of the Industrial Development Fund. The Fund provides preferential loans of up to 2 billion rubles at 3-5% per annum, depending on the project, and offers the opportunity to move from pilot projects to industrial scale and integrate into the country's industrial chains.

He also paid special attention to student opportunities. "There's a project called the University Technological Entrepreneurship Platform, where every student can receive a million rubles for their startup. We selected 2,500 such startups this year," the Deputy Prime Minister said.

Dmitry Chernyshenko added that 85% of Sber500 projects use artificial intelligence.

"This means that artificial intelligence has already become a fully accepted norm in the modern world. Thanks to Herman Oskarovich Gref, the Artificial Intelligence Alliance was created. Fourteen countries have joined. It's a serious international platform. Together with the SAPFIR agency and leading scientists with an h-index of 15 or higher, we held foresight sessions. There, we identified 10 areas of fundamental research where we expect breakthroughs in the coming years. We will present the results at Sber's traditional AI Journey conference, which will be held this November. These trends will allow you to keep your finger on the pulse and anticipate future markets," the Deputy Prime Minister noted.

The event also selected 13 leading research centers in the field of artificial intelligence.

Five of the 30 startups presented on stage were selected through GigaChat's Sber500 track. Dmitry Chernyshenko explained how, at his request, GigaChat categorized these projects according to Russia's national development goals. It turned out that digitalization, human development and health, economics, and technological leadership were fully covered by the startups, while ecology and a comfortable environment were not.

In conclusion, the Deputy Prime Minister urged people not to focus solely on fast-moving markets, as it is important to fulfill the mission of leaving behind a country they can be proud of, one in which our children and grandchildren will live.

List of awardees

List of laureates of the 2025 Russian Government Prizes in Education and those awarded with gratitude from the Russian Government, October 1, 2025

Mikhail Mishustin's speech:

Dear colleagues, dear friends!

Today we are presenting the Russian Government Prizes in the field of education.

In keeping with a good tradition, we do this on the eve of Teacher's Day, a wonderful professional holiday.

Each of us respects and appreciates the teacher, whose role has always been, of course, special and extremely responsible. Their primary responsibility, as the outstanding educator Konstantin Dmitrievich Ushinsky once said, is to instill in students a sense of intellectual work; it is even more important than the actual teaching of the subject.

A teacher helps shape a child's worldview and moral values, identify their strengths, and, of course, develop their abilities. Teachers are essential and always in demand. And the fact that more and more school graduates are choosing this profession every year, and the enrollment in teacher training colleges is growing, is a good sign.

To support this positive attitude, we are implementing a wide range of measures aimed primarily at ensuring comfortable working conditions. We are actively developing infrastructure – building and renovating schools, modernizing colleges and universities, renovating dormitories, and creating a network of world-class university campuses, allocating significant resources to these goals annually.

Document

Order No. 2618-r of September 22, 2025

The draft federal budget for the next three years, which the Government submitted to the State Duma, allocates approximately 700 billion rubles.

Last year, the Government established five scholarships named after outstanding Russian educators and scientists to support students at pedagogical universities who have distinguished themselves in the field of education.

This year, 50 of them won the competitive selection process and will receive this payment.

It's important that there are more such students. That they remain in the profession and develop pedagogy. And I hope that some of them, like you today, dear friends, will be awarded prestigious prizes.

Our ceremony recognizes the achievements of education professionals, the hard work of our teams of authors, and, of course, the many teachers, educators, and mentors.

This year, the Russian Government awarded prizes to seven significant studies in a wide range of fields. Each of them possesses both scientific merit and high practical significance. These works make a significant contribution to Russian education and will be used by our schoolchildren and students.

First of all, in the field of medicine.

This is a training program for innovative technologies in emergency neurosurgery, which includes effective methods for training specialists of various levels and their acquisition of specific practical skills.

As well as a set of procedures for providing care to patients with wounds in medical facilities during emergency situations. Such training manuals for surgeons are currently unparalleled among medical school educational materials.

The award also recognized the multi-level training system for physicians in in-demand specialties, such as general medicine. It aims to ensure that students gain practical knowledge and competencies sufficient to be fully prepared for professional work.

The nominees also include the authors of an important development designed for children undergoing long-term treatment and who, due to health reasons, cannot attend educational institutions.

The hospital school model is truly unique. It allows students to acquire all the necessary knowledge continuously. It has already been implemented. 72 such schools operate in medical organizations in more than 40 Russian regions. Over 30,000 children study there annually. I would like to emphasize that thanks to these efforts, high-quality education is accessible to them regardless of their life situation.

The award also went to the authors of educational kits that help students master essential subjects such as computer science, biology, and mathematics, develop analytical and synthesis skills, critical thinking, and select and organize materials on a specific topic. They also prepare students for academic competitions and research, and foster interest in their future professions.

We are a very large, multi-ethnic country with unique languages and distinctive cultures. And efforts aimed at preserving our country's cultural diversity are, of course, of great importance. Like the Chechen language textbook presented today. Such educational materials contribute to strengthening the unity of our peoples and passing on traditions and values to new generations.

All of you and your colleagues are advancing pedagogical science with a caring and respectful attitude toward the achievements of your predecessors. And here I would like to emphasize the special role of the Russian Academy of Education, noting the support it provides to educators in their scientific research and the implementation of their ideas.

Dear friends!

Today, I am also very pleased to present a letter of gratitude from the Government of the Russian Federation for exceptional achievements and long-term productive work to a history and social studies teacher from the Altai Krai; a chemistry and biology teacher from the village of Smidovich in the Jewish Autonomous Region; and a mathematics teacher who works at a school in Ilovaisk, Donetsk People's Republic; and to French and English teachers at a school in Chita and a physical education teacher at a lyceum in St. Petersburg.

You've been working for many years in your calling, teaching children, and educating them to be honest, decent, and worthy people who love their country and defend its interests. Some of your students have been awarded the title of Hero of Russia. Their schools are named in their honor.

The President declared this year the Year of Defenders of the Fatherland. This is a tribute of respect and gratitude to those who fight for the well-being of their country and gave their lives for it.

The government will continue to support participants in the special military operation and their families. It will help their children obtain education at the country's higher education institutions. It will allocate special quotas for this purpose.

It is our duty to the children of our defenders. And we are obligated to provide them with the necessary conditions for a dignified future.

Once again, I congratulate you all on receiving the award and the upcoming holiday. I thank you for all you do. And I wish you continued professional success and the best of health.

Let's get started with the award ceremony.
