In Blagoveshchensk, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held meetings on the state of the economy and plans for the socio-economic development of the Amur Region, the progress of new investment projects in the region, and visited master plan sites for the regional capital. He also reviewed the construction of border infrastructure and the modernization of airport infrastructure.

"Overall, the Amur Region is demonstrating good growth rates, growing at an accelerated pace. According to the results of the third quarter of 2025, industrial production growth in the Amur Region amounted to 5.9%, and fixed capital investment in the first half of 2025 increased by 7.4%," Yuri Trutnev opened the meeting.

PPPs are being used to build a new airport terminal, create infrastructure for the international bridge across the Amur River, upgrade street lighting, begin reconstruction of the Blagoveshchensk City Park of Culture and Recreation, and update public utilities infrastructure.

The region has compiled a list of new promising projects in six economic sectors: agriculture, mining, energy, gas chemistry and polymer processing, transport and logistics, and tourism.

Work in the social sphere continues. At the direction of Russian President Vladimir Putin, master plans for four cities in the Amur Region have been approved: Blagoveshchensk, Svobodny, Belogorsk, and Tynda. At the direction of Russian Prime Minister Mikhail Mishustin, master plan activities were updated this year, and a long-term development plan was approved for the closed administrative-territorial entity (ZATO) Tsiolkovsky, which will be developed in an agglomeration with Svobodny. Last year, 13 national projects were completed, and this year, the Amur Region is participating in 12 new national projects. Overall, over 93 billion rubles have been allocated from the federal budget over the past seven years. The largest portion of funds this year is being allocated to the "Infrastructure for Life," "Family," and "Youth and Children" national projects.

The Hectare and Far Eastern Mortgage programs remain in effect. Over 15,900 loan agreements have been signed under the preferential mortgage program. Over 16,300 people have received land plots under the Hectare program in the Amur Region.

The Amur Region has been increasing housing construction volumes annually since 2018, with record-breaking new construction over the past three years. Compared to the same period in 2023, this figure was 102%, ranking sixth among regions in the Far Eastern Federal District. Urban development potential has been created, amounting to over 2.6 million square meters.

The first apartments under the program will be occupied by residents as early as 2026. At a meeting on the progress of new investment projects in the Amur Region, investors' plans to create two logistics complexes, an industrial park, a wind farm, and residential areas were discussed. These projects will attract an additional 150 billion rubles to the Far East.

VetroSPK presented a project to build wind farms with a capacity of up to 400 MW in the Zavitinsky Municipal District. FSK Region, a subsidiary of FSK Group, also discussed housing and recreation projects. Several investor proposals for the creation of logistics facilities in Blagoveshchensk were considered. Transporter LLC is preparing documents to obtain priority development area (PDA) resident status in order to implement the Trans Vostok logistics hub project. AiGroup, as a resident of the Amurskaya PDA, plans to build a 39,700 square meter logistics complex in the region. An industrial park for the production of high-tech equipment, including materials for 3D printers and components for hydrogen energy, may be established in the Blagoveshchensk Municipal District. That same day, the Deputy Prime Minister inspected the progress of construction of the permanent international automobile checkpoint and customs and logistics terminal "Kani-Kurgan." Both facilities are located near the Blagoveshchensk-Heihe International Bridge. The border crossing reconstruction is being carried out as part of the "Efficient Transport System" national project. The permanent automobile checkpoint project envisions the construction of 48 buildings and structures with a total area of over 8,000 square meters. According to the design documentation, the total throughput capacity of the Kani-Kurgan international automobile checkpoint will be 862 vehicles and approximately 5,500 people per day. The border crossing will have 16 traffic lanes, with the potential to increase to 24. Currently, freight traffic is handled on six lanes.

Yuri Trutnev also reviewed the progress of reconstruction, modernization, and operation of infrastructure facilities at Blagoveshchensk International Airport (Ignatievo) named after N.N. Muravyov-Amursky.

A large-scale reconstruction of the airport's terminal complex is currently being completed. Construction began in 2023. The building covers over 25,000 square meters, with a design capacity of 600 passengers per hour on domestic routes and 400 passengers per hour on international routes. Monolithic work has been completed on the educational and laboratory building being constructed on the inter-university campus of I.S. Turgenev Oryol State University. Deputy Prime Minister Marat Khusnullin announced this.

To promote youth sports, a new football field with artificial turf and 500-seat stands will be built on the campus.
