Moscow, October 4 (Xinhua) — Russia is imposing a temporary export duty on flaxseed exports outside the Eurasian Economic Union (EAEU) and introducing regional corn export quotas, according to information published on the government website.

The export duty on flax will be 10 percent of the raw material's customs value. This regulation will be in effect until August 31, 2026. It is expected that these measures will stimulate the utilization of processing capacity.

Tbilisi, October 4 (Xinhua) — Local government elections are taking place in Georgia on Saturday. The vote will elect 2,058 members of 64 municipal assemblies (sakrebulos), as well as 64 city and district mayors.

Nine candidates are vying for the post of mayor of the country's capital, Tbilisi, including incumbent mayor Kakha Kaladze, who represents the ruling Georgian Dream party.

As reported at a briefing by Natia Ioseliani, representative of the Central Election Commission (CEC), as of 15:00 local time, voter turnout was 28.22%.

N. Ioseliani stated that the voting is generally proceeding in a calm and professional atmosphere. She added that there have been isolated incidents that will not affect the election process.

KATHMANDU, October 4 (Xinhua) — Six people were killed on Saturday after an SUV skidded off the road in eastern Nepal, local police said.

GUANGZHOU, Oct. 4 (Xinhua) — Authorities in southern China's Guangdong and Hainan provinces on Saturday updated their typhoon emergency response measures as Typhoon Matmo approaches, the 21st in 2025.

The Guangdong Provincial Flood, Drought and Typhoon Control Headquarters upgraded the typhoon emergency response from Level 4 to Level 2 at 9:00 a.m. as heavy rain and strong winds are expected in the next 48 hours.

According to the National Meteorological Center of China (NMC), at 9:00 a.m., the maximum wind gust speed near the epicenter of Typhoon Matmo, which was located approximately 670 km southeast of Xuwen County, Guangdong Province, reached 33 m/s.

Matmo, which had strengthened to typhoon status, was moving northwest at approximately 25 km/h (15 mph), increasing in intensity.

Matmo is expected to make landfall as a typhoon or severe typhoon on Sunday morning in coastal areas from Dianbai County, Guangdong Province, to Wanning City, Hainan Province.

Meteorological authorities have urged fishing vessels operating in relevant waters near Guangdong Province to return to ports for shelter from the wind, and authorities in some coastal cities have urged them to take precautionary measures to prepare for and mitigate the impact of potential natural disasters such as floods, torrential rains, and landslides caused by heavy rainfall.
