Moscow, October 4 (Xinhua) — Russia is imposing a temporary export duty on flaxseed exports outside the Eurasian Economic Union (EAEU) and introducing regional corn export quotas, according to information published on the government website.

The export duty on flax will be 10 percent of the raw material's customs value. This regulation will be in effect until August 31, 2026. It is expected that these measures will stimulate the utilization of processing capacity.

In addition, tariff quotas have been established for duty-free exports of corn produced in Primorsky Krai and Amur Oblast from Russia outside the EAEU. For the former, the quota will be 280,000 tons, and for the latter, 130,000 tons.

According to the forecast of the Institute for Agricultural Market Studies, in the 2025-2026 agricultural year (September-August), the harvest of oilseed flax in the Russian Federation could amount to 1.3-1.4 million tons, compared to 1.25 million tons in the 2024-2025 agricultural year and 1.15 million tons in the 2023-2024 agricultural year. –0–

Beijing, Oct. 4 (Xinhua) — A book titled "Science and Scholars of the World Anti-Fascist War" has been published in China, detailing the contributions of Chinese scientists and researchers to the arduous struggle against fascism.

As Tsinghua University Professor Yang Jian, editor-in-chief of the publication, told Xinhua, a group of Chinese historians of science and technology worked on the book. The project aimed to promote the spirit forged during the Chinese People's War of Resistance Against Japanese Aggression.

According to the editor-in-chief, the book contains stories of scientists from China and the Allied nations who worked shoulder to shoulder, demonstrating the resilience and ingenuity of wartime scientists.

As the publication notes, despite the weak scientific and technical base during the war, Chinese researchers demonstrated a high level of ingenuity and unleashed their creative potential to achieve a number of breakthroughs in weapons development, agriculture, and in areas such as medicine and health care, which provided important support to both the front and the rear. –0–

Vienna, October 4 (Xinhua) — The International Atomic Energy Agency (IAEA), Russia, and Ukraine are discussing ways to restore external power supply to the Zaporizhzhia Nuclear Power Plant (ZNPP), which has been using backup power for 10 days. The IAEA reported this on Friday.

"Both sides say they are ready to carry out the necessary repairs on their side of the front line. But for this to happen, the security situation on the ground must improve so that technicians can carry out the necessary work without putting their lives at risk," noted the agency's director general, Rafael Grossi.

On September 23, the only remaining 750 kV power line was disconnected due to damage on the front line, according to an IAEA statement. The current outage of external power for the Zaporizhzhia Nuclear Power Plant is the longest of 10 such incidents that have occurred during the ongoing military conflict between Russia and Ukraine.

A complete power outage at a nuclear power plant could potentially lead to an accident with fuel meltdown and radiation release into the environment, the IAEA emphasized.

Although the emergency diesel generators at the nuclear power plant are operating normally and there is sufficient fuel in reserve, the current situation is unprecedented and requires an immediate solution, stated R. Grossi.

"I urge both sides to do what is necessary to prevent further deterioration. This is a question of political will, not technical capability," he added.

Jerusalem, October 4 (Xinhua) — Israel has halted all military offensive operations to capture Gaza City, switching to a purely defensive position. This was reported by leading local media on Saturday morning.

Earlier, US President Donald Trump demanded that Israel immediately cease bombing Gaza. Prior to this, Hamas responded positively to the White House's 20-point peace plan, stating that it was, in principle, prepared to release all 48 Israeli hostages held in Gaza.

Israel is also reportedly planning to send a negotiating team to discuss the details of the agreement, which includes a ceasefire in Gaza, the return of hostages, the release of Palestinians from Israeli prisons, and international oversight of reconstruction and governance in the Palestinian enclave after the conflict ends.

It is not clear whether the negotiations will take place in the Qatari capital, Doha, as before. –0–

URUMQI, Oct. 4 (Xinhua) — During the National Day holiday and the traditional Zhongqiu (Mid-Autumn or Moon Festival) from Oct. 1 to 8, many Chinese tourists are passing through Horgos Port in northwest China's Xinjiang Uygur Autonomous Region, choosing to travel independently by car.

Tourists traveling independently by car travel to countries in Central Asia and Europe through this checkpoint, located on the Chinese-Kazakh border.

"During the National Day break, my friend and I plan to visit Almaty and the Charyn Canyon. Afterwards, we'll go to Astana to stroll, sample local delicacies, and admire the scenery," said tourist Wang Mingzhen from Jiangsu Province (eastern China).

For Jiang Wei from Harbin, Heilongjiang Province, Northeast China, Horgos is the starting point of his solo road trip along the Silk Road, which spans more than 20 countries.

"We, along with other car enthusiasts from various regions of China, including Shandong (Eastern China), Shaanxi (Northwestern China), and Hebei (Northern China) provinces, will travel from here to Central Asia and Europe. We'll return to Khorgos in 70 days, in December," he shared.

According to data from the Khorgos border control service, more than 1.1 million tourists passed through the Khorgos checkpoint in the first nine months of this year, a 50 percent increase year-on-year. Meanwhile, the popularity of cross-border tours and independent road trips is rapidly growing.

"To ensure efficient customs clearance for tourists traveling in their own cars, we have opened special corridors to facilitate the orderly entry of vehicles into inspection zones and are making every effort to reduce the time required for vehicle customs clearance," said Zhu Chunzhu, a representative of the border control service at the Khorgos checkpoint.

In addition, a number of international passenger routes have been opened at the Khorgos International Bus Station, connecting it with major cities in Kazakhstan, providing tourists with a variety of travel options. -0-

CARACAS, Oct. 4 (Xinhua) — The Bolivarian Alliance for the Peoples of the Americas (ALBA) on Friday condemned the "recent illegal incursion of US military aircraft" into Venezuelan airspace.

The intrusion, discovered Thursday just 75 km off the coast of the Latin American country, has drawn criticism from Caracas.

“This act constitutes a serious provocation that undermines national sovereignty and constitutes a direct violation of international law, threatening the peace and stability of the entire region,” the Bolivarian Alliance noted.

Such aggressive military maneuvers violate the fundamental principles of peaceful coexistence between states and indicate an attempt to provoke tension, fear, and destabilization in Latin American and Caribbean countries, the statement emphasized.

The Alliance warned that “such actions not only affect a Member State, but also jeopardise the safety of civil and commercial aviation in the Caribbean, creating unacceptable risks for the people of the region.”

On Friday, Venezuela complained to the UN about the incursion of American aircraft.

The Bolivarian Alliance includes 10 countries from Latin America and the Caribbean. –0–

GUANGZHOU, Oct. 4 (Xinhua) — Authorities in southern China's Guangdong and Hainan provinces on Saturday updated their typhoon emergency response measures as Typhoon Matmo approaches, the 21st in 2025.

The Guangdong Provincial Flood, Drought and Typhoon Control Headquarters upgraded the typhoon emergency response from Level 4 to Level 2 at 9:00 a.m. as heavy rain and strong winds are expected in the next 48 hours.

According to the National Meteorological Center of China (NMC), at 9:00 a.m., the maximum wind gust speed near the epicenter of Typhoon Matmo, which was located approximately 670 km southeast of Xuwen County, Guangdong Province, reached 33 m/s.

Matmo, which had strengthened to typhoon status, was moving northwest at approximately 25 km/h (15 mph), increasing in intensity.

Matmo is expected to make landfall as a typhoon or severe typhoon on Sunday morning in coastal areas from Dianbai County, Guangdong Province, to Wanning City, Hainan Province.

Meteorological authorities have urged fishing vessels operating in relevant waters near Guangdong Province to return to ports for shelter from the wind, and authorities in some coastal cities have urged them to take precautionary measures to prepare for and mitigate the impact of potential natural disasters such as floods, torrential rains, and landslides caused by heavy rainfall.

Local authorities in Guangdong Province have been instructed to strengthen monitoring and forecasts, issue timely warnings, take emergency response measures, and evacuate residents living in vulnerable areas.

Meanwhile, the Hainan Provincial Disaster Prevention, Mitigation, and Elimination Committee upgraded its typhoon emergency response for ships and marine operations from Level 4 to Level 3 at 8:30 a.m. Saturday.

According to the Haikou City Disaster Prevention, Mitigation, and Elimination Committee, the city plans to suspend classes at educational institutions, including courses, work activities, public transportation, and parks and businesses from Saturday afternoon until Sunday.

In addition, the administration of Meilan International Airport in Haikou plans to cancel all arriving and departing flights from 11:00 PM on Saturday.
