Moscow, August 25 (Xinhua) — Since its founding, the Shanghai Cooperation Organization (SCO) has become a reliable support for member states in maintaining regional stability and achieving joint development, Chinese Ambassador to Russia Zhang Hanhui said in a written interview with the international media group Rossiya Segodnya on Monday.

“Since its foundation, under the strategic leadership of the leaders of the member states, the SCO has maintained a stable development dynamic: the scope of cooperation is constantly expanding, international authority is constantly increasing, and strategic value is increasingly evident. The SCO has become a reliable support for member states in maintaining regional stability and achieving joint development,” the ambassador noted ahead of the meeting of the SCO Heads of State Council, which will be held in Tianjin /Northern China/ from August 31 to September 1.

The Chinese diplomat noted that more than 20 heads of state, including Russian President Vladimir Putin, as well as heads of 10 international organizations, will take part in the SCO summit. “This summit will be the largest since the founding of the SCO, which demonstrates the common expectations of member states for the sake of deepening cooperation and attracts great attention from the international community,” he emphasized.

Zhang Hanhui recalled that China's chairmanship of the SCO is held under the slogan "Promoting the Shanghai Spirit: SCO in Action", adding that the summit is timed to coincide with the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. "The member states plan to publish the summit declaration in the context of the 80th anniversary of the Victory and the 80th anniversary of the founding of the UN, in order to present a common position of the SCO on important international and regional issues. The strategies for the development of the SCO at the next stage will also be determined based on the consensus and desire of the member states in the field of practical cooperation," he said, expressing confidence that with the joint efforts of all parties, the SCO summit in Tianjin will certainly become "a friendly and united, fruitful and far-reaching event, and will certainly go down in the history of the development of the SCO as one of its brightest pages."

The Ambassador of China to the Russian Federation emphasized that the SCO today is a comprehensive regional organization with the largest population, the widest geographical coverage and enormous potential. It has successfully embarked on the path of regional cooperation that meets the trends of the era and the needs of all parties, and has made an outstanding contribution to the formation of a new type of international relations and the construction of a community of shared destiny for mankind.

“The Chinese side is ready, together with all like-minded partners, including the Russian side, in accordance with the historical flow of peace, development, cooperation and common benefit, as well as the epochal trend of joint growth of the global South, to hand in hand contribute to the construction of a community of a common destiny of the SCO, to implement genuine multilateralism through practical actions, and to jointly promote the stable and long-term development of the SCO,” the diplomat assured.

Answering a question about the prospects for further development of the SCO and the possible expansion of the organization by partner and observer countries, Zhang Hanhui noted that over the 24 years of the SCO's development, practice has shown that the "Shanghai spirit" unites the powerful "SCO energy" and closely unites countries of different sizes, different systems and different cultures. "The SCO has opened up new paths for strengthening regional cooperation, proposed new models for promoting joint development and played a significant role in ensuring security and stability, development and prosperity of the Asian-European continent," he said, emphasizing that the SCO's "circle of friends" is becoming wider, the SCO's "value" is ever higher, and its attractiveness is ever stronger.

According to the Chinese diplomat, the key to the successful development of the SCO lies in the unwavering commitment to the "Shanghai spirit" and the basic principles of mutual trust, benefit, equality, consultation, respect for the diversity of civilizations and the desire for joint development with an entry onto the path of a new type of regional cooperation. Currently, more and more countries are expressing interest in joining the organization or strengthening cooperation with it, which fully confirms the deep understanding of the SCO concept and confidence in the prospects for its development. "The doors of the organization are always open, and we are confident that new members will join the "big SCO family" in the future," he noted.

Zhang Hanhui assured that, against the backdrop of a rapidly changing international situation and incessant risks and challenges, China and Russia will continue to make joint efforts with member states to strengthen coordination and cooperation, hold high the banner of the “Shanghai spirit”, promote the SCO to enter a new stage of high-quality development characterized by greater unity, greater coordination, greater vitality and greater effectiveness, provide “SCO solutions” to global governance issues and make “SCO contributions” to the cause of building a community with a shared future for mankind. –0–

BEIJING, Aug. 25 (Xinhua) — Chinese authorities have released a policy document to accelerate the country's transition to a green and low-carbon economy and strengthen the construction of a nationwide carbon trading market.

The directive was jointly issued by the General Office of the CPC Central Committee and the General Office of the State Council.

According to the document, by 2027, the country's carbon trading market will cover all major industrial sectors that emit emissions, and the nationwide voluntary greenhouse gas emissions trading market will cover all key sectors.

In addition, the document notes that by 2030, China will have practically created a nationwide carbon trading market based on quota control and combining free and paid distribution. By the same year, the formation of a nationwide voluntary greenhouse gas emission trading market will be completed, which will be reliable, transparent, unified, widely accessible and in line with international standards.

By then, the country is expected to have achieved significant results in reducing emissions, improved its regulatory framework and established a carbon pricing mechanism with reasonable prices. –0–

PYONGYANG, Aug. 25 (Xinhua) — Pyongyang on Monday criticized South Korean President Lee Jae-myung's visit to Japan on Aug. 23, calling it a "pioneer" in military cooperation between Washington, Tokyo and Seoul.

Lee Jae-myung's visit to Japan and his meeting with Prime Minister Shigeru Ishiba in Tokyo on August 23 marked a departure from the diplomatic practice of his predecessors, whose first overseas visits after taking office were to the United States, the Korean Central News Agency (KCNA) reported in a commentary on Monday.

According to the KCNA article, Lee Jae-myung's visit is aimed at showing Washington "his firm stance in prioritizing the ROK-Japan relations" and strengthening these relations as "the axis of the US-Japan-ROK trilateral military alliance," which will further escalate the regional security crisis.

The publication notes that “the structure and functions of the aggressive US-Japan-ROK trilateral military alliance will be further expanded by strengthening cooperation between the ROK and Japan, and this will have a serious impact on the situation on the Korean Peninsula and Northeast Asia.”

Highlighting the risk created by the ROK-Japan summit, the authors of the article pointed out that the agenda of Lee Jae-myung's meeting with S. Ishiba indicates "the two countries' intention to actively participate in the implementation of the US Indo-Pacific strategy."

“This foreshadows the emergence of even more catastrophic security conditions in the near future,” the article says.

"The DPRK will not remain a passive observer of the alarming situation created by the US and its followers in their quest for hegemony," KCNA warned. -0-
