Almaty, January 26 (Xinhua) — Kazakhstan's Tengizchevroil (TCO) said Monday it has safely launched its power distribution system and is gradually resuming crude oil production on the Caspian shelf.

According to TCO representatives, work to increase production volumes will be carried out in stages, depending on conditions and technical readiness.

The Ministry of Energy clarified that the Second Generation Plant (SGP) and the Korolevskoye field were launched on Monday.

The current flow rate from the Korolevskoye field to the SGP is 2,500 tons per day. Specialists are systematically increasing oil and gas flows to fill the system and reach design capacity. Tengiz is currently preparing to resume production in the near future.

It was previously reported that two transformers caught fire at the Tengiz oil field in the Atyrau region on the morning of January 18. The fire was extinguished, and there were no injuries.

On January 19, TCO reported that the incident damaged power distribution systems at production facilities, resulting in the suspension of oil production at the Tengiz and Korolevskoye fields. –0–

BEIJING, Jan. 26 (Xinhua) — China's Ministry of Commerce plans to optimize policies to support overseas investment in 2026 and will work to ensure the participation of foreign-invested enterprises in domestic consumption promotion, government procurement and tenders to promote their long-term development in China.

Wang Ya, a senior official with the Foreign Investment Administration Department of the Ministry of Commerce, made the above-mentioned statement at a press conference on Monday, adding that this year China will steadily expand high-level opening-up to the outside world, focus on creating new advantages in attracting foreign investment, and strengthening the “Invest in China” brand.

Wang Ya noted that the Ministry of Commerce will expand market access and openness in the service sector, including telecommunications, healthcare, and education, and will also assist foreign-invested enterprises operating in the service sector in expanding their value chains.

According to Wang Ya, efforts will also be aimed at improving services for foreign investors by introducing a national regime for foreign-invested enterprises, properly responding to their concerns, continuously optimizing services, and effectively holding roundtables with the participation of enterprises in this category.

China is interested in deeper alignment with high-standard international economic and trade rules, conducting larger-scale experiments in institutional openness, and accelerating the implementation of pilot projects to expand the openness of the service sector, Wang Ya concluded. -0-

Moscow, January 26 (Xinhua) — A prolonged period of impressive economic growth while maintaining social stability is a virtually unique phenomenon in modern history, said Andrei Ostrovsky, a Russian scholar and chief researcher at the Center for Contemporary China Studies at the Institute of Oriental Studies of the Russian Academy of Sciences, in an interview with Xinhua.

"The Chinese modernization experience is unique in its scale and the depth of its penetration into the social fabric. Also virtually unique is the impressively long period of Chinese economic growth while maintaining social stability, as well as its resilience to external and internal shocks. World history has arguably never seen anything like it," he said.

A. Ostrovsky has been studying the Chinese economy for many years. His new book, "China's Economic Reforms at a Glance," has just been published. It details the process of Chinese reform since 1978.

"During periods of profound economic reform, various social contradictions always intensify in all countries. China is no exception. However, the Chinese leadership has placed great emphasis on social support. China's social policy has been oriented toward the interests of the population, encompassing all social strata and groups. And this has been effective," emphasized A. Ostrovsky. He noted that China's long period of social stability is an impressive achievement.

According to the Russian scholar, China's experience can be used by other countries in many ways. Above all, A. Ostrovsky believes, China's experience in improving its public administration system, combining planned and market mechanisms for economic regulation, and taking into account local specifics is of great importance.

"First of all, it's necessary to carefully study China's experience of combining directive state planning and market mechanisms for economic regulation, as well as its experience of taking local specifics into account. After all, conditions in different provinces of China vary greatly, and so do the methods of governance and economic reform," the expert explained.

Moscow, January 26 /Xinhua/ – A US strike on Iran would seriously destabilize the region, Russian presidential press secretary Dmitry Peskov stated.

“This would certainly mean another step that could seriously destabilize the situation in the region,” said D. Peskov.

According to him, Russia expects restraint in the situation surrounding Iran. "Russia continues to make efforts to facilitate de-escalation of tensions, and, of course, in this case, we would still expect restraint from all interested parties and, of course, a focus on exclusively peaceful negotiations in resolving the issues they consider pressing," he emphasized.

BEIJING, January 26 (Xinhua) — China's national railway system has implemented an updated train schedule starting at 12:00 a.m. Monday, with a total of 12,130 passenger trains and 23,748 freight trains operating nationwide. The adjustments were made to further improve the freight and passenger transportation capacity and transport efficiency of the national railway system.

As reported by the online news portal chinanews.com.cn, citing a statement from the state-owned China Railway Corporation, the new schedule reflects, in particular, increased efforts to organize international freight transport, manifested in the addition of seven new routes with precise train schedules along the entire route to Europe from such Chinese hub cities as Zhengzhou, Xi'an, Jinan, Changsha, Chongqing, and Shijiazhuang.

We are talking about China-Europe rail freight transport routes, within the framework of which transport services are provided in accordance with fixed train routes, routes and schedules with clearly defined departure points, border crossings and arrival times at all stations, which have been carefully developed and agreed upon by the transport authorities of the countries located along these routes.

Previously, according to official Chinese data, there were 17 such railway routes in the country, covering nine Chinese cities and six European countries, with over 1,000 trains traveling annually. The new train schedule brings the number of such routes to 24, further guaranteeing the stable and uninterrupted operation of international production and supply chains.
