Gao Ya, born in 1990, is a member of the 14th National People's Congress. Since taking over as Party Secretary of Qitang Village, Santangjie Township, Taojiang County, Yiyang City, Hunan Province, in 2020, she has led the village, which once had a weak collective economy, onto a path to prosperity through industrial development. The village's annual net income has increased from 50,000 yuan in 2021 to over 400,000 yuan in 2025.

Chitang Village is traditionally a grain and oilseed growing area. After Gao Ya took office, she began developing the village's camellia oleifera production. In 2021, a vegetable oil processing plant was built, and that same year, the village's collective farming income reached 237,000 yuan.

Gao Ya points out that rapeseed oil and camellia oil have now become the specific industries of Chitang Village, and a complete industrial chain has been formed, from cultivation and processing to marketing.

Once the industry took shape, the key question became how to attract and retain people. Gao Ya began encouraging and supporting young people working away from home to return to their home villages to pursue entrepreneurship.

Liu Feng was born in the 1980s to a poor family that had just risen from poverty. With Gao Ya's encouragement and support, he returned to his home village and established a rapeseed cooperative, which five farm households joined.

As an NPC deputy, Gao Ya constantly engages with the public, gathers information on public needs, and communicates the views of ordinary people to higher authorities. During her three years as a deputy, she has submitted a total of 19 proposals, many of which relate to the development of her homeland and the improvement of people's lives.

Every time Musazhan Khairat, a deputy of the 14th NPC and a resident of Kezheghetas village, Xiao'erbulake township, Xinyuan county, Ili Kazakh Autonomous Prefecture of Xinjiang, returns from sessions of the National People's Congress (NPC), he first of all conveys to his fellow villagers the spirit of the "two sessions" and the policy of preferential treatment for the population.

After graduating from junior high school, Musazhan Khairat learned to forge iron, then opened his own electric welding workshop. Thanks to his hard work and perseverance, he not only provided a comfortable living for his family but also actively shared his experience, providing free welding training to villagers, helping them open their own workshops, and contributing to their shared income.

Elected as a deputy to the National People's Congress, Musazhan Khairat understands the full weight of his responsibility. He is constantly among villagers—on the streets and in the fields—conversing with them, listening attentively to their pressing problems and aspirations. He meticulously notes down every request and transforms it into well-thought-out, actionable proposals.

In response to villagers' complaints about the inconvenience of watering fields and poor roads, Musazhan Khairat, after conducting research, proposed creating high-quality farmland in the Xiao'erbulake Valley area. Thanks to his active support, the farmland improvement project was successfully launched. The widespread use of drip irrigation systems significantly eased farmers' labor and increased their income security. Focusing on high-quality rural development, he made a number of proposals: the reconstruction and expansion of Nalati Airport in Xinyuan County, the upgrading of county roads, and the protection of wetlands. All of this helped expand rural development opportunities and improve the residents' well-being.

From a proactive worker who achieved prosperity through his own labor to a NPC deputy who defends the interests of his fellow villagers, Musazhan Khairat always remains in his home village, keeping his fellow villagers' concerns in his heart. He conscientiously fulfills his duties, resolves the people's real problems, and brings the spirit of the "two sessions" to life at the local level, striving to improve the lives of his fellow villagers day by day.

Astana, March 3 (Xinhua) — The government of Kazakhstan has approved the Concept for the Conservation and Sustainable Use of Biodiversity for 2026-2035, which defines state policy in the areas of environmental protection, ecosystem restoration, and the rational use of natural resources. This was reported on Tuesday by the Kazinform news agency, citing the Ministry of Ecology and Natural Resources of Kazakhstan.

The concept aims to fulfill the country's obligations under the Convention on Biological Diversity, as well as to achieve the goals of the Kunming-Montreal Global Framework for Biodiversity, which sets a vector for restoring harmony between people and nature by 2050.

The concept defines key areas and sets target indicators for public policy, providing for a transition from responding to environmental damage to active management of natural capital.

According to the document, by 2035, the area of specially protected natural areas in Kazakhstan is planned to expand from 31 million to 33.2 million hectares, and the forest cover area is planned to increase from 13.9 million to 14.7 million hectares through forest conservation and restoration measures. The concept also calls for improving the system for monitoring and protecting wildlife, sustainable use of fish resources, combating pasture degradation, and developing science-based approaches to ecosystem management.
