BEIJING, March 7 (Xinhua) — The gross domestic product (GDP) growth target set in the draft outline of the 15th Five-Year Plan for National Economic and Social Development (2026-2030) fully reflects a clear focus on high-quality development by integrating quantitative requirements into a qualitative framework, Zheng Bei, deputy head of the National Development and Reform Commission (NDRC), said at a press conference on Saturday.
The draft outline of the 15th Five-Year Plan proposes to keep China's GDP growth within a reasonable range over the next five years and set its annual targets according to specific conditions, so as to lay a solid foundation for doubling the per capita GDP by 2035 compared with 2020 and reaching the level of moderately developed countries, Zheng Bei said.
According to her, the economic growth target guides all parties toward achieving tangible growth, leaves room for changing development models, adjusting structures, and advancing reforms, and also provides support for increasing employment and incomes.
It embodies expectations for average annual GDP growth over the next decade and is consistent with the long-term positive dynamics of the Chinese economy, she added.
Zheng Bei also noted that this indicator demonstrates China's commitment to achieving better results in practical work during the 15th Five-Year Plan period, laying a more solid foundation for development during the 16th Five-Year Plan period (2031-2035). –0–
