BEIJING, Aug. 15 (Xinhua) — China has filed a complaint with the World Trade Organization (WTO) against Canada's import restrictions on steel and related products, a spokesman for China's Ministry of Commerce said Friday.

According to the department, Canada openly ignores WTO rules by introducing tariff quotas on steel and discriminatory duties on products with “Chinese steel content.” These actions are a classic practice of unilateralism and trade protectionism, the Ministry of Commerce emphasized.

SEOUL, Aug. 15 (Xinhua) — President of the Republic of Korea (ROK) Lee Jae-myung on Friday vowed to take consistent measures to ease tensions and restore trust with the Democratic People's Republic of Korea (DPRK).

“Our government will take consistent measures to significantly reduce tensions and restore trust /with the DPRK/,” the president announced in his speech on the occasion of the 80th anniversary of the liberation of the Korean Peninsula from Japanese colonial rule /1910-1945/.

Lee Jae-myung, who took office in early June, said protracted hostility would not benefit either the people of South Korea or the DPRK, stressing that now is the time to move beyond the outdated Cold War confrontation and usher in a new era of peace on the peninsula.

The South Korean leader said Seoul and Pyongyang must immediately restore trust and resume dialogue through action.

Seoul will respect existing inter-Korean agreements, he said. The president also promised to take active, gradual steps to restore the Sept. 19, 2018, military agreement signed at the inter-Korean summit to prevent accidental clashes and strengthen military trust between the two countries.

Lee Jae-myung reaffirmed his willingness to respect the existing system in the DPRK and stated that he does not intend to commit any hostile actions against Pyongyang. –0–

Moscow, August 15 /Xinhua/ – Three people were killed and 20 others were injured in a gunpowder explosion at the Elastik plant in the Shilovsky district of the Ryazan region, the RIA Novosti news agency reported, citing a representative of the emergency services.

“Preliminary estimates indicate that 23 people were injured, three of whom died,” the agency quotes a source in the emergency services as saying.

DAMASCUS, Aug. 15 (Xinhua) — A powerful explosion rocked a rural area of Syria's Idlib province on Thursday, killing at least four people and wounding five others.

State news agency SANA said the blast occurred near the city of Idlib, citing preliminary data from medical authorities.

The UK-based Syrian Observatory for Human Rights said several explosions had occurred in western Idlib province, triggered by a detonation at a facility used by foreign fighters in fields west of the city. The group said the explosions coincided with a drone flyover.

Thick plumes of smoke caused panic among local residents and witnesses. Syrian sources report that people fled the area, fearing more explosions. Ambulance and civil defense teams arrived at the scene, and security forces cordoned off the area.

The monitoring center said the death toll could rise, noting that similar incidents in the past had resulted in large numbers of casualties. It recalled that on July 24, a series of explosions in a neighboring area killed at least 12 people, including a woman and a child, and injured more than 100. KABUL, Aug. 15 (Xinhua) — Afghan security forces have foiled a planned attack by Daesh (Arabic name for the Islamic State) militants in the eastern province of Parwan, the Interior Ministry said Thursday evening.

Security officials launched an overnight operation in the Barik Ab area of Bagram district against a Daesh cell, suspected of planning an attack on Friday during Victory Day celebrations marking the fourth anniversary of the defeat of US-led foreign forces, ministry spokesman Abdul Matin Kani said on his social media page X.

During the operation, security forces detained a member of the group and seized a vehicle containing three missiles intended for the attack, he said.

BEIJING, Aug. 15 (Xinhua) — The TIR (International Road Transport) Silk Road cross-border e-commerce corridor was officially opened at the China-SCO Regional Economic and Trade Cooperation Demonstration Zone (hereinafter referred to as the "China-SCO Demonstration Zone") in Qingdao, east China's Shandong Province, Chinese daily Dazhong Ribao reported on Thursday.

According to data, in 2024, the volume of the online retail market in SCO member states exceeded USD 3.2 trillion, which accounted for more than half of the global figure.

In the future, this corridor will focus on cross-border e-commerce, provide effective logistics support to the comprehensive service base of the Silk Road e-commerce, and promote connectivity and trade and economic cooperation among the SCO countries.

TIR is an international system that simplifies the transportation of goods between countries. Within its framework, the goods are sealed at the starting point of the route and checked only upon arrival at the destination, and at intermediate border crossings, checkpoint officers only check the TIR carnet data and the customs stamp for the vehicle. According to the results of the first 7 months of 2025, the number of TIR shipments of trucks from the China-SCO Demonstration Zone amounted to 239 units, an increase of 134.3 percent year-on-year.
