UNITED NATIONS, Nov. 11 (Xinhua) — China's Permanent Representative to the United Nations Fu Cong on Monday called on the international community to take a comprehensive approach to controlling small arms and light weapons, addressing both the consequences and the root causes of the problem.
"The international community should take concrete measures to promote economic growth and social stability in the countries concerned, address the root causes of poverty, violence, unrest and conflict, thereby creating the conditions necessary to address the root causes of the small arms and light weapons problem," the Chinese diplomat said at an open debate at the UN Security Council.
All countries should adhere to the concept of common, comprehensive, cooperative and sustainable security, remain committed to the peaceful settlement of disputes and the elimination of global and regional security threats through dialogue and consultation to prevent the emergence of new sources of conflict, he added.
Fu Cong called for collective efforts to improve the architecture of small arms and light weapons control based on multilateralism.
According to him, the UN should play its role as the main channel, promote the comprehensive and effective implementation of international legal instruments on small arms and light weapons and enhance the authority, universality and effectiveness of the relevant mechanisms.
China consistently supports and constructively participates in the control of small arms and light weapons, conscientiously fulfills its international obligations, strengthens legal and institutional guarantees, takes a balanced and responsible approach to arms exports, and promotes international exchanges and cooperation, the Chinese Permanent Representative noted.
China is willing to work with all parties to further advance the regulation process, promote lasting peace, common security, and build a world free of gun violence, contributing to the building of a community with a shared future for humanity, Fu Cong said. –0–
