IAEA database: Since 1993, about 55% of thefts of nuclear and other radioactive material occurred during transport

Translation. Region: Russian Federation –

Source: International Atomic Energy Agency –

An important disclaimer is at the bottom of this article.

Since 1993, more than half of all registeredIncident and Trafficking Database (ITDB)) cases of theft of nuclear and other radioactive material occurred during authorized transport, with this figure rising to nearly 70% over the past decade. New data, published today by the International Atomic Energy Agency (IAEA), highlight the need for continued vigilance in nuclear security during transport.

Of the 4,626 incidents recorded in the ITDB between 1993 and 2025, 730 involved the theft of radioactive material, including attempted thefts. Of these, nearly 55% occurred during transport, and in more than 59% of those cases—approximately 400 incidents—the stolen radioactive material was never recovered.

"Nuclear and other radioactive material remains vulnerable to nuclear security threats during transport, and, based on the ITDB, nuclear security needs to be systematically strengthened," said Elena Buglova, Director of the IAEA's Division of Nuclear Security. "The IAEA, upon request, assists countries in strengthening their national nuclear security regimes to ensure the safe handling of such material and its full protection from criminal or intentional unauthorized acts during transport."

The ITDB is the IAEA's information system that stores data on illicit trafficking and other unauthorized activities, as well as events involving nuclear and other radioactive material outside regulatory control. While most incidents are not related to illicit trafficking or malicious intent, their occurrence highlights unresolved issues in transport security, regulatory controls, disposal practices, and detection.

In 2025, 34 of the 145 ITDB member states reported 263 incidents. This figure is higher than the 147 incidents reported in 2024, but this increase is due to retrospective reporting.

The ITDB covers all types of nuclear material—including uranium, plutonium, and thorium—as well as natural and artificial radioisotopes and radioactively contaminated material found in scrap metal. The ITDB continues to report incidents at scrap metal recycling facilities involving industrial goods contaminated with radioactive material. This demonstrates that for some countries, ensuring the physical security of disused radioactive sources and detecting cases of their unauthorized disposal remains a pressing issue.

The ITDB fact sheet is being released to coincide with this week's event. International Conference on the Safe and Secure Transport of Nuclear and Radioactive MaterialsAccording to the IAEA, millions of shipments of nuclear and other radioactive materials are transported annually for peaceful purposes in energy, medicine, education, agriculture, and industry.

The conference provides a forum for representatives of the international shipping system to discuss the opportunities, challenges, and key factors facilitating the transport of nuclear and other radioactive material while respecting nuclear safety and security requirements. The conference will address legal and regulatory aspects, transport packaging design, operations, trade and logistics considerations, and innovative technologies that could impact nuclear and physical safety of transportation.

Information about ITDB

The ITDB facilitates the international exchange of information on incidents involving nuclear and other radioactive material no longer subject to regulatory control due to loss, theft, improper disposal, or other negligent handling. The database also includes reports of material being transferred under regulatory control through various means, including the discovery of orphan radioactive sources at scrap metal recycling facilities. Data is provided to the ITDB on a voluntary basis, and full access is available only to participating states, with limited access available to international organizations such as the International Criminal Police Organization (INTERPOL), the United Nations Office on Drugs and Crime (UNODC), and the World Customs Organization (WCO).

The ITDB contains information on incidents involving nuclear material, radioisotopes, and radioactively contaminated material. By reporting lost or stolen material to the ITDB, countries increase the chances of its recovery and reduce the likelihood of its use in criminal activities. States can also report acts of fraud or deception involving information allegedly related to the presence of nuclear or other radioactive material.

States wishing to become participants in the ITDB should submit a request to the IAEA through official channels (i.e., their permanent mission, the ministry of foreign affairs, or the national nuclear security authority).

Economic dynamics and new preferences: Construction of the Hainan PST in China has entered a new phase

HAIKOU, March 27 (Xinhua) — The Hainan Free Trade Port (HFTP), the world's largest by area, marked the 100th day on Friday since the launch of the HFTP-wide independent customs operation regime, marking a major milestone in the southern Chinese island province of Hainan's journey to building a world-class HFTP.

In 2026, the first year of China's 15th Five-Year Plan (2026-2030) began. As part of the 15th Five-Year Plan, China has taken a number of new steps to expand its high-level opening to the outside world, one of which is the construction of the Hainan Free Trade Zone (FTP), meeting high standards.

The launch of independent customs operations throughout the Hainan Free Trade Zone is a significant step by China to steadily expand its high-level opening-up to the outside world and promote the development of an open global economy. This marks a new stage in the construction of the Hainan Free Trade Zone.

According to the data, since this landmark move, the total value of imports and exports to the PCT has exceeded 80 billion yuan (about 11.6 billion US dollars), up 32.9 percent from the same period last year.

Notably, 186 transactions worth nearly RMB 1.7 billion were completed under the zero-tariff policy, a 2.46-fold increase year-on-year. The total duty-free amount was RMB 271 million.

According to Li Zhiping, Deputy Director of the Hainan Provincial Commerce Bureau, following the launch of independent customs operations throughout the Hainan Free Trade Port, the range of goods eligible for zero duties has expanded, and preferential tax regulations have been introduced for the movement of goods through the "first line" and "second line" of the Hainan Free Trade Port's customs system, as well as for their circulation within the island. This helps reduce production and operating costs for businesses and attract investment in the local trade sector.

The secret to the Hainan Free Trade Zone's appeal lies in the wide range of amenities designed to meet the daily needs of foreigners. Its international-level service system is helping an increasing number of foreigners, including Russians, transform from visitors to permanent residents.

"When I first applied for a business license, I was concerned about the complexity of the process. I didn't expect local workers to help me translate and organize the materials," shared Andrey Karimov, who opened a Russian restaurant in Sanya.

The man was surprised by how quickly and easily the entire process, from registration to licensing, went. He said scheduling an annual restaurant inspection is as easy as a phone call, and if he has any policy questions, the hotline operator always provides accurate answers.

"In this city, I experienced the openness and inclusiveness of the Hainan Free Trade Port. This place has become a second home for me," he said.

Kirill Babaev, Director of the Institute of China and Modern Asia of the Russian Academy of Sciences (ICSA RAS), said that Hainan is currently attracting interest not only from tourists but also from businessmen from all over Russia, and this will contribute to the overall development of trade and economic relations between China and Russia.

Hainan Provincial People's Government Chairman Liu Xiaoming stated that during China's 14th Five-Year Plan (2021-2025), Hainan implemented the country's most favorable visa-free entry policy, introduced an innovative work permit mechanism for foreigners, and increased the number of foreign nationals working in Hainan by 90 percent.

According to him, in the next stage, Hainan will establish a more open mechanism for working with personnel, implement a more convenient entry and exit management system, and deepen the reform of the system and mechanism for developing human resources.

As a reminder, on December 18 last year, China launched an independent customs regime throughout the Hainan Free Trade Zone, which ensures freer imports of foreign goods, expanded coverage of zero tariffs, and more favorable conditions for business.

Cao Yuanzheng, an economist who helped draft Hainan's development plan, noted that among China's 22 pilot free trade zones, Hainan stands out as the only one that operates according to higher standards of openness.

He added that China is moving from an openness based on the flow of production factors to an institutional openness based on rules, regulations and standards.

"We hope that Hainan will serve as a benchmark for taking China's opening up to new heights," he said. -0-

BEIJING, March 27 (Xinhua) — China's Ministry of Commerce on Friday announced it has launched trade barrier investigations into U.S. actions and measures aimed at disrupting global production and supply chains and hindering trade in green products.

On March 12 Beijing time, the Office of the United States Trade Representative (OTR) opened a Section 301 investigation into China and 15 other economies under the guise of “excess capacity,” which was followed by another Section 301 investigation targeting China and 59 other economies on March 13.

China expressed strong dissatisfaction and strong opposition to the above-mentioned steps, a spokesman for the Ministry of Commerce said in response to media questions on Friday.

In order to resolutely protect the interests of relevant industries in China, the ministry has launched two investigations in accordance with the Foreign Trade Law of the People's Republic of China and the Rules for Investigating Barriers to Foreign Trade, the Ministry of Commerce added.

According to the department, it will advance these investigations in accordance with the provisions of the said law and regulations and will take appropriate measures based on the results of the investigations. -0-
