Washington, December 10 (Xinhua) — The Pentagon activated the U.S. Army's Western Hemisphere Command (West-Hemcom) after the White House released its National Security Strategy document, the U.S. Department of Defense said in a press release on Wednesday.

The command consolidated the U.S. Army Command, U.S. Army North, and U.S. Army South into a single four-star operational headquarters, according to a release. It also noted that the activation ceremony took place on December 5 at Fort Bragg, North Carolina.

Army General Joseph Ryan, who previously served as the U.S. Army's deputy chief of staff for operations, plans, and training, has assumed command of West-Hemcom, the statement said.

"The newly created command is the theater operations headquarters, overseeing all Army plans, postures, operations, and force movements in support of the U.S. Northern and Southern Commands. It operates in accordance with national strategic priorities," the statement reads.

If all conditions are met, West-Hemcom is expected to achieve full operational capability by the summer of 2026, the release said. –0–

Beijing, December 11 (Xinhua) — Testing of several key technologies on China's Qingzhou (or "Light Boat") cargo spacecraft, a new generation of cargo spacecraft, has been completed. It is expected to be ready for its maiden flight as early as next year, according to its developer, the Innovation Academy of Microsatellites of the Chinese Academy of Sciences (IAMCAS).

The Qingzhou is designed as a compact cargo ship with an emphasis on low cost, high reliability, high adaptability and high intelligence, which will have impressive capabilities.

The spacecraft weighs approximately 5 tons, the cargo module's loading volume is 9 cubic meters, and the total internal volume is 27 cubic meters. The cargo module is equipped with a four-tiered rack system with 40 standard cells, allowing for flexible placement of payloads, ranging from crew supplies to scientific equipment. This design allows for the diverse logistical needs of the space station.

The intelligent onboard control system provides intelligent identification, tracking, and management of cargo. Astronauts will be able to quickly locate items using voice commands, significantly increasing search efficiency and reducing workload in orbit.

To store special supplies, the spacecraft is equipped with modular "space refrigerators"—containers with a 60-liter cold chain each. They can be flexibly grouped as needed, up to a maximum capacity of 300 liters. Precise temperature control enables the stable transportation of fresh food.

The Qingzhou has an integrated single-module design, which not only reduces its overall size and improves space utilization, but also ensures compatibility with reusable launch vehicles for rapid launch.

The Qingzhou launch vehicle is also designed so that the spacecraft and rocket form a compact integrated system. With the start of mass production and deeper commercial cooperation, it's possible the cost of delivering cargo into space, currently around 100,000 yuan (US$14,134) per kilogram, will decrease. -0-

Director Daniil Isakov decided to retell it differently—with songs, dances, and buffoonish rappers. They have a very important job—helping children convey their deepest wishes in letters to Santa Claus. But this time, all the letters were returned—someone mixed up the letters and made so many mistakes that the wizard couldn't read them. Because of this, the holiday might never happen!

The inhabitants of the Land of Letters will try to correct the situation before the chimes strike, and tell the main character, the culprit of the confusion (and, by extension, the audience) that the alphabet and literacy are very exciting.

Tickets are available at the service Mosbilet.

Tchaikovsky's "Children's Album" at the Malaya Ordynka Theatre

Dates: January 2

Address: Malaya Ordynka Street, Building 31, Building 1

Director Alexander Legchakov, who has created original interpretations of the operas "The Queen of Spades" and "Iolanta," has turned this time to Pyotr Tchaikovsky's most children's work and created a production that will be accessible and engaging even to the youngest audience members. The director explains that the idea came from the composer himself—he used short pieces to depict a day in a child's life, from waking up to bedtime. Legchakov found wonderful poems by Viktor Lunin that beautifully illustrate and complement each musical movement of the cycle.

To mark the 75th anniversary of the legendary production, the A.S. Pushkin Theatre is presenting a revamped version. Artistic Director Yevgeny Pisarev is directing. The costumes, created by artist Victoria Sevryukova, deserve special attention. On December 15, she will speak about the history of Russian costume at the branch of the A.S. Since the beginning of the year, specialists urban economy complex Moscow has reconstructed more than four kilometers of water supply and sewerage networks in the Tagansky District of the Central Administrative Okrug.

When upgrading the network infrastructure, we used modern materials made from high-strength, domestically produced polyethylene. These pipes can withstand not only external pressure but also the stresses of pressurized water transportation. They are also corrosion-resistant. Their smooth internal surface reduces hydraulic resistance and slows the formation of salt deposits and scale.

Mosvodokanal JSC reconstructed networks on various main roads in the district, including in several neighboring districts (as part of larger city projects). For example, the work on Marxist Street was part of the utility network upgrade on Volgogradsky Prospekt, one of the city's main thoroughfares. Humanitarian-91: A project to aid hospitals in the LPR and Kursk region is underway in the Arbat district.

Since 2024, residents of the Arbat district have been implementing the "Humanitarian-91" project, aimed at assisting medical institutions in the Luhansk People's Republic (LPR) and the Kursk region. The latest shipment was sent in December. It includes medical equipment, medications, and consumables for the therapy department—more than four thousand items in total.

School of Goodness

The shipments are supported by the Russian Ministry of Defense, as well as military volunteers and parents of students from School No. 91, where the project operates. More than 70 school staff, parents, and high school students are assisting.

Volunteers have already organized 10 large-scale fundraising drives and sent numerous items to hospitals in the LPR and Kursk region, essential for the treatment and recovery of soldiers. These include resuscitation tables, medical chairs, shelving, and much more. The shipments also include warm clothing, tableware, and household appliances—items that help create a comfortable environment in hospitals that facilitates recovery.

Volunteers support not only military personnel but also medical staff working under intense pressure. For example, hospitals have received microwave ovens and other essential supplies for work and rest.

How it all began

The idea for the "Humanitarian-91" project came from Maxim Gudkov, a public advisor for the Arbat district and deputy director for socialization, education, and student safety at School No. 91. When Maxim's classmate was hospitalized in Luhansk, he contacted the medical staff and asked how he could help.

"That's how the idea for direct, targeted assistance was born—from us directly to our advocates. Our school supported the initiative: Principal Natalia Krasavina, teachers, parents, and senior students. 'Gumanitarka-91' is our collective, albeit modest, effort to achieve victory," said Maxim Gudkov.

How to join

The aid collection point is located at School No. 91, located at 14 Povarskaya Street. Those wishing to participate in the project should contact the Arbat District Administration in advance at 7 499 795-12-33. Staff will provide all necessary information about current needs, the rules for accepting donated aid, and assist with its transportation.

The Global South is moving to shape the global agenda, according to a Kazakh expert.

Translation. Region: Russian Federation –

Source: People's Republic of China in Russian – People's Republic of China in Russian –

An important disclaimer is at the bottom of this article.

Source: People's Republic of China – State Council News

Almaty, December 11 /Xinhua/ — The Global South's position in 2025 is characterized by a shift from being influenced by external forces to being an active player in shaping the global agenda. Countries of the South are no longer simply responding to initiatives from the North, but are increasingly setting the parameters for discussions on development, debt obligations, energy transition, and the reform of global institutions. This opinion was expressed by Gulnar Shaimergenova, Director of the Center for China Studies, in an interview with Xinhua.

She noted that this is not about replacing the existing order, but rather about its gradual reformatting toward multipolarity with a growing role for middle powers, which objectively includes Kazakhstan. Against this backdrop, the states of the Global South in 2025 will largely determine the substantive agenda of key multilateral forums—the G20, climate negotiations, and discussions on reforming international financial institutions.

At the same time, she said, the role of alternative formats, primarily BRICS, is also growing. The group's expansion has transformed it into a platform comparable in terms of combined gross domestic product (GDP), purchasing power parity, and share of global growth, and in a number of respects, surpasses traditional clubs of developed countries.

"The BRICS mechanism is attractive to countries of the Global South due to its unique combination of political and diplomatic platforms, development tools, and real economic clout, all without the rigid, ideological conditions of participation," the expert said.

According to her, it is fundamentally important that BRICS does not offer an anti-Western position, but rather an alternative and complementary framework within which developing countries can promote the principles of sovereign choice of development models, respect for cultural diversity, and the inadmissibility of unilateral sanctions, without abandoning cooperation with other partners.

For Kazakhstan, according to G. Shaimergenova, BRICS is an important element of the emerging inclusive multipolarity, capable of strengthening North-South and East-West connectivity, reducing global development imbalances, and expanding opportunities for middle powers in the global governance system.

"In my view, the economic strength of the Global South and its proactive stance on reforming multilateral institutions are a natural consequence of profound structural shifts in the global economy. If managed well, these processes can strengthen global resilience rather than undermine it," she emphasized.

“The optimal model is an inclusive multipolarity, in which the growing influence of the Global South is combined with maintaining open channels of dialogue with developed countries, which meets the long-term interests of both our country and the international community,” noted G. Shaimergenova. –0–
