BEIJING, Dec. 13 (Xinhua) — China's financial system will need to strengthen supervision next year, address debt risks and curb illegal activities while maintaining support for key sectors, He Lifeng, director of the Office of the Central Financial Commission, said Friday.

He Lifeng, also a member of the Politburo of the CPC Central Committee, made the statement at the National Conference on the Work of the Financial System, which was held in Beijing on Friday.

During the meeting, he stressed that the financial system should carefully study and implement the spirit and guidelines of the Central Economic Work Conference, which concluded on Thursday.

It should also prioritize risk prevention, strengthen regulation and promote high-quality development, while vigorously, orderly and effectively implementing key financial sector tasks in 2026, he said.

Efforts should be made to prevent and address financial risks associated with local small and medium-sized financial institutions, real estate enterprises and local government financial platforms, and suppress illegal financial activities.

He Lifeng noted that it is necessary to consolidate and strengthen financial regulation, improve the control system in key areas, and ensure strict compliance, adding that it is necessary to strictly hold those responsible for financial risks accountable.

He also stressed the need to continue to maintain a moderately accommodative monetary policy, effectively manage expectations, make steady and orderly progress in financial reform and opening-up, and strengthen financial support in key areas such as expanding domestic demand, technological innovation, and micro, small and medium enterprises.

He stated that it is necessary to develop a clear financial plan for the period of the 15th Five-Year Plan (2026-2030), strengthen work on comprehensive integrated planning, and also ensure a good start for financial work during this period. -0-

HARBIN, Dec. 13 (Xinhua) — The exhibition hall at the Japanese Army Unit 731 Crime Evidence Museum in Harbin on Thursday released a 38-minute video in which a former Unit 731 member recounted the atrocities of Japan's infamous germ warfare during World War II.

In this video, former Unit 731 member Tsuruo Nishijima details how the Japanese unit used meteorological data to conduct experiments on the spread of bacteria and frostbite research.

According to the exhibition hall at the Japanese Army Unit 731 Crime Evidence Museum, which was built on the site of Unit 731's former headquarters in Harbin, the capital of Heilongjiang Province, northeast China, the video was recorded in 1997 by Japanese scientist Fuyuko Nishisato and donated to the museum in 2019.

Jin Shicheng, a researcher at the Unit 731 Crime Evidence Museum, said Tsuruo Nishijima joined Unit 731 in October 1938 and served in the unit's meteorological unit. He explained that this unit was not simply an observation section, but rather a support force, supporting Unit 731 in conducting human experiments in the field, measuring wind direction and speed, as well as other conditions to ensure optimal experimental results.

Tsuruo Nishijima confirmed on video that "a meteorological team was required to be present at every field experiment." He described the "precipitation experiments" conducted by Unit 731, during which aircraft dropped bacterial agents at extremely low altitudes.

At a field experiment site in Anda City, Heilongjiang Province, a Unit 731 aircraft descended to approximately 50 meters above the ground and sprayed a bacterial culture fluid onto "maruta" (Japanese for "logs") – human test subjects tied to wooden logs. Approximately 30 subjects were tested each time, spaced approximately 5 meters apart. After the experiments, the subjects were loaded into sealed trucks and transported back to the unit, where their symptoms and disease progression were monitored over several days.

Tsuruo Nishijima also reported that a Japanese military doctor once died after becoming infected during an experiment after removing his mask, which indirectly proves the extreme virulence of bacterial agents.

The video also revealed details of the meteorological unit's participation in frostbite research experiments. To study wartime needs in cold regions, the invading Japanese army exposed the naked bodies of "Marutu" to temperatures ranging from -20 to -35 degrees Celsius for five to ten minutes and observed their physical reactions.

As the aforementioned museum reports, Nishijima's video, which is a fragment of the narrative from the criminal's point of view, once again reconstructs the criminal chain of Unit 731 and demonstrates once again that the Japanese army's crimes related to the use of biological weapons were systematic and inhumane in nature and were an undeniable historical truth.

The base of Unit 731, a secret Japanese military unit engaged in the research and development of biological and chemical weapons, was established in the Pingfang district of Harbin City and served as the main center of Japanese biological warfare in China and Southeast Asia during World War II.

Historical records indicate that Unit 731 used at least 3,000 people in its human experiments between 1940 and 1945, and more than 300,000 people in China were killed by Japanese biological weapons. -0-

The Congress of Young Scientists was held in Sochi at the Sirius University of Science and Technology from November 26 to 28. The event brought together prominent leaders of Russian science, representatives of leading scientific schools from across Russia, scientific and educational organizations, government agencies, industrial partners, representatives of businesses and state corporations, and, most importantly, young scientists, grant winners, and students and schoolchildren from Russia and abroad. This year, the anniversary congress included a separate section entitled "The Scientific and Demographic Potential of Student Families—the Foundation of the Country's Future." NSU was represented in this section by a married couple, Danil and Tatyana Sboev.

Tatyana is a second-year master's student Faculty of Physics, and Danil is a second-year postgraduate student Faculty of Mechanics and MathematicsThis summer, they took part in the first All-Russian Festival of Student Families. During the festival's plenary session, Federation Council Chairperson Valentina Matviyenko personally invited Tatyana and Danil to participate in the 5th Congress of Young Scientists.

"We began our presentation at the congress with the story of how we met: we met almost five years ago at basketball practice, when we were both undergraduate students—me in my fourth year of the Faculty of Mechanics and Mathematics, and Tanya in her second year of the Physics Department. Our love for sports and science then bonded us, and we've been married for over a year now," Danil said.

"If we talk about the role of family in our scientific and academic journeys, then, of course, having a partner who is also deeply involved in science provides great support in all areas of life. For example, in scientific endeavors, we can always give each other advice, looking at a situation from a different perspective. In everyday life, if one of us is busy, the other takes on most of the household responsibilities. And emotionally, of course, having a like-minded partner nearby provides great support, both during exams and during class time. We're also never bored; we often go to art exhibitions and try to make time for sports and creative activities together. Of course, balancing studies, science, and family life isn't easy, but the university understands this and provides support to student families," Tatyana added.

The young couple spoke in more detail about the support the university provides to families: legal, social, and psychological assistance, provision of a children's playroom in the dorm, financial assistance for student families with children, and many other types of support. For example, the Sboev family was provided with a room in the graduate student dorm and financial assistance as a young family.

"NSU provides additional financial support to students with children, both during pregnancy and after the birth of the child. This includes waiving dormitory rent for student families with children. You can learn more about all the support measures on the one-stop shop for young families on the website. Akademgorodok itself also has numerous kindergartens and schools, all located close to campus, making life much easier for young families," Tatyana explained.

At the Young Scientists Congress, Tatyana and Danil Sboev proposed their initiatives and listened to proposals from other families of young scientists. According to NSU students, housing issues for student families and families of young scientists were the main topic of discussion at the section "Scientific and Demographic Potential of Student Families—the Foundation of the Country's Future."

"I was amazed by the scale of the congress; 9,000 people came. In my opinion, everything was well-organized and well-run. We also visited the RSF School at the congress, learned about grant programs, how the RSF reviews are conducted, and gained a lot of other information that is useful to us as young scientists," Danil concluded.

December 12, 2025 Sustainable Development Goals

Per capita availability of renewable water resources continues to decline, having fallen by another 7 percent over the past ten years, according to a new AQUASTAT database review published today by the Food and Agriculture Organization (FAO).

We are talking about freshwater resources that are renewed annually by the natural hydrological cycle. According to the FAO, Central Asia has lost 12 percent of its available renewable water resources per capita since 2015, one of the highest rates in the world.

To measure the level of water scarcity, FAO experts use an indicator called "water stress," or the level of pressure on water resources. It reflects the ratio of water withdrawal to available water. Central Asia faces water stress due to its water use patterns: agriculture accounts for 82 percent of all water withdrawals in Central Asia.

Despite this, according to FAO, positive trends in resource management have been recorded in the region. For example, total freshwater withdrawals decreased by 9 percent (from 123 million m³ in 2015 to 112 million m³ in 2022), and water stress levels decreased from 76.8 percent to 70.2 percent—a decrease of 8.6 percent.

Global indicators

A review of data shows that pressure on freshwater resources is increasing in all parts of the world.

In 2022, the global average water stress level reached 18 percent, but in some regions it is significantly higher:

North Africa – 121 percent; South Asia – 76.7 percent; Central Asia – 70.2 percent; West Asia – 65.1 percent.

High levels of stress mean that annual water withdrawals approach or exceed natural replenishment, threatening the sustainability of aquatic ecosystems and economies.

Agriculture remains the largest consumer of water

FAO notes that agriculture remains the largest water-using sector in the world.

Europe and North America, however, use a relatively small share of water in agriculture – 34 percent – but are responsible for almost half of global industrial withdrawals (47 percent).

According to FAO estimates, improvements in water use efficiency are noticeable in several regions, including Central Asia. However, high levels of stress in most arid regions highlight the need for long-term adaptation and sustainable management.

INTERVIEW | "Iraq is a success story" – Head of the UN Mission in the country, which is concluding its work

December 12, 2025 Peace and security

United Nations Assistance Mission for Iraq (UNAMI) will complete its work On December 31, 2025, 22 years after its establishment, Mission Head Mohamed Al-Hassan spoke to UN News about the key achievements achieved over two decades and how the UN will continue to support the country.

According to the head of UNAMI, the decision to end its mission reflects new realities. "When this Mission began its work in 2003, Iraq was a very different country," Al-Hassan noted. Thanks to the dedicated efforts of the Iraqis themselves, as well as the support of the international community, he continued, Iraq is ready to move "to the next stage – strengthening its sovereignty and territorial integrity."

The mission was successfully completed.

Members of the Security Council, which through its resolutions established UNAMI and repeatedly extended its work, highly praised the results of its activities, the Mission's representative noted.

He added that the successful completion of UNAMI's work is reflected in the upcoming visit of the UN Secretary-General to Baghdad. Antonio Guterres will travel there on Saturday, December 13, "to participate in a ceremony where Iraqis and the diplomatic community will say 'thank you' to the UN for the work it has done."

The head of UNAMI noted three key results: improved security, holding elections, and supporting human rights.

United Nations News Service

The UN mission, Al-Hassan explained, assessed the security situation and the performance of institutions during the 2024-2025 electoral processes, including elections in the Kurdistan Region and the parliamentary elections on November 11: “These were the fairest, freest and most peaceful elections [in the country’s history].”

In addition, he said, the UN, with the support of the international community and the coalition, helped Iraqis defeat ISIS (Daesh).

Another achievement is progress in human rights. In 2026, Iraq will become a member of the UN Human Rights Council – a move Al-Hassan called "a huge achievement for a country that survived the dictatorship and terror of ISIS."

There is progress, but problems remain

He also listed the remaining challenges: preventing child marriage and gender-based violence, and protecting minority rights.

The head of UNAMI noted that the UN was deliberately striving to ensure that the advancement of women's rights became an internal Iraqi process: "What comes from outside can be perceived as an imposition. We wanted Iraqis to advance these issues themselves."

UNAMI

Furthermore, one of the most problematic issues remains the situation of internally displaced persons, numbering over a million. The situation is particularly dire for the nearly 100,000 Yazidis who remain in camps.

Al-Hassan recalled that this community "survived horrors at the hands of ISIS: girls were sold, many survived kidnappings, rape, and forced marriages." He expressed hope that the government and international partners will help people "return to the homes from which they were driven, particularly in Sinjar."

The UN remains in Iraq

A UNAMI representative clarified that the Mission's closure does not mean the UN is leaving Iraq.

"All specialized UN agencies will remain: UNICEF, the World Health Organization, the International Organization for Migration, the Office of Human Rights, the UN Development Program… Even new offices are opening – the World Bank and the IMF," he noted.

The Head of Mission emphasized that Iraq has significant economic potential, including large oil fields, and therefore the country does not need charity, but the support and cooperation of the international community.

Success story

"Iraq is a success story," Al-Hassan said.

According to him, this country—the cradle of civilization—possesses unique cultural and religious diversity. He noted that Iraq is home to Christians, Shia and Sunni Muslims, Yazidis, Sabians, Zoroastrians, Jews, and representatives of many other communities.

"This is a country that can become a model for the Middle East—an example others can follow. Therefore, my message to the international community and neighboring states is: give Iraq and the Iraqis a chance to prove they deserve the freedom they paid a very high price for," the UNAMI chief emphasized.
