Prime Minister Mikhail Mishustin signed an order approving the Concept for the Development of First Aid through 2036. Its goal is to create conditions for large-scale public training in first aid skills and the practical application of these acquired skills to save lives.

The first stage of the concept implementation is planned from June 1, 2026 to 2027. The second and third stages are for 2028–2030 and 2031–2036, respectively.

The concept's implementation will involve a wide range of participants—educational, public, non-profit, and scientific organizations, public associations, employer associations, the expert community, and active citizens—and ensure their interaction with government agencies on matters of first aid development.

Cooperation between business and the government is also expected to develop on these issues. This includes supporting initiatives to develop and implement programs aimed at increasing first aid literacy through internal corporate education, establishing permanent first aid education centers, and engaging businesses in volunteer activities related to first aid.

An action plan for implementing the concept will be developed by the Ministry of Health and submitted to the Government within the next six months.

BEIJING, March 28 (Xinhua) — The China Manned Space Administration (CMSA) announced that it will start accepting proposals from April 1 for a human space exploration program aimed at addressing critical strategic, fundamental, and advanced scientific challenges such as ensuring long-term healthy human existence during future space station and lunar landing missions.

This program aims to create an atlas of the human body in space, build a database of human body research in space, and obtain a number of innovative scientific results that could benefit both the health of astronauts on long-term orbital flights and the population of Earth.

URUMQI, March 28 (Xinhua) — A container truck with TIR (Transport International Road) marking left the Irkeshtam Port in northwest China's Xinjiang Uygur Autonomous Region on Friday, marking the successful completion of China's first international transport operation under the TIR multimodal transport scheme.

This shipment of loaded goods, consisting of 32 packages of Chinese-made auto parts, was dispatched on March 16 from Xianyang International Airport in Xi'an. It was then transported by rail from Xi'an to Kashgar, then transited via TIR through the Irkeshtam border crossing, and will ultimately be delivered to Uzbekistan. NEW YORK, March 28 (Xinhua) — Two schoolchildren were killed in a school bus crash in the US state of Tennessee on Friday, local media reported.

A school bus carrying 25 students and five adult staff members from Kenwood Middle School was involved in a multi-vehicle crash in Carroll County, Nashville's WZTV reports.

JINAN, March 28 (Xinhua) — An investigation report was released on Friday into the fatal explosion at a chemical plant in Gaomi City, Shandong Province, east China. The incident has been classified as a "major accident caused by poor industrial safety," local authorities said.

The explosion that occurred at Shandong Youdao Chemical Co., Ltd. on May 27, 2025, killed 12 people, injured 19, and caused direct economic losses of 58.6 million yuan (approximately US$8.48 million).
