Prime Minister Mikhail Mishustin signed an order approving the long-term budget forecast—until 2042—and extending it for another six-year period.

In preparing the document, the objectives of achieving the national development goals approved by the President, the need to fulfill social obligations to citizens, and the implementation of national projects and state programs were taken into account.

The budget forecast was prepared based on two long-term socio-economic development forecast options prepared by the Ministry of Economic Development: the baseline and the conservative ones.

The baseline budget forecast scenario assumes steady growth of federal budget revenues in real terms, averaging 2.1% per year, beginning in 2026. Federal budget expenditures are expected to more than double their 2019 levels in real terms by 2042.

The long-term budget forecast contains the characteristics and forecast of federal budget indicators and reflects the dynamics of its key parameters until 2042, including the funding parameters for national projects and state programs beyond the planning period.

Budget forecast parameters are taken into account when forming the budget for the next financial year and planning period, as well as in long-term planning. The budget forecast is developed every six years for 12 or more years based on a long-term forecast for Russia's socioeconomic development.

The final stage of the international "Robot Battle" championship took place in Moscow. Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko attended the opening ceremony. Thirty-two teams from Russia, India, China, Tunisia, Brazil, and Iran advanced to the finals. "Robot Battle" has been held annually since 2023 with the support of the Russian government.

The goal of the "Battle of Robots" championship is to popularize engineering professions in Russia, support modern digital technologies, and train future specialists in this field and develop their practical skills.

"The Robot Battle is a unique platform where engineers and programmers can showcase not only their skills but also their creativity. Here, they have the opportunity to put their theoretical knowledge into practice and bring their innovative ideas to life. Such events help develop engaged professionals and give them the opportunity to realize their talents at such a young age. The government actively supports young people's interest in robotics and digital technologies, because it is their hands that will shape the future digital economy and Russian technologies," said Dmitry Grigorenko.

The Deputy Prime Minister also noted that the "Battle of Robots" is growing in scale each year, and its geographic reach is expanding, reflecting growing interest in robotics among young people. More than 450 people participated in the third season of the championship: 112 teams from eight countries (Russia, Belarus, India, Iran, Kazakhstan, Tunisia, China, and Brazil). This is almost double the number of participants in the first season in 2023 (267).

The event attracts not only the participants who create robots for the competition but also spectators. Over the past three years, live broadcasts of the "Robot Battle" have been watched by over 62 million people, and over 56,000 people have attended the championship stages in person (excluding the results of the final stage of the 2025 season).

The "Robot Battle" is open to schoolchildren and students, as well as private hobbyists and company representatives. The competition is held in two categories: "Robot Battle" (up to 110 kg) – for participants of all ages; and "Mini-Robot Battle" (up to 1.5 kg) – for participants aged 10–17.

A key feature of the championship is its active engagement with IT companies. The most promising participants of the "Battle of the Robots" are sent to robotics internships: in 2025, 10 internship agreements have already been signed with leading Russian IT companies. Thus, the championship serves as a bridge between young professionals and the industry: participants not only have the opportunity to demonstrate their engineering skills but also the chance to transition to real-world professional practice and meet future employers. Thirty participants have already passed the preliminary selection and are ready for internships, and two more have received offers and have begun their internships.

The final stage of the 2025 Robot Battle Championship was held under the coordination of the Russian Ministry of Digital Development, Communications and Mass Media and with the support of the Moscow government.

In Kaliningrad, Deputy Prime Minister Tatyana Golikova chaired a meeting of the Government Commission on the Socioeconomic Development of the Kaliningrad Region, visited the new outpatient clinic of City Hospital No. 2, participated in the VDvizhenie youth award ceremony, and the opening of the new regional TASS center.

Opening the meeting of the Government Commission on the Socioeconomic Development of the Kaliningrad Region, Tatyana Golikova noted the gradual recovery of economic growth in the country's westernmost region and the contribution of SEZ residents to its development.

"A special economic zone operates throughout the Kaliningrad region. Currently, there are over 300 residents in the SEZ. They have invested over 320 billion rubles in a wide range of industries: from manufacturing, agriculture, and auto assembly to fisheries, information technology, and tourism, and have created over 31,000 new jobs," the Deputy Prime Minister noted.

Tatyana Golikova recalled that the Kaliningrad Region retains its status as a geostrategic territory in Russia's new Spatial Development Strategy, which entails prioritizing support for the region through federal initiatives. One of the key instruments of this support is the state program "Socioeconomic Development of the Kaliningrad Region." By presidential decision, an additional 5.7 billion rubles will be allocated from the federal budget for the program's activities beginning in 2026.

Tatyana Golikova paid special attention to healthcare issues.

"We are increasing our support for healthcare. This is a priority for the region's development, given its location," stated Tatyana Golikova. According to her, 37.8 billion rubles were allocated to healthcare in the Kaliningrad Region in 2025, a 15.6% increase from 2024. The cost of the regional state guarantees program for the basic compulsory medical insurance program in the region increased by 18.1% compared to last year.

"The opening of modern medical facilities is undoubtedly contributing to the development of the region's healthcare system. The oncology center, which opened last year, has noticeably gained momentum. Specialized patients are receiving the necessary medical care," said Tatyana Golikova. "Today, we visited the new outpatient clinic of City Hospital No. 2 in Kaliningrad, which will reopen next month after a major renovation. This will improve the accessibility and quality of medical care for more than 32,000 residents. I hope the regional leadership will ensure all the necessary conditions for this."

Reporting on the current situation in the region, Governor Alexey Besprozvannykh confirmed the growth of key economic indicators.

"Based on the ten-month results of this year, key sectors of the Kaliningrad Region's economy are showing growth, including industrial production, which is up 8.5%. This suggests a recovery from the 2022–2023 downturn. Despite challenging weather conditions, agricultural production remained at last year's level. By the end of the year, we expect gross regional product growth of at least 2.4%. And next year, taking into account the impact of major industrial projects, we forecast GRP growth in comparable prices of 6%," said Alexey Besprozvannykh.

Economic growth, he said, allows for strengthening budget revenues while fully fulfilling social obligations. In 2025, social security spending will increase by almost a third (31.6%), and infrastructure investment by 17.8%.

According to Alexey Besprozvannykh, presidential national projects are an important tool for regional development.

"We are grateful to the Government of the Russian Federation for its ongoing attention to the region and its support – federal funding for national projects implemented in the region in 2025 totaled 16.3 billion rubles. An additional 14 billion rubles were financed from the federal budget for the state program 'Socio-Economic Development of the Kaliningrad Region,'" the regional governor said.

Members of the government commission discussed the implementation of the state program for the socio-economic development of the Kaliningrad region, major investment projects, and proposals to improve the competitiveness of the Kaliningrad SEZ.

As part of her working visit, Tatyana Golikova also took part in the ceremonial opening of the TASS Kaliningrad regional information center.

"This is a special western territory for Russia, located between two NATO countries and simultaneously demonstrating, despite any external sanctions, both Russia's development and the development of the Kaliningrad region. And of course, here and in these conditions, objective, up-to-date information is especially important, which we have always traditionally received from TASS. This is not just a news agency; it is an agency that defends the country's sovereignty," said Tatyana Golikova. She added that TASS is the most cited agency abroad, and its achievements were recognized last year with the Order "For Valiant Labor." The TASS Kaliningrad Regional Information Center, along with centers in St. Petersburg, Yekaterinburg, Novosibirsk, Pyatigorsk, Vladivostok, and Rostov-on-Don, became the agency's seventh representative office in Russia.

At the end of the day, Tatyana Golikova and Alexey Besprozvannykh took part in the awards ceremony for the annual youth public recognition award "VDvizhenie."

The award winners – researchers, creators, volunteers, leaders, and mentors – were selected in 11 nominations (Grant Project of the Year, Achievement of the Year, First of the Year, Leader of the Year, Mentor of the Year, Young Patriot of the Year, Event of the Year, Project of the Year, Organization of the Year, Good of the Year, and Youth Space of the Year).
