Why are major banks advocating for changes to call labeling regulations?

Outgoing call labeling is a legal requirement aimed at combating fraud and spam. Since September 1st of last year, businesses making bulk calls have been required to enter into paid contracts with telecom operators, with subscribers having the right to refuse such calls. The current requirements have not been met with satisfaction. banks, who identified several problems associated with the implementation of the labeling law:

Not all calls made by banks are mass calls; most are personalized; telecom operators have been granted the right to block any calls unless the bank has signed a contract with them; criteria for defining mass calls are not established by law, which leads to abuse by operators; the rate of 0.25 rubles for each call, including unsuccessful ones, is excessive.

Banks' key complaint is the high cost of call labeling services, which forces businesses to pay not just for the call itself, but even for the attempt to reach the client.

What rules for mass calls are banks proposing to implement?

Major Russian banks are proposing a change to their approach to call labeling. The relevant requirements are outlined in a package of amendments to the "Antifraud 2.0" bill. Specifically, the proposals include:

Create an exception for mass calls made in compliance with regulatory requirements—labeling will not be required for these calls; eliminate the possibility of telecom operators obtaining unjustified economic benefits; and establish an alternative method for labeling calls—through the centralized Antifraud platform.

"This initiative doesn't stand up to scrutiny—banks are looking for a loophole to circumvent the ban on spam calls by offering to treat themselves like government agencies," T2 operator noted.

Telecom operators rejected the initiative, believing that such an approach would lead to chaos and lack of transparency in the industry. Banks were accused of trying to sell their products at any cost, even if the client had opted out of mass calls. The proposal will be considered during the second reading of the "Antifraud 2.0" bill.

Specialists from Rosneft's Tyumen Research Institute have created a unique seismic facies model of the Russkoye field, which will allow for more accurate determination of oil-bearing zones during well drilling.

Extensive work to develop the model included studies of sedimentation conditions, wave field characteristics based on seismic data, and well data analysis. The model was tested in 90 wells and confirmed its high effectiveness.

This innovation provides a more detailed understanding of the geological structure of the subsurface. The model has doubled the accuracy of reservoir top location and increased the accuracy of oil-saturated thickness by a third. Implementing the model into the drilling support strategy will allow the Company to increase well potential and improve the economics of the project to develop Russia's largest high-viscosity oil field.

Developing technological potential is a key element of the Rosneft-2030 strategy. The company prioritizes innovation, identifying technological leadership as a key factor in competitiveness in the oil market.

Specialists from the Ufa Scientific Institute and the Rosneft Center for the Development and Implementation of Science-Intensive Technologies have improved the corporate software package for geological modeling, RN-GEOSIM.

RN-GEOSIM version 3.0 expands the capabilities for creating large 3D models for geological modeling of unique fields such as Priobskoye and Samotlorskoye. Furthermore, models can now include complex geological structures such as inclined faults, pinch-out zones, and displacements of rock layers.

The new version of the software package can automatically—with minimal user intervention—create models and perform their assessment, which allows for a 15% acceleration in the construction of geological models.

The economic impact of implementing RN-GEOSIM exceeds 700 million rubles annually due to the elimination of costs for the acquisition and technical support of third-party software.

RN-GEOSIM is currently building 80% of the Company's new geological models, and is transitioning to 100% implementation. By 2025, more than 180 models of the Company's fields will have been built using the software suite.

Rosneft is a leader in the development and implementation of innovative technologies for the sustainable development of the oil and gas industry and the only Russian oil and gas company with its own line of import-substituting software.

At the Gorky Film Studio, subordinate to the capital Department of Culture, regularly offers excursions for the whole family. There are 13 programs in various formats to choose from.

Costumes and creative workshops

Visitors can expect educational quests that reveal the secrets of filmmaking, tours featuring rare archival materials and film footage, themed routes, and audio promenades.

Each excursion begins with a concept. The tour guide then develops the route, determines the group's stops, and builds a program tailored to the group's age range.

New features include combining tours with creative workshops. For example, as part of the "Kingdom of Fairytale Costumes" program, participants not only learn the secrets of the sewing workshop but also try their hand at being a costume designer, creating outfits using ribbons, beads, lace, and colored paper. The tour is offered on a regular basis by appointment only, please call 7 (499) 181-03-59 or email excursions@gorky-film.ru.

Each tour begins with a story about the film studio's history. On the tour "The Passage of Time: From the Rus Film Studio to the Gorky Film Studio," guests will stroll through legendary corridors, peer into the screening room where films were approved by the USSR Goskino commission, see the studio with its green screen, and examine exhibits including photo test albums, director's scripts, and behind-the-scenes photos. This tour is offered regularly by appointment only, please call 7 (499) 181-03-59 or email excursions@gorky-film.ru.

In good weather, tour groups head to the "Walk of Stars" near the film studio building, where outdoor stands displaying movie posters are located. A monument to the creators of "Seventeen Moments of Spring" is also located in the square near the studio. The sculpture depicts writer and screenwriter Yulian Semenov, director Tatyana Lioznova, and the lead actor, Vyacheslav Tikhonov.

"The groups come in all shapes and sizes. Some are interested in learning more about the technology, while others are captivated by stories about costume designers. Older visitors are often interested in the stories of Tatyana Lioznova, Stanislav Rostotsky, and Alexander Rowe. But everyone, without exception, wants to learn about the modern filmmaking process and get the chance to experience the other side of the screen," said Natalya Egorova, tour guide.

Excursions for people of all ages

Programs can be tailored not only to interests but also to age. For elementary school students, we've created a quest tour called "Secrets of the Film Studio! In Search of the Golden Lion."
