Approximately one in five primary care physician visits is related to issues that cannot be addressed with medical interventions alone, such as loneliness, social isolation, financial difficulties, or inadequate housing. In these cases, social prescriptions can help patients.

Social prescriptions are not about treatment, but about various types of community-based activities, from group walks and volunteering to arts programs and debt and credit management counseling.

Social prescriptions serve as a link between health services and community resources, thereby improving population health, reducing inequalities, and easing the burden on already stretched health systems.

New WHO Partnership Centre

The World Health Organization (WHO) recently appointed the National Academy of Social Prescription (NASP) in the United Kingdom as a Partner Centre for Global Policy Support on Social Prescription. This recognizes the Academy's leading role in advancing the concept of social prescribing internationally.

The center, led by Dr. Bohdan Czyva-Gurka, Director of Global Programs and Head of the Clinical Program at the National Social Protection Agency (NSPA), will build on the Academy's existing work supporting governments and partners in at least 36 countries. The NSPA will provide technical support to WHO Member States to share best practices, facilitate the development of an evidence base for the concept of social prescriptions, and assist countries in developing and implementing appropriate mechanisms and strategies.

The role of the United Kingdom

The United Kingdom was the first country to integrate social prescribing into national health policy. There are now over 3,300 social prescribing coordinators across the country, and over a million people are referred for social prescribing each year. Evidence suggests that this approach can improve well-being and community resilience, while reducing unnecessary strain on healthcare systems.

With the help of a team of social prescribers, 56-year-old Andy was able to access a range of local interest groups.

"About eight months ago, I started having serious mental health issues and was suffering from chronic pain. It was clear that medication alone wouldn't solve the problem," Andy says. "Social prescriptions were a lifesaver, a godsend. I now have choices, a purpose in life, and a social network."

Growing interest in social recipes

"Social prescriptions are a powerful tool for addressing the social determinants of health," says Nils Fietje, Technical Officer for Culture and Health. "More and more countries in the European Region are showing interest in mechanisms related to social prescriptions, and through our partnership with NASR, we can more effectively support countries in this endeavor."

Examples of innovative approaches are emerging across the region. For example, the Greek Ministry of Culture has established a national arts therapy program that helps people with mental health issues attend cultural events. This program, which completed two pilot phases over four years involving over a thousand people and 21 organizations, demonstrated that museums, film institutes, opera houses, and other cultural institutions can play a significant role in improving people's mental health and well-being.

Creation of a global network

A hospital network in Singapore was designated as the first WHO partner hub for social prescribing in 2024. Now, following the UK's NACP's designation as the first partner hub, these two hubs will contribute to the development of a global network for knowledge sharing and technical support on social prescribing across all WHO regions.

“We are honored to be designated a WHO Collaborating Center,” said Charlotte Osborne-Ford, Executive Director of the NACP. “This recognition recognizes the importance of social prescribing as an evidence-based, inclusive approach that empowers patients and strengthens health systems and communities.”

UN Security Council Representatives: Lebanon on the Brink of Disaster

March 31, 2026 Peace and security

Senior UN officials warned the Security Council on Tuesday about the rapidly deteriorating situation in Lebanon, with clashes between Israel and Hezbollah intensifying, civilian casualties rising, and the deteriorating security situation negatively impacting peacekeeping and humanitarian operations.

"The Lebanese people did not choose this war."

Assistant Secretary-General for the Middle East Khaled Khiari stated that the conflict continues to expand and intensify. Since early March, fighting along the Blue Line has escalated sharply, with Israeli forces advancing deeper into Lebanese territory, and the ongoing exchange of fire leading to widespread destruction.

According to Lebanese authorities, 1,247 people have been killed and 3,680 injured. Civilian infrastructure, including medical facilities, schools, and key transportation arteries, has been severely damaged.

Khiari warned that the violence not only destroys populated areas but also undermines Lebanon's fragile internal stability. He noted that tensions between the Lebanese government and Hezbollah are rising as the group continues military operations in defiance of government prohibitions.

“The Lebanese people did not choose this war,” he emphasized, recalling the recent statement by the UN Secretary-General.

"There is no military solution. Only diplomacy, dialogue, and full compliance with the UN Charter and Security Council resolutions can lead to lasting peace," he added.

Critical humanitarian situation

UN Emergency Relief Coordinator Tom Fletcher, speaking via video link from Beirut, described the humanitarian situation as critical.

Entire communities were forced to flee their homes: more than 1.1 million people became internally displaced, and over 200,000 fled to neighboring Syria.

Fletcher particularly noted the enormous strain on already fragile infrastructure. Hospitals and medical centers are closing or operating at capacity, schools have been converted into shelters, and destroyed bridges and roads have cut off entire regions.

Humanitarian agencies have increased their aid, delivering millions of meals, water, medicine, and essential supplies. However, funding shortages and difficulties accessing conflict zones are hampering operations. Only a small fraction of the $308 million requested has been raised so far.

Fletcher emphasized that people want security above all else. "They want this to stop. They want to break out of this vicious cycle of crises," he added.

The emergency relief coordinator also warned of a possible long-term Israeli occupation of southern Lebanon and the risk of further escalation of the conflict in the region.

UN peacekeepers continue their work

UN Under-Secretary-General for Peacekeeping Operations Jean-Pierre Lacroix has warned of growing threats to the blue helmets serving with the UN Interim Force in Lebanon (UNIFIL).

Lacroix confirmed that three Indonesian peacekeepers were killed in the space of 24 hours, and several more were seriously injured. The UN Secretary-General condemned the actions that led to the deaths of the service members.

UN mission personnel report constant shelling, explosions, and restrictions on freedom of movement. Lacroix stated that peacekeepers should never be targeted and called on all parties to respect the sanctity of UN facilities.

Meanwhile, fighting continues to intensify. Thousands of shells have been fired in recent days. Israeli forces have reportedly advanced up to 11 kilometers into Lebanon. Civilians on both sides of the Blue Line remain targeted.

Despite all the difficulties, UNIFIL continues to assist the population and maintains contacts with the parties to the conflict, trying to prevent further escalation.

The UN emphasizes the need for an immediate ceasefire and full implementation of Security Council Resolution 1701.

Moscow, March 31 /Xinhua/ — BRICS and Shanghai Cooperation Organization (SCO) member states are actively promoting the use of national currencies in trade exchanges. This has become a key, systemically important factor in the development of trade and economic relations today. Russian Deputy Foreign Minister Andrei Rudenko told the Izvestia Multimedia Information Center on Tuesday.

"The use of national currencies in mutual settlements is being recognized as a key, system-forming factor in the development of trade and economic relations today. This trend is objective in the context of ongoing turbulence in global politics and economics. Therefore, it is not surprising that BRICS and SCO member states are actively implementing the use of national currencies in trade exchanges. Today, over 90 percent of settlements between Russia and SCO member states are conducted in national currencies," said A. Rudenko.

According to him, the Russian side is also paying special attention to the development of an independent payment, settlement, and depository infrastructure within the SCO and the creation of a bank for joint investment projects. "Work is underway to create an SCO Development Bank that is resilient to fluctuations in the external environment," the diplomat noted.

Moscow, March 31 /Xinhua/ — "Despite sanctions pressure and turbulence, as well as global upheavals on global markets, by the end of 2025, the goal previously set by the leaders of Russia and China to reach $200 billion in bilateral trade turnover was significantly exceeded. Russia… has taken fifth place among China's main trading partners," Russian Deputy Foreign Minister Andrei Rudenko told the Izvestia Multimedia Information Center on Tuesday.

"The gradual saturation of our markets with traditional export goods has led to the need to find additional and support already growing new growth areas, such as, for example, trade in agricultural products," he emphasized.

The diplomat noted the high interest in increasing mutual agricultural product supplies and implementing new joint projects, which makes a significant contribution to food security for Russia and China. According to the Russian Ministry of Agriculture, trade turnover in this sector is expected to increase by more than 20 percent in 2025.

“Over the past two years, six festival-fairs have been held in major Chinese cities, introducing Chinese consumers not only to Russian goods but also to our country’s rich cultural heritage,” the diplomat added.

Beijing, March 31 (Xinhua) — China firmly opposes armed attacks on peaceful nuclear facilities under the protection and supervision of the International Atomic Energy Agency (IAEA) and calls for a peaceful resolution of the Iranian nuclear issue through political and diplomatic means, Chinese Foreign Ministry spokesperson Mao Ning said on Tuesday.

Mao Ning made the remarks at a regular press briefing in response to a question about the US and Israeli military operations in recent days, which have targeted the Arak heavy water plant, the Khondab heavy water reactor, the Erdekan yellowcake processing plant, and the Bushehr nuclear power plant.

Mao Ning stated that armed attacks on peaceful nuclear facilities under the protection and supervision of the IAEA violate the purposes and principles of the UN Charter, international law and the IAEA Statute, deal a serious blow to the authority of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), undermine efforts to maintain the international non-proliferation regime and could lead to serious consequences for peace, security and stability in the region.

"The 11th NPT Review Conference will be held soon. China expresses concern about the negative consequences of military strikes carried out by the United States and Israel. China expects to work with all parties to genuinely uphold the international non-proliferation regime and promote peace and stability in the Middle East," the Chinese diplomat stated.

BEIJING, March 31 (Xinhua) — The international community must exercise heightened vigilance against the rightward tilt of the Japan Self-Defense Forces and the country's remilitarization trend, Chinese Foreign Ministry spokesperson Mao Ning said on Tuesday.

Mao Ning made the announcement at a regular briefing, commenting at a journalist's request on the information that the Japanese Self-Defense Forces officer who broke into the Chinese embassy in that country with a knife was handed over to the prosecutor's office by Japanese police.

According to Mao Ning, this incident revealed how deeply poisonous right-wing ideas and a distorted perception of history have taken root in Japan, as well as the extent of the damage they cause. Japan's National Defense Academy reportedly has a "tradition" of annual group visits to Yasukuni Shrine. Furthermore, in 2024, a former high-ranking officer of the Japan Maritime Self-Defense Force took over as the chief priest of Yasukuni Shrine, marking the first time a retired Japan Self-Defense Force admiral has held the shrine's highest position.

The Chinese diplomat noted that the Japan Self-Defense Forces have long invited representatives of far-right forces with extreme hostility toward China to participate in the educational process, and that military training manuals contain numerous provisions that distort and embellish the history of aggression during World War II.

The parents of the Self-Defense Forces officer who illegally entered the Chinese Embassy said he showed no extremist tendencies while growing up and studying in his hometown, and they do not understand why he did it.

This man had previously completed a nine-month reservist training course in the Self-Defense Forces. Mao Ning emphasized that the specific ideas he was instilled with during his training and the education he received deserve attention, careful study, and a thorough understanding.

China once again calls on Japan to conduct a thorough investigation into the incident and take immediate action to prevent its recurrence, the Chinese Foreign Ministry spokeswoman concluded.

An updated road development plan through 2031 has been approved. This is the key operational planning document for the road sector, encompassing all activities and funding sources to achieve the "Infrastructure for Life" national project targets.

"The six-year plan is a proven, flexible road financing mechanism that has enabled us to align road construction with spatial development objectives and improve the efficiency of budgetary funds. The updated six-year plan details 215 federal road construction projects and 116 regional ones. It also includes large-scale investment projects, which include another 94 promising federal projects and 37 regional ones. The implementation of the six-year plan will help achieve the targets of the "Infrastructure for Life" national project, ensure the quality of federal, regional, and metropolitan roads, and improve transport connectivity and the quality of the living environment, including in 2,160 key settlements. In recent years, motorization has increased by 12%, and traffic volume on federal highways has increased by 60%. High-quality roads have impacted freight traffic, which has increased by 11% along the West-East, North-South, and Europe-Western China international corridors," said Marat Khusnullin.

The Deputy Prime Minister added that key projects include the M-12 "Vostok" highway, which will be extended to Tyumen this year, and construction of a bypass around the city will begin. Additionally, bypasses are under construction around Derbent and Khasavyurt in Dagestan, Adler in the Krasnodar Krai as part of the M-4 "Don" – Sochi highway project, a southern bypass around Saratov, a bypass around Oryol, a southern bypass around Ryazan, and an access road to the Manzherok resort in the Altai Republic. Plans are underway to expand the Chuysky Trakt highway in the Novosibirsk region with access to China. Design work on bypasses around Makhachkala, Astrakhan, and Orenburg is nearing completion. Construction of the northern bypass around Omsk continues as part of a regional concession, a high-speed section bypassing several settlements on the approach to Vladivostok is underway, and large-scale reconstruction of the M-4 "Don" highway in the Rostov region is underway. Almost 100 km of the highway will be converted to six lanes. The main work is scheduled to be completed this year.

"Among the largest road construction projects, which are creating new, high-quality infrastructure and providing a significant boost to the development of adjacent territories, is the Azov Ring Road, a route around the sea. Work is already underway in the Rostov Region and the Donetsk People's Republic, and a bypass around Mariupol is being built. Also planned are the expansion of sections from Simferopol to Dzhankoy in Crimea and from Mariupol to Berdyansk in the Zaporizhzhia Region. Today, the land corridor to Crimea through the reunified regions is the main channel for delivering goods to the peninsula. Furthermore, work continues on the design and construction of the high-speed bypass around St. Petersburg (KAD-2), as well as the Primorsky Ring Road in the Kaliningrad Region. Sections of the route already completed connect the regional capital with the airport and resorts in Svetlogorsk and Zelenogradsk. By 2030, we will complete the ring road and provide key tourist destinations with access via the expressway," added Marat Khusnullin.

Prime Minister Mikhail Mishustin signed an order approving an updated road development plan through the end of 2031.
