Exclusive: The National Development Planning Law defines the legal framework for making key decisions in China's socio-economic development, according to an expert from the Institute of Socio-Economic Analysis of the Russian Academy of Sciences.

Moscow, March 13 /Xinhua/ — The National Development Planning Law, adopted at the Fourth Session of the 14th National People's Congress (NPC), is the first regulatory legal act in China's history regulating the national strategic planning system. It will create a legal framework for key decisions regarding China's socioeconomic development, allowing investors, including foreign companies, to plan their activities over the long term. This opinion was expressed by Pavel Troshchinsky, Director of the Center for Political Research and Forecasting at the Institute of China and Modern Asia of the Russian Academy of Sciences (ICSA RAS), in an interview with Xinhua.

"The National Development Planning Law will, at its core, define the legal framework for China's major future strategies. The law will create a legal foundation for key decisions in national and socioeconomic development, opening up new opportunities for both government and business in various areas of mutually beneficial cooperation," he said.

As P. Troshchinsky noted, until now, five-year plans for national economic and social development and various strategies had the status of party documents or State Council resolutions, making them mandatory for implementation but not codified into law with clear procedures and accountability. "This law legalizes, that is, establishes a legal mechanism for planning: it defines the stages of plan development—from proposal to approval, delineates powers between the center and the regions, and establishes procedures for public review and implementation monitoring," the expert explained, adding that the law transforms planning from a CPC directive into a public legal institution, where development goals become legally binding guidelines for all economic actors.

The Xinhua source also pointed out that the law enshrines the principle of unified planning, ensuring the coordination of spatial, sectoral, and regional development. Furthermore, the law imposes strict continuity requirements. "New plans must logically follow from previous ones, prohibiting abrupt shifts in priorities when local administrations change personnel. The law also regulates mechanisms for adjusting plans in the event of force majeure, making this process transparent and justified," he explained.

According to P. Troshchinsky, the adoption of this law plays a key role in ensuring the stability, continuity, and predictability of China's socioeconomic development. For example, the law legally establishes long-term goals—through 2035 and 2049—making them independent of political cycles and personnel turnover.

The Russian expert emphasized that special attention is being paid to the participation of businesses and experts in the discussion of draft plans, which increases their feasibility and consideration of market factors. "Thus, the law creates a framework for the state's entire socioeconomic policy, linking the party's ideological principles, the government's budgetary capabilities, and market expectations," he said.

Assessing the significance of this law for investors, including Russian businesses, P. Troshchinsky noted that companies receive a guarantee that the "rules of the game" laid out in the current plan will not be rewritten. "Clearly defined planning procedures allow businesses to foresee the state's direction: which industries will be supported, which regions will receive preferences, and where infrastructure construction will be focused. This reduces uncertainty and allows companies to build long-term investment models, confidently investing in joint investment projects with China," the expert asserted.

As living standards in China improve, public health is becoming a key national priority. At the recently concluded annual sessions of the National People's Congress (NPC) and the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Minister of Agriculture and Rural Affairs Han Jun proposed a proposal to optimize the diet: "Less oil, more legumes and dairy products." In response, NPC deputy Wu Huaxia, manager of the renowned Beijing restaurant brand Duyichu, and custodian of the national intangible cultural heritage—the "Duyichu Choux Pastry Technique"—shared her thoughts based on over two decades of industry experience and observations of Eastern and Western food cultures.

Wu Huaxia believes Minister Han Jun's recommendation is timely and relevant to the public. She noted that some Chinese people currently consume excessive amounts of oil, salt, and sugar, leading to a number of health problems. Therefore, "reducing oil consumption" is a top priority.

Discussing the "addition of legumes to the diet," Wu Huaxia emphasized the nutritional value of soy and its important place in Chinese food culture. "Soy protein is a high-quality protein that is easily digestible. In Chinese cuisine, which has a history of five thousand years, soy products such as soy milk and tofu have always been an important source of nutrients for people." She believes that increasing soy consumption is not only consistent with modern nutritional concepts but also deeply rooted in national traditions.

Regarding the recommendation to "increase milk consumption," Wu Huaxia offered a constructive opinion that reflected respect for cultural differences. She explained that, due to physiological differences, some Asians may experience a certain degree of intolerance to the direct consumption of fresh milk. Therefore, the promotion of "increasing milk consumption" should not be a one-size-fits-all approach. She suggested encouraging people to obtain the nutrients from dairy products through fermented milk products such as yogurt and cheese. "Thanks to the fermentation process, dairy products can be more gentle on the gastrointestinal tract of many Chinese people and promote better nutrient absorption."

As the custodian of a century-old restaurant brand, Wu Huaxia firmly believes that a healthy approach to eating is based on "moderation, appropriateness, and adaptability." "Anything in excess is harmful," she explains. "The Chinese diet used to be simple, but now, as life has improved, consumption of oil, salt, and sugar has increased, leading to the emergence of certain health problems that were previously uncommon. This suggests that, while adopting the beneficial advances of international nutritional science, we must respect our own cultural traditions and physiological characteristics to find the most suitable way of eating."

British media: This small village in Hebei province produces almost all Chinese lanterns

On March 3, the British Broadcasting Corporation (BBC) published an article titled: This small village in Hebei province makes almost all of China's lanterns.

In China, red lanterns are undoubtedly synonymous with the celebration of the Chinese Lunar New Year. Trying to figure out how many lanterns are hung in China during the Spring Festival or other specific holidays is like trying to count the number of trees in the Amazon rainforest. However, even more astonishing is the fact that eight out of ten lanterns in China are produced in one small village in Hebei Province.

Strolling through the streets of Tuntou Village, Meihua Township, Gaocheng District, Shijiazhuang City, you'll discover traces of lantern making everywhere. Peeking through an open door into a courtyard, you'll see a small group of villagers sitting on stools, chatting with each other and simultaneously making lanterns. Walking down the main street, you'll see red lanterns stacked one on top of the other. No one knows exactly how many centuries ago the art of lantern making began in this northern Chinese village, but if you were born in Tuntou Village, you'll be immersed in the atmosphere of lantern making from a very early age.

In our era of high-tech production lines, this small village manages to maintain a monopoly on the lantern market thanks to its handcrafted craftsmanship, which is truly impressive. One elderly lantern maker explains that this is because they can easily satisfy a wide variety of orders, no matter how small.

In the future, perhaps modern manufacturing will find ways to match the village's handcrafted quality, offering an equally diverse selection at competitive prices, but that hasn't happened yet. For now, it's the lantern capital of China, and locals are proud of its reputation.

Net inflows into mutual investment funds (MIFs) increased by more than a third in 2025, reaching 2.8 trillion rubles. This was just short of the 2023 record, when inflows exceeded 2.9 trillion rubles. Closed-end funds continued to account for the bulk of the inflows into MIFs.

However, last year, public interest in open-end bond mutual funds increased, with investments in them growing most rapidly. Money market exchange-traded funds also enjoyed popularity among investors, with returns remaining attractive despite the key rate cut.

The influx of funds and their positive returns accounted for the bulk of the growth in the value of management companies' client assets. In 2025, it grew by a quarter to 32.6 trillion rubles.

The volume of assets under trust management in the fourth quarter reached a new high since the beginning of monitoring in 2017, reaching 3.3 trillion rubles. Unqualified investors, who were exiting mass strategies, continued to be replaced by qualified investors with individual contracts. In total, retail investors invested 172 billion rubles in trust management, compared to 60 billion rubles the previous year.

Marat Khusnullin: Volunteer recruitment for voting on improvement projects has begun.

Translation. Region: Russian Federation –

An important disclaimer is at the bottom of this article.

Russia has begun recruiting volunteers for a nationwide vote on improvement projects. Applications to join the volunteer corps can be submitted starting March 12 on the Dobro.RF platform. Deputy Prime Minister Marat Khusnullin announced the announcement.

“One of the country’s national development goals is a comfortable and safe living environment. The national project "Infrastructure for Life" is an integral tool for achieving this. Within this framework, we are consistently working with regions and municipalities to improve public spaces, and this is yielding tangible results. It is important that residents themselves choose which places in their cities will be transformed. This is why the all-Russian vote on improvement projects, which has been held since 2021 and has garnered 68 million votes to date, has become extremely popular. The voting geography is expanding—1,667 municipalities can now participate. In 2025, the reunified regions joined the vote for the third time, with projects receiving nearly 131,000 votes. Volunteers in this process act as guides for residents, helping them participate in the voting. Over the course of this period, more than 500,000 volunteers have contributed to the improvement of cities. We greatly appreciate their assistance—thanks to the activity of volunteers, more and more Russians are getting involved in addressing their development issues. cities,” noted Marat Khusnullin.

Volunteer support for the project has been ongoing for the sixth year. Volunteer tasks were included in the agenda for discussion at the "There Are Results!" reporting and program forum, held by United Russia in Rostov-on-Don. These tasks include informing residents about public space design projects and helping them vote for their favorite projects through the government services portal, including parks, embankments, squares, pedestrian and recreational areas, and central city squares proposed for improvement. Volunteers also answer citizens' questions about project implementation timelines, how to initiate initiatives and propose their own projects, and more.

"Experience shows that when there's someone nearby who can explain and offer advice, people are much more active in voting. Last year, during the fifth all-Russian online vote, approximately 170,000 volunteers participated and helped 60% of citizens cast their ballots, collecting nearly 9.5 million votes. It's worth noting that residents not only vote for selected projects but also initiate change themselves, proposing projects for improvement during the list compilation stage. This creates a comprehensive feedback system between citizens and government authorities on urban development issues. Volunteers who help residents make their choices are part of the larger process of transforming our country. I encourage all concerned individuals to join the Dobro.RF volunteer team and contribute to Russia's development," said Deputy Minister of Construction and Housing and Utilities Alexey Yeresko.

Among the areas created thanks to voting are, for example, the Energy of Sport Park in the city of Ruzayevka in the Republic of Mordovia, for which over 10,000 people voted; the Molodezhny Innovation Park in the city of Gubkinsky in the Yamalo-Nenets Autonomous Okrug, with its developed infrastructure and art installations, which received 3,000 votes; and the Heroic Pilots Park in the Dzerzhinsky District of Volgograd, with its children's and sports town, which received 24,000 votes.

"The project's volunteer corps has grown exponentially over the past six years. While just over 11,000 volunteers participated in 2021, today it represents hundreds of thousands of people across the country. This growth reflects the coordinated work of regional headquarters, the Dobro.RF team, and the high demand from people to participate. The project gives everyone the opportunity to get involved, see results, and personally influence the future of their city. A new season is upon us, and we are confident that active volunteers and those who are just starting out will continue to strengthen the movement," noted Artyom Metelev, Chairman of the State Duma Committee on Youth Policy, Head of the Dobro.RF ecosystem, and member of the United Russia faction.

In 2026, the all-Russian vote is planned to be held not only in municipalities with populations over 20,000 but also in municipalities where key population centers are located. Volunteers will inform residents about the projects at information points and public spaces and will also assist with voting using a simplified format. Anyone over the age of 14 can become a volunteer.
