Moscow, Sept. 16 (Xinhua) — A performance about the history of Russia and its cultural diversity, “National Show of Russia,” was presented in Moscow on Sept. 15 as part of the international cultural and educational project “Dance Overture of Peace” in the BRICS countries.

“Studying each other’s dance culture and understanding the meanings embedded in it provides support for building friendly relations between peoples and promotes understanding that, at their core, the spiritual and moral values of people from different countries of the world are similar, despite the fact that they have different cultural representations,” noted the author and performer of the project from the Russian side, Elena Tsarenko.

Deputy Minister of Culture of the Russian Federation Andrei Malyshev emphasized that the art of dance is a language accessible and understandable to every person on the planet. “This wonderful overture will certainly find a response in the heart of every sane person in the world,” he said.

The project, aimed at expanding and strengthening friendly ties between the BRICS countries based on common cultural and humanitarian values, was launched at the BRICS summit in Kazan in October 2024. Events within the framework of this project have already been held in the United Arab Emirates and Egypt.

In October, the project will be shown to Chinese viewers, and in 2026, to Indian viewers. The project is then planned to be presented in Brazil, Ethiopia and South Africa. –0–

Sergei Sobyanin took part in a strategy session on the development of high-speed transport

Chairman of the Government of the Russian Federation Mikhail Mishustin held strategic session on the development of high-speed transport links. Participation in it was taken by Sergei Sobyanin.

Opening the meeting, Mikhail Mishustin noted that, on the instructions of the President of Russia, comprehensive work is being carried out to ensure the connectivity of the country's territories and increase the mobility of its citizens. To this end, large-scale tasks are being implemented within the framework of the new national projects "Efficient Transport System" and "Infrastructure for Life".

"First of all, the largest backbone road network is being built, which will connect all of Russia. Railways are being laid, including in the Far East. The possibilities of using inland waterways to organize passenger transportation are also expanding. In the regions, airfields and passenger terminals are being actively modernized," said Mikhail Mishustin.

In the transport sector, advanced digital technologies and services are being actively introduced, allowing passengers to conveniently purchase tickets and check in for their flights in advance, and entrepreneurs, for example, to calculate the optimal route through logistics platforms for sending goods or to issue virtually any accompanying documents electronically.

“It is important that the solutions and innovations being created give an additional impetus to domestic science, industry, related sectors and, in general, strengthen technological sovereignty,” noted Mikhail Mishustin.

Particular attention is paid to the development of technologies for faster travel. The Russian President has approved a scheme for the development of high-speed rail service. The total length of the future network should be over 4.5 thousand kilometers.

"Thanks to this initiative, not only our two capitals will become even closer. The highways will run from Moscow to friendly Minsk, as well as to Yekaterinburg, Adler, Ryazan. They will harmoniously fit into the existing transport framework of the country and open up new opportunities for more than 100 million people," Mikhail Mishustin emphasized.

The first high-speed railway line Moscow-St. Petersburg is currently under construction in Russia. By now, organizational procedures have been completed, funding sources have been identified, and the necessary agreements have been signed with all major parties. Construction and installation work has already begun on the pilot section, and preparations have begun on the rest.

"The planned route will be 679 kilometers long. It will be equipped with a new generation of rolling stock, which will set the highest speed bar in the country – about 400 kilometers per hour. The entire journey will take about two hours and 15 minutes. This is approximately twice the maximum capacity of the best electric trains today, such as Sapsan, Lastochka, and Finist. Of course, we will continue to develop transportation on them – they are popular with passengers. Hundreds of such trains operate on suburban and long-distance routes, and their number will gradually increase," said Mikhail Mishustin.

In addition, as part of the industry plan, the renewal of highways has been accelerated since last year. Particular attention is paid to high-speed highways, which will reduce travel time several times and stimulate the development of cities and towns. More than one trillion rubles of budget and private funds are planned to be allocated for their construction over six years.

By now, the total length of high-speed highways is approaching nine thousand kilometers. The goal has been set to reach an annual rate of launching at least 700 kilometers of new sections, which will be extended to all major agglomerations of the country.

The planned events by 2030 also include the creation of at least 50 bypasses of populated areas. This will help relieve cities of transit traffic, increase traffic on through highways and improve the logistics of interregional transportation.

According to Mikhail Mishustin, it is necessary to develop the infrastructure of all types of transport in a synchronized manner, making comprehensive decisions and taking into account the specifics of multimodal transportation. This will contribute to the achievement of the national goals outlined by the President of Russia and will improve the quality of life of millions of Russians.

KYIV, Sept. 16 (Xinhua) — A bronze statue of Soviet Air Force bomber squadron commander Grigory Kulishenko has recently been erected in the central square of the Ukrainian village of Cherepin (Cherkasy region), nestled among green hills. The funds for the statue were allocated by the Chinese Embassy in Ukraine. The statue is complemented by a red marble stele with the hero's name and honorary titles, including "true friend of the Chinese people," carved on it in three languages – Chinese, Ukrainian and English.

The ceremony of unveiling the statue, which took place in early September, was attended by the Ambassador of the People's Republic of China to Ukraine Ma Shengkun, Deputy Head of the Cherkasy Regional State Administration Oleksandr Turchenyak, relatives of G. Kulishenko, sculptor Veronika Dirova, who worked on the monument together with Nikolai Znoba, representatives of the Cherepin administration, as well as the teaching staff and students of the G. Kulishenko School, which is located directly opposite the monument.

G. Kulishenko was born in Cherepino in 1903 to a family of farmers. In 1934 he graduated from the Military Aviation School, and in 1939, on assignment from the Soviet government, he led a squadron of bombers in China, fighting side by side with the Chinese against the Japanese invaders.

On October 14, 1939, after a raid on the Japanese airfield in Hankou, G. Kulishenko's plane was intercepted by the enemy and seriously damaged. In the sky over Wanxian County (now Wanzhou District of Chongqing), control over the aircraft was lost. Then G. Kulishenko, together with other crew members, made an emergency landing on the surface of the Yangtze River to avoid the death of civilians and save the plane. Two of G. Kulishenko's comrades were able to swim to the shore, but he himself died from his wounds. He was 36 years old.

In his speech, Ma Shengkun recalled that this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. He emphasized that such internationalists as G. Kulishenko, who is always remembered in China, made an invaluable contribution to this great victory.

A. Turchenyak and other Ukrainian officials noted in their speeches that G. Kulishenko contributed to the cause of independence and freedom of the Chinese people, earning the respect of subsequent generations.

“The fact that Kulishenko still enjoys such respect and honor in China after half a century fills us, his relatives, with great pride and feelings,” said 68-year-old Maria Igosheva, G. Kulishenko’s niece, holding back tears.

Yulia Petrenko, who was previously the principal of the G. Kulishenko school in Cherepino, was deeply impressed by the respect with which the Chinese people treat the Soviet pilot. In 2009, the school received the first delegation of Chinese students. The members of that delegation took soil from the yard where G. Kulishenko once lived and took it to China. Later, a letter came from them, which said that they laid flowers on G. Kulishenko's grave and planted trees using the soil taken from his homeland.

Yu. Petrenko added that in 2019, Cherepin's school was named after G. Kulishenko. This was the best tribute to the hero.

Oksana Radchenko has been working at the G. Kulishenko School for many years, and on September 1 of this year she assumed the position of director of this educational institution. She recalls that she received that first delegation of Chinese students and after that she began actively collecting information about China and G. Kulishenko. Now O. Radchenko regularly organizes meetings with the hero's relatives and screenings of the Chinese film "Together with Grigory Kulishenko" for students.

One of the authors of the monument to G. Kulishenko, V. Dirova, said: “This statue will inspire youth generation after generation, reminding us that we have a hero here and in China. He is our common hero, whom we will remember forever.” –0–

SANAA/JERUSALEM, Sept. 16 (Xinhua) — Israeli warplanes carried out airstrikes on the western Yemeni port city of Hodeida on Tuesday, the Houthi-controlled Al-Masirah TV channel reported. The Israel Defense Forces (IDF) confirmed the attack in a statement shortly after.

Houthi militia spokesman Yahya Saria said on the X social network that “our air defense systems are currently confronting Israeli aircraft that are carrying out aggression against our country.” According to him, the defense systems were able to disrupt the operation of some aircraft, forcing them to leave the area before the strikes, but Saria did not specify which air defense systems were used.

Eyewitnesses in Hodeida said the strikes hit three berths of the port, causing large fires. According to Al-Masirah TV, Israeli aircraft carried out at least 12 strikes. There were no reports of damage or casualties.

The IDF said the target of the attack was a Houthi-controlled infrastructure facility in the port of Hodeida. Defense Minister Israel Katz said the air force carried out the strikes as part of Operation Observer, which is aimed at continuing the sea and air blockade of the Houthis. –0–

From one 'hell' to another: Gaza City residents evacuate to the south

September 16, 2025 Humanitarian aid

As Israel continues to bomb Gaza City as part of its escalating military offensive, families with starving children are being forced to move south, from one "hell" to another, the United Nations Children's Fund (UNICEF) said on Tuesday.

The Israeli military has stepped up its offensive on the city, ordering residents to evacuate. UNICEF representative Tess Ingram, based in the southern enclave, called the forced displacement of families a "mortal threat" to Gaza's most vulnerable residents.

"To expect nearly half a million children, exhausted and traumatised by more than 700 days of ongoing conflict, to leave one hell for another is inhumane," she said.

150 thousand people moved to the south of the sector in a month

UN partners monitoring the movement of people in Gaza have recorded nearly 70,000 movements south in the past few days and nearly 150,000 in the past month, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). The only accessible route, the Al-Rashid road, is congested.

Ingram described meeting a mother who had walked more than six hours from Gaza City south with her five children, "exhausted by thirst and hunger," two of whom were shoeless.

She said they, along with tens of thousands of other children, were being sent to a "so-called humanitarian zone" covering al-Mawasi and surrounding areas.

"Sea of Despair"

A UNICEF spokeswoman described the destination of Palestinians evacuating Gaza City as "a sea of makeshift tents and human despair." She stressed that there are not enough resources to even support the hundreds of thousands of people already living there.

The problem of malnutrition among children in the Gaza Strip is becoming increasingly acute, Ingram continued, noting that UNICEF estimates that about 26,000 children in the enclave currently require treatment for the effects of malnutrition, more than 10,000 in Gaza City alone.

Food centers are closed

A UNICEF spokeswoman said the escalation in fighting and evacuation orders this week in Gaza City had forced more feeding centres to close, leaving many children without access to much-needed food aid.

While humanitarian organizations remain in Gaza and continue their operations, “with every bombing and every denial [of aid], it becomes more difficult for them to operate,” Ingram stressed.

According to OCHA, as of last Sunday, humanitarian teams were attempting to organize 17 missions in coordination with the Israeli authorities. In the end, only four were supported, seven were refused, and others encountered obstacles on the ground or were cancelled.

Ingram described the dilemma facing desperate Gazans: “to stay in danger or to flee to a place they know is dangerous.” She recalled that al-Mawasi was attacked about two weeks ago, killing eight children, the youngest three, while queuing for water.

UN Plans to Cut 2026 Budget by $500 Million

Translation. Region: Russian Federal

Source: United Nations – United Nations –

An important disclaimer is at the bottom of this article.

September 16, 2025 UN

The United Nations has completed a revised budget estimate for 2026, proposing cost reductions of more than $500 million and presenting the first measures under the Secretary-General’s UN80 initiative to make the Organization more effective and sustainable in honor of its 80th anniversary.

Revised estimates presented to the UN Advisory Committee on Administrative and Budgetary Questions on Monday project a 15.1 percent reduction in expenditures and an 18.8 percent reduction in staff positions compared with the 2025 budget. The cuts will affect the peacekeeping support budget, which funds personnel and services that support UN missions around the world.

The committee, which advises the General Assembly, will consider the proposals and make its recommendations to the General Assembly's Fifth Committee, where all 193 Member States make decisions on administrative and budgetary matters.

Targeted reductions

In a letter to Member States, Secretary-General António Guterres said the cuts were the result of a comprehensive review of resource allocations, while ensuring a balance between supporting the three pillars of the UN Charter, including peace and security, human rights, and sustainable development. António Guterres stressed that the cuts were “carefully calibrated and targeted rather than across the board.”

Programmes and activities that directly support Member States, especially least developed, landlocked and small island developing States, as well as African development initiatives, have been protected from funding cuts. Support for the Peacebuilding Fund and the Resident Coordinator system has been maintained. The Regional Economic Commissions will not face major adjustments, and the Regular Programme of Technical Cooperation will continue to expand, strengthening support for country development.

Proposals for reform

The revised budget estimates include the first proposals for reform of the UN Secretariat. Among the measures mentioned are the creation of new administrative centres in New York and Bangkok, the consolidation of payroll into a single global team (New York, Entebbe, Nairobi), and the transfer of some functions from high-cost locations (New York, Geneva) to more cost-effective ones.

Additional savings are planned through real estate, including the UN moving out of two rented buildings in New York by 2027. These measures are aimed at reducing duplication, improving quality and ensuring mandate delivery.

Next steps and staff support

The budget proposals will be considered at a hearing of the UN Advisory Committee on Administrative and Budgetary Questions, which starts this week. The documents will then go to the Fifth Committee of the General Assembly, where all 193 member states will make a final decision. A verdict is expected by December of this year. If approved, the changes will be implemented in stages, starting in 2026.

In a message to UN staff, Secretary-General António Guterres acknowledged that the changes ahead will affect their daily work and professional lives. But he assured that no one will be left behind along the way.

Guterres noted that the decisions taken as part of the budget review were not easy. He took personal responsibility for these steps, adding that this also rested with managers and staff across the Organization. The Secretary-General called for fairness, compassion and professionalism in implementing the changes, stressing that every staff member plays a key role in preserving and strengthening the values of the UN.
