Bishkek, July 29 /Xinhua/ — The board of the National Bank of Kyrgyzstan has decided to raise the key rate by 25 basis points to 9.25 percent, the National Bank's website reported on Tuesday.

According to the data, inflation in Kyrgyzstan remains within moderate limits. The inflation rate since the beginning of 2025 was 4.6 percent, in annual terms – 8.7 percent. In the inflation structure, the largest price increase was observed in the food group of goods due to the influence of seasonal and temporary factors, as well as against the background of relatively high inflation in the countries-trading partners of Kyrgyzstan.

It is noted that economic conditions in Kyrgyzstan have not undergone significant changes. The country maintains high economic activity, while domestic demand continues to expand against the backdrop of rising incomes. There is also an increase in investment in fixed capital, both through private financing and through fiscal channel funds.

The situation on the foreign exchange market is stable, while the exchange rate remains flexible in the context of market formation of the balance of supply and demand for foreign currency. –0–

An important disclaimer is at the bottom of this article.

There have been more frequent cases of fraudulent actions aimed at illegally obtaining funds from individuals, in particular, applicants and their legal representatives submitting documents for admission to higher education institutions online.

Beware of fake sites!

Fraudsters place fake websites of higher education institutions on the Internet. Fake websites almost completely repeat the style, design and content of the main pages of official websites of higher education institutions.

Also, fake websites additionally host electronic payment systems that accept funds for services of higher education institutions (priority entrance examinations, payment of entrance fees, payment for trial testing services, etc.).

At the same time, fake sites may contain personal account services, services that implement online testing, as well as other services and forms that mislead potential victims.

In addition, scammers may enter into correspondence with a potential victim via email and telephone, offering to use paid services.

Recommendations for protection

In accordance with subparagraph "e" of paragraph 1 of the Decree of the President of the Russian Federation of May 1, 2022 No. 250 "On additional measures to ensure the information security of the Russian Federation" and in order to prevent the implementation of threats to information security, it is recommended:

When visiting official websites of government bodies, higher education institutions, and other official resources located on the Internet, check the address bar (URL address) of the specified resources for spelling errors (for example, https://minobrnauki.gov.ru is a correct address, and https://minobrnauki[.]ru is an incorrect address). Interrupt conversations with suspicious people and block contact numbers from which suspicious incoming calls are received. Do not tell anyone the secret code that comes in an SMS message from the State Services portal. Do not follow unknown links or download files contained in letters from unknown senders. Do not open attachments, especially if they contain documents with macros, archives with passwords, as well as files with the extensions .rtf, .lnk, .chm, .vhd. Do not open or download attachments from letters with topics not related to the activities of the organization. Do not transmit personal and official information through channels that have not undergone official verification. Do not join suspicious groups/channels in messengers, including Telegram. The eighth stream of training in the Unified Technology for Designing Solutions for Life Situations has started

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

Its participants included teams representing 17 regional centers for optimization of public services "My Documents" (MFC), as well as teams from the "Central Bank" and JSC "Analytical Center" (a subordinate institution of Rossotrudnichestvo). They will have to immerse themselves in the basics of the Unified Technology for Designing Solutions for Life Situations of the Agency and the State Corporation "Rosatom" over the course of four days. Another organizer of the educational process will be the Center for Strategic Research. The training is being conducted on the initiative of the Ministry of Economic Development of Russia, and the Lipetsk Region is the host.

"In Russia, there is an example of a working digital platform that provides access to a huge number of public services, which is constantly evolving and improving. At the same time, there are requests for new tools and services that can also be transferred to an electronic format, making them more accessible and transparent. Lipetsk Oblast has experience in implementing electronic technologies using standardization and structuring of requests, which can also contribute to the development of new proposals for various life situations," Lipetsk Oblast Governor Igor Artamonov addressed the training participants.

The idea to create a model of a unified national system for managing project arrays “Strong Country: Unified Technology for Integrating Projects and Initiatives” was submitted by the Governor of the Lipetsk Region Igor Artamonov and was included in the top 100 ideas of the forum.

The model is aimed at improving the quality of life of citizens by increasing the efficiency of implementing projects and initiatives, as well as changing the paradigm of the system of interaction between government bodies and citizens by increasing the effectiveness and satisfaction with the solution of problems. The effects of implementing the model solution will be a reduction in duplication of processes in public administration, an increase in citizen satisfaction with services and savings in budget funds due to optimization.

A unified technology for designing solutions for life situations of ASI and Rosatom can become a key tool for the future model of a unified national system for managing project arrays.

"As part of the training, its participants will develop life situations using advanced optimization tools: service design and lean technologies. They will examine in detail the updated version of the federal register of public services FRGU 3.0, which will become a single source of reference data on all services provided in the country, and will become familiar with the functionality of the system in detail. The main result of the training is the formation of a systemic understanding of the tasks in creating a client-centric state and the digitalization of public services," commented State Secretary – Deputy Minister of Economic Development of Russia Alexey Khersontsev.

It is expected that the training will improve the competencies of the RCO employees in various areas of their activities. For example, to optimize work processes, increase the level of human-centricity in the provision of services, and develop a description of the target state for state and municipal services (SMS). Using the Unified Technology, training participants will be able to analyze a state (municipal) service in order to improve the customer journey, as well as effectively transfer the provision of state and municipal services to the Unified State Services Portal to an electronic format.

"The main idea of creating regional optimization centers was initially to use the existing potential of highly qualified MFC employees and form competence centers from among them to help government agencies implement federal tasks to optimize public services. The ROCs met all expectations, and I admire their willingness to absorb new knowledge, pick up and test promising methods in order to stay on top!" – noted Natalia Yakovleva, Director of the MFC Development Center CSR.

Following the in-person training, teams from 17 constituent entities of the Russian Federation will work for 15 weeks to simplify the service provision scenario, reduce the number of interactions between citizens and departments, reduce the time it takes to provide services, and increase the demand for services.

The speakers of the program will be Andrey Kapalin, Director of ASI programs, Sergey Artemyev, Head of the project of JSC PSR of the State Corporation Rosatom, as well as Vyacheslav Nazarov, Head of the Department of Digital Transformation of Administrative Regulations of the Competence Center for Digital Transformation of Public Services of the CSR.

"Increasing citizens' satisfaction with the quality of public services is one of the Agency's key tasks, which was included in the new approved ASI Strategy until 2030. The training has already proven its effectiveness: socially significant projects based on human-centric principles are being launched in the regions. Involvement of departments in the Unified Technology project is an important step in continuing work on removing administrative barriers in obtaining key public services. The Unified Technology is already being used in the work of employment services, and now multifunctional centers will also receive our tool for work," explained ASI Program Director Andrey Kapalin.

Let us recall that 59 subjects have already completed training under the joint program with the State Corporation Rosatom "Unified Technology for Designing Solutions for Life Situations". The Federal Center for Competence in Employment has also joined the project: priority areas of work concern issues of employment of citizens returning from the SVO zone and their family members, as well as employment of young people – graduates of secondary specialized educational institutions and universities.

After the training, a solution accelerator is planned for three and a half months, then – the defense of projects before the Ministry of Economic Development of Russia and their testing at the MFC in the regions. ASI and the State Corporation Rosatom provide methodological support for solutions. Some regions have already successfully launched their practices. Among them are solutions related to assistance to participants of the SVO, families with children and people with disabilities.

Published business program International Forum "Islands of Sustainable Development: Climate Aspect", which will be held in Sakhalin Oblast on August 1-2. The event will be held as a visiting venue of the Eastern Economic Forum. The operator is the Roscongress Foundation.

"We are confident that the forum will become a platform for strategic dialogue on climate policy and a low-carbon future. Here we will discuss specific steps towards carbon neutrality and prospects for the Russian economy. Participants will see that "growth islands" are not a theory, but real projects in the economy, ecology and social sphere that comply with the principles of sustainable development, ESG standards and the UN Goals. Sakhalin Oblast is strengthening its leadership in this area in order to contribute to the achievement of national priorities," emphasized Sakhalin Oblast Governor Valery Limarenko.

The key event will be the plenary session "Russia – on the way to a low-carbon future". Its main topics include carbon regulation, the creation of a national system for monitoring climate-active substances, harmonization of approaches to the implementation of national environmental policies of the EAEU, SCO and BRICS states, and others. The forum will also include more than 10 business events dedicated to climate projects and adaptation to climate change, "green" energy, international scientific cooperation, interaction on environmental issues within the framework of integration associations, and other issues. Particular attention will be paid to the implementation of the Sakhalin climate experiment to achieve a carbon balance of greenhouse gas emissions and absorption.

The forum will be attended by the Assistant to the President of the Russian Federation, Special Representative of the President of the Russian Federation on Climate Issues Ruslan Edelgeriev; the Minister of Economic Development of the Russian Federation Maxim Reshetnikov; the Director of the Institute of Global Climate and Ecology named after Academician Yuri Izrael (IGCE) Anna Romanovskaya; representatives of the State Duma of the Federal Assembly of the Russian Federation, the state corporation VEB.RF and the ANO "Agency for Strategic Initiatives to Promote New Projects", as well as representatives of large Russian businesses, the scientific community, development institutions, entrepreneurs and experts from Russia, India, China, South Africa and other countries.

"The forum platform is a great opportunity to exchange experience of effective solutions for implementing low-carbon development measures in the regions. Sakhalin's experience may be in demand by other subjects of the country. The assessment of the Sakhalin climate experiment will help us understand how to further build the Russian system for regulating greenhouse gas emissions. It is important that other subjects of the Russian Federation are actively involved in implementing the Low-Carbon Development Strategy approved by the President," said Maxim Reshetnikov, Minister of Economic Development of Russia.

The forum will also include a meeting of the State Council of the Russian Federation Commission on Investments on the topic of Low-carbon development and climate investment: how to combine ecology and economics, and an extended meeting of the National Hydrogen Union.

In addition, exhibitions of unmanned systems, equipment for hydrogen energy and environmentally friendly transport will be organized on the site of the new Sakhalin-Expo complex at the Pushisty drone port during the event. There will also be a drone race, a fair of paintings by Sakhalin artists, a demonstration of products from Sakhalin Oblast enterprises and various cultural events.

The Ecology situation center will operate, where modern technologies for environmental monitoring and rapid response to environmental situations will be presented. Particular attention will be paid to the use of drones and stationary cameras to identify violations of environmental legislation, including monitoring the state of forests, rivers and the atmosphere.

"Holding the Forum at the new Sakhalin Expo site as an off-site venue for the Eastern Economic Forum underlines the growing role of the Sakhalin Region as a center for innovation in environmental issues and a platform for international dialogue. This not only strengthens the region's position in implementing low-carbon initiatives, such as the Sakhalin Climate Experiment, but also creates new opportunities for attracting investment, technology, and expertise in the field of green energy and sustainable development. I am convinced that the Forum will be an important step in integrating the environmental and economic priorities of the Far East into the global climate agenda," said Igor Pavlov, First Deputy CEO of the Roscongress Foundation and Director of the Eastern Economic Forum.

The carbon footprint of the forum will be offset by SIBUR. This will be possible thanks to units from the climate project at the SIBUR-Neftekhim enterprise.

"As part of our long-term cooperation with the Roscongress Foundation, carbon-neutral status has been granted to such events as the St. Petersburg International Economic Forum, the Eastern Economic Forum and others. Reducing the carbon footprint of the "Islands of Sustainable Development: Climate Aspect" forum is an environmentally significant initiative for both the organizer and the region. SIBUR is already working on decarbonizing the Sakhalin Region. For example, SIBUR is helping the region replace outdated elements of the housing and utilities infrastructure with modern energy-efficient polymer solutions. In addition, thanks to SIBUR's carbon units, several enterprises participating in the Sakhalin experiment have already been able to comply with the region's allocated quotas for greenhouse gas emissions," said Ruslan Khairullin, Director of the Engineering and Road Infrastructure Division at SIBUR.

Marat Khusnullin: Russians received more than 33 million express extracts from the Unified State Register of Real Estate on the State Services portal

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

Digital services on the unified portal of public services allow citizens to be provided with the necessary services quickly and efficiently, including in the field of construction and housing and communal services. For example, since March 2023, Rosreestr has issued more than 33 million express extracts from the Unified State Register of Real Estate (USRRE) on the public services portal, Deputy Prime Minister Marat Khusnullin reported.

"Digitalization helps improve the quality of various services provided to citizens, including in the real estate sector. On the "EGRN Data Showcase", it is possible to order an express extract online free of charge. Unlike a regular extract, the production time of which takes up to three working days, an express extract is generated within a few seconds, which is very convenient. Over the two and a half years of the service, we have seen stable dynamics: 13.2 million express extracts were issued in 2023, 13.8 million in 2024. In the first half of this year, residents of the country received another 6 million extracts. An express extract has the same legal force as a document ordered from the MFC," said Marat Khusnullin.

According to the head of Rosreestr Oleg Skufinsky, in general, compared to 2020, the share of Rosreestr electronic services has increased more than 3 times – to 67%.

"The share of electronic mortgages has increased 10-fold, to 90%, and the share of electronic registration of equity participation agreements has increased 5-fold, to 99.9%. This has made it possible to increase the accessibility and convenience of receiving government services in the field of land and real estate," the head of the department noted.

In general, the most popular among Russians since the beginning of 2025 have been extracts from the Unified State Register of Real Estate on the rights of an individual to the real estate objects he/she owned (has). Over 38 million of them were provided in the first 6 months of 2025. This is 35.7% of the total number of all issued extracts from the Unified State Register of Real Estate. They allow you to confirm what real estate a person owned during a certain period of time.

In second place are extracts from the Unified State Register of Real Estate on a real estate object, which contain information on the characteristics of the object. From January to June 2025, more than 32 million of them were issued, which is 4% more than the same period last year.

In third place are extracts from the Unified State Register of Real Estate on the main characteristics and registered rights to a real estate object, which provide the most complete publicly available information about the object. Over the first 6 months of 2025, 22.8 million such documents were provided.
