BEIJING, Aug. 9 (Xinhua) — China's Ministry of Water Resources on Saturday issued a Level 4 flood alert in five provincial-level regions as heavy and torrential rainfall is expected in many parts of the country in the coming days.

Heavy rainfall is forecast from August 9 to 11 in Henan, Hubei, Sichuan, Shaanxi, Anhui, Gansu provinces and Chongqing Municipality, where a flood emergency response is already in effect, with extreme downpours possible in some areas.

Heavy rains could cause a sharp rise in water levels in the upper and middle reaches of the Yangtze and Huaihe Rivers, and in some small and medium-sized rivers in high-risk areas, water levels could exceed dangerous levels.

The ministry called on local authorities to strengthen real-time monitoring of precipitation and river conditions, promptly notify the population about floods, and improve measures to prevent flooding in cities.

In addition, the ministry emphasized that special attention should be paid to reducing risks on small rivers and ensuring the timely evacuation of residents from dangerous areas. –0–

Day of Military Glory: The End of the Battle of Leningrad – a Triumph of Fortitude

Today, August 9, we are celebrating the Day of the End of the Battle of Leningrad for the first time at the federal level, paying tribute to the memory of all who survived this unprecedented test and, at the cost of incredible sacrifices, brought victory over fascism closer.

Assignment of the status of Day of Military Glory

Previously, celebrations were held only at the local and regional level, but the historical significance of this event, the scale of the tragedy and the greatness of the Leningraders' feat required recognition at the highest state level. And so, on April 1, 2025, the President signed a Federal Law establishing August 9 as the Day of Military Glory of Russia.

The Battle of Leningrad lasted 1,127 days and became the longest in the Great Patriotic War.

This is not just a battle, it is an entire era in the history of the Great Patriotic War, an era of courage, endurance and inhuman fortitude.

The beginning of the Battle of Leningrad and the blockade of the city

The battle for Leningrad began on July 10, 1941, with the start of the fighting on the Luga line. And from the beginning of the blockade on September 8, 1941, the city turned into a huge island of resistance, dying of hunger and cold. Incessant bombing, artillery shelling, the constant threat of capture – this was the reality of life for millions of people who found themselves surrounded by the enemy.

But Leningrad survived. It survived thanks to the unparalleled heroism of the Red Army soldiers, workers, engineers, doctors, teachers, and ordinary residents, all those who were a single whole during this terrible time. Children, women, old people – everyone took part in the common cause of saving the city. They worked at defense plants, dug trenches, got water and fuel, carried ammunition, participated in extinguishing fires. They fought for their home, for their land, for their Motherland.

The memory of that time is preserved in bloody numbers: millions of people died from hunger, cold and enemy shells.

Lifting the siege of Leningrad

The siege of Leningrad was broken on January 18, 1943, during Operation Iskra. A window was formed in the siege ring, which allowed land communications with the besieged city to be restored.

Leningrad was finally liberated from the blockade on January 27, 1944, but military actions around the city and in the northern direction continued for another six months. As a result, the threat on the distant northern borders was eliminated and the present-day Leningrad, Pskov, Novgorod regions and Karelia were liberated.

The official end of the Battle of Leningrad

On August 9, 1944, the commander of the Karelian Front, Kirill Meretskov, signed an order to end the offensive in the Vyborg-Petrozavodsk operation, which became the final victorious chord of the Battle of Leningrad.

The feat of the soldiers was recognized at the highest level: the Victory Parade in Moscow on June 24, 1945 was opened by a combined regiment of the Karelian Front, and the hero of the Battle of Leningrad, Marshal of the Soviet Union Kirill Meretskov, marched in front.

We remember. We honor. We are proud.

Today we must remember not only the heroism of the soldiers and city residents, but also the countless losses, suffering and deprivation that befell the Leningraders. This memory is our national shrine, our joint responsibility to future generations.

The end of the Battle of Leningrad is not just a date on the calendar. It is a symbol of hope and the unbroken spirit of the Soviet people. This is the day when we honor the memory of the heroes who gave their lives for the freedom of our country, and we especially keenly understand the price of peace and the importance of preserving historical memory.

Let us celebrate this Day of Military Glory with respect and gratitude, honoring the memory of those who saved Leningrad and brought the great Victory closer.

We remember. We honor. We are proud.

BEIJING, Aug. 9 (Xinhua) — With the launch of an independent customs operation regime in southern China's island province of Hainan, local enterprises will enjoy additional benefits from zero customs duties, experts said on a recent episode of the China Economic Roundtable, a media discussion program hosted by Xinhua News Agency.

According to Cai Ping, an official with the National Development and Reform Commission of China, the development opportunities for enterprises will be greatly expanded. The list of goods subject to zero customs duties will be significantly expanded, import and export controls will be further relaxed, and import costs will be reduced, allowing companies to better integrate into global production and supply chains.

According to Wu Jingfang, deputy director of the customs duties department of the Ministry of Finance of China, after the launch of the independent customs operations regime across the island, the beneficiaries of the zero tariff policy will be all enterprises and organizations on the island with real import needs, including private non-profit organizations.

The list of goods with zero tariff rates will increase from about 1,900 to 6,600 items, accounting for 74 percent of all tariff categories. This expansion is expected to further reduce the production costs of relevant beneficiaries, Wu Jingfang noted.

In addition, the circulation of zero-tariff goods and related products among the relevant beneficiaries will be allowed without paying import duties, she added.

The independent customs operation regime will be implemented throughout Hainan Province on December 18, 2025. -0-

KYIV, Aug. 9 (Xinhua) — Ukraine does not intend to give up its territory to Russia in exchange for peace, as this contradicts the country's constitution, Ukrainian President Volodymyr Zelensky said on Telegram on Saturday.

China sees positive price dynamics in July 2025 amid rising demand

BEIJING, Aug. 9 (Xinhua) — China's consumer and producer prices both saw positive dynamics in July, as government policies to boost domestic demand continued to gain momentum.

In July 2025, the consumer price index (CPI), the main indicator of inflation, rose 0.4 percent from the previous month, while in June the index fell 0.1 percent from May this year. The growth rate of the July CPI was 0.1 percentage point higher than the seasonal average of 0.3 percent, according to data released by the National Bureau of Statistics (NBS) of China on Saturday.

On an annual basis, the July CPI was unchanged. And the core CPI, which excludes food and energy, rose 0.8 percent, maintaining three consecutive months of gains.

NBS statistician Dong Lijuan noted that the positive trends were mainly due to rising prices of services and industrial consumer goods, while emphasizing the effective role of policy measures to expand demand.

China has stepped up measures this year to promote domestic economic circulation, including strengthening financial support for a nationwide trade-in campaign for consumer goods and focusing on key service sectors such as elderly and child care and digital consumption.

Data released on Saturday also showed signs of improvement in the industrial sector. The producer price index /PPI/, which measures changes in wholesale prices of goods produced by manufacturers, fell by 0.2 percent compared to June this year. Recall that in June, the PPI fell by 0.4 percent compared to May this year. This is also the first time the rate of decline in this indicator has slowed since March this year. In July, the PPI fell by 3.6 percent compared to July last year and remained at the level of June this year.

Dong Lijuan noted that the improvement in PPI was made possible by, among other things, the optimization of market competition, ongoing industrial transformation and the tapping of domestic demand potential. -0-
