BEIJING, Aug. 13 (Xinhua) — China's Ministry of Water Resources on Wednesday issued a level-4 flood alert in four provincial-level regions as Typhoon Podul is expected to bring heavy rains to large swathes of the country in the coming days.

According to weather forecasters, heavy rains are expected from August 13 to 15 in the provinces of Fujian /Eastern China/, Guangdong /Southern China/ and Hunan /Central China/, as well as Guangxi Zhuang Autonomous Region /GZAR, Southern China/.

Heavy rainfall could cause water levels to rise in several local rivers, including the Dongjiang, Xijiang and Xiangjiang, with some small and medium-sized rivers in high-risk areas likely to exceed danger levels.

The Ministry called on local authorities to strengthen monitoring of precipitation and river conditions in real time, promptly notify the population of possible floods and improve measures to prevent flooding in populated areas.

Three working teams were dispatched to Fujian and Guangdong provinces and the GCAR to assist in typhoon preparation, rainfall response and flood control measures.

BANGKOK, Aug. 13 (Xinhua) — Thailand's Constitutional Court said Wednesday it will rule on the case against suspended Prime Minister Phetongthan Shinawatra on charges of ethical violations on Aug. 29.

In its statement, the court said it would schedule a hearing with two witnesses, including Phetongthan Shinawatra and the secretary-general of the National Security Council, for August 21.

A plaintiff or defendant wishing to present closing arguments must file a written statement with the court by August 27, the statement added.

On July 1, the court temporarily suspended Phetongthan Shinawatra from her duties after taking up a case brought by a group of senators who sought her removal for serious ethical violations over the leak of a phone call about the border issue with Cambodia. –0–

JOHANNESBURG, Aug. 13 (Xinhua) — South Africa will submit a revised trade proposal to the United States to reduce recently imposed 30 percent tariffs and find alternative export markets to offset the impact, Trade, Industry and Competition Minister Parks Tau said on Tuesday.

Speaking at a news conference in South Africa's administrative capital Pretoria, he said the cabinet had approved a revised proposal based on a draft put forward in May and taking into account Washington's concerns.

Along with negotiations with the US, the government is implementing a five-point strategy to mitigate the impact, including diversifying exports to alternative markets and providing a package of economic support measures to affected companies and workers, Tau said.

The Minister noted that the target markets are Asia and the Middle East, and the African Continental Free Trade Area is being used to deepen intra-African trade and strengthen regional resilience.

“We are targeting these markets because we see growing demand, ongoing negotiations and a positive attitude towards South African products. Diversification is also aimed at protecting rural livelihoods and sustainable agricultural growth for our people,” the minister said. –0–

JERUSALEM, Aug. 13 (Xinhua) — Israel Defense Forces (IDF) Chief of General Staff Eyal Zamir on Wednesday approved the concept of the government's plan to expand the offensive in Gaza to areas not yet under Israeli control.

The Israeli army said the attack would target refugee camps in central Gaza and the southern al-Mawasi district, where most of Gaza's 2.2 million residents have taken refuge.

The principles of the plan were approved at a meeting of security officials earlier on Wednesday, the statement said, adding that “the basic concept of the plan for the next stages of the [operation] in the Gaza Strip was presented and approved in accordance with the instructions of the political leadership.”

The approval of the plan's concept came three days after Prime Minister Benjamin Netanyahu said the military had been ordered to begin a "decisive phase" of the Gaza war, aimed at capturing the remaining Hamas strongholds in Gaza City, refugee camps in central Gaza and the southern al-Mawasi neighborhood. BEIJING, Aug. 13 (Xinhua) — The 7th China International Petroleum and Petrochemical Technology and Equipment Expo opened in Karamay city in northwest China's Xinjiang Uygur Autonomous Region on Wednesday, the city's press service said.

More than 400 companies from nine countries, including China, the United States, Canada, Switzerland, Japan, Germany, Singapore and Italy, were represented at the three-day event, which runs until Friday.

HARBIN, Aug. 13 (Xinhua) — The Krasnoyarsk Chamber Orchestra held a concert at the Harbin Grand Theater in northeast China's Heilongjiang Province on Monday evening. ISLAMABAD, Aug. 13 (Xinhua) — Pakistan and the United States on Tuesday reaffirmed their shared commitment to combat terrorism in all its forms and manifestations during the latest round of the Pakistan-US Counter Terrorism Dialogue in Islamabad, the Pakistani Foreign Ministry said.

The meeting was co-chaired by Pakistan's Foreign Ministry Special Secretary for UN Affairs Nabeel Munir and Acting Coordinator for Counterterrorism at the U.S. State Department's Office of Counterterrorism Gregory D. Logerfo, the ministry said in a statement.

The discussions focused on consolidating joint efforts to combat terrorist threats, including those emanating from the Balochistan Liberation Army (BLA), the Islamic State of Khorasan and the Tehreek-e-Taliban Pakistan (TTP). Both sides stressed the need to develop effective strategies to neutralize these groups.

Both sides agreed to improve institutional mechanisms, enhance operational capacity, and combat the misuse of new technologies by terrorist organizations. UN, Aug. 13 (Xinhua) — The safety of shipping lanes in the Red Sea must be ensured, China's Deputy Permanent Representative to the UN Geng Shuang said at a UN Security Council meeting on the situation in Yemen on Tuesday.

Last month, the Houthis claimed responsibility for the sinking of two commercial vessels in the Red Sea: the Magic Seas and the Eternity C.

China is deeply concerned about this and called on the Yemeni Houthis to respect the navigation rights of commercial vessels of all countries in the Red Sea in accordance with international law and stop harassing and attacking them, Geng Shuang said in his speech.

"The safety of shipping lanes in the Red Sea must be ensured, as well as the safety of civilians, including sailors. The sovereignty, security and territorial integrity of Yemen must also be respected," he said.

According to him, active efforts should be made to advance the peace process in Yemen.
