LA PAZ, Aug. 18 (Xinhua) — Bolivia's Supreme Electoral Court announced Sunday that a second round of presidential elections will be held as no candidate received the required majority in the first round.

Preliminary results published on the court's official website showed that Rodrigo Paz Pereira, candidate of the Christian Democratic Party, and Jorge Quiroga, former president and candidate of the Alianza Libre coalition, came in first and second among eight candidates, with about 32.1 percent and 26.8 percent of the votes, respectively.

Moscow, August 18 /Xinhua/ — The Federal Security Service (FSB) of the Russian Federation (RF) prevented a terrorist attack on the Crimean Bridge that was being prepared by the Ukrainian special services, the agency reported on Monday.

As noted by the FSB of the Russian Federation, a high-power explosive device was planted in a car that was to be driven by an unsuspecting suicide bomber. The explosive device was delivered to Russia from Ukraine in transit through a number of countries, and was directly imported to the Russian Federation from Georgia. M. Rubio expressed hope that the Europeans will also help advance the process of concluding a potential deal by helping Kyiv understand what concessions it is willing to make.

Meanwhile, the US Secretary of State did not rule out the introduction of additional sanctions against Russia by the US. Speaking on NBC, he said that new sanctions would mean the failure of D. Trump's efforts to achieve a ceasefire or lasting peace in Ukraine.

On August 17, the All-Russian student expedition "Sails of Victory" started in the Tver region.
