More than 15 million people have used the "life situations" services. Among the most popular are services for entering a university, retirement, registration for sports competitions, large families, hunting and fishing trips.

The "life situations" services are a new stage in the development of government services. Each such service combines about 17 government services related to a single topic and helps to obtain them comprehensively, in a "single window" mode.

Now you don't need to search for each service on the pages of different authorities, spend extra time visiting departments and collecting documents. The services that people and businesses need are provided comprehensively and are in one place, on the state services portal and regional portals.

The digitalization of government services is being carried out within the framework of the national project “Data Economy”, which is supervised by Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko.

"More than 15 million people have already used the "life situations" services. This is every seventh user of the public services portal. "Life situations" have become a new stage in the development of the entire system of public services. They embody the principle of the state as a service, where the government works for people quickly, clearly and conveniently. Citizens and businesses receive comprehensive solutions without having to contact various authorities. High demand proves that this is not just a technological process, but a change in the philosophy of interaction between citizens and government agencies: now services come to the person, and not vice versa," said Dmitry Grigorenko.

At the federal level, the "life situations" services have been implemented since 2023 and 35 such services have already been launched. The first place in popularity is occupied by the "life situation" for admission to a university. The service allowed applicants to compare educational programs online in one place, get information about the competition and the number of budget places, track their positions in the competition lists, and choose the most interesting universities for themselves based on their passing score. It was also possible to submit documents for admission during the admissions campaign online, without visiting the admissions office.

The “life situation” service for retirement allows you to find out how to apply for a pension, about social support measures and other benefits for pensioners, as well as receive an extract on the status of an individual personal account, arrange for the delivery of a pension and social benefits, request a certificate on the amount of a pension, and more.

With the help of the “life situation” for participation in amateur sports competitions, you can find out about all the events included by the Ministry of Sports in a single calendar plan, become their participant or fan, and also receive a medical certificate of admission to participate in the event.

"Life situation" for large families helps to formalize the status of a large family and obtain an electronic certificate, as well as save time on visiting departments and searching for information on registration of payments, benefits and documents. The service provides information on the list of institutions that accept the electronic certificate, and the opportunity to leave feedback on the quality of services.

You can get a hunting license, a permit to purchase and store weapons for hunting, and use a digital atlas of amateur fishing using the "life situation" service for hunting and fishing trips. The atlas of amateur fishing is operating in test mode and provides information for fishermen in two regions – the Leningrad and Astrakhan regions. The service allows you to see fishing areas on the map, as well as learn the rules for amateur fishing. In the future, the atlas will provide data for other regions.

Due to the introduction of federal services, the number of “life situations” has decreased on average:

— by 29% (from 28 to 20 units) – the number of required documents;

— by 35% (from 102 to 66 days) – time to receive government services;

— by 64% (from 14 to 5 visits) – the need to visit departments.

Since 2024, regional services “life situations” will also be implemented.

Within the framework of one regional service “life situation” the average decrease was:

— by 40% (from 10 to 6 units) – the number of required documents;

— by 42% (from 57 to 33 days) – the time to receive government services;

— by 67% (from 6 to 2) – the need to visit departments.

By the end of 2025, 70 federal and 425 regional “life situations” services will be operating.

Moscow, August 26 /Xinhua/ — The Chinese government's proposal to create an organization for international cooperation in the field of artificial intelligence (AI) is aimed at implementing the principle of multilateralism and meets the expectations of the Global South, Chinese Ambassador to Russia Zhang Hanhui said in a written interview with the Russian online publication Lenta.ru on Monday.

The ambassador recalled that the corresponding proposal was voiced during the World Conference on Artificial Intelligence /WAIC-2025/ and the High-Level Conference on Global Governance of Artificial Intelligence, which were held in late July in Shanghai.

"This is an effective step by China to implement the principle of multilateralism and respond to the call of the Global South. In the future, the organization will strive to build a new platform for global innovation cooperation and safe governance in the field of artificial intelligence, and contribute Chinese wisdom and Chinese solutions to the healthy and sustainable development of AI," Zhang Hanhui said.

The Chinese diplomat noted that AI technologies are currently developing rapidly around the world, and they have a profound impact on the socio-economic development and progress of human civilization. At the same time, they bring with them unpredictable risks and complex challenges. “Artificial intelligence, like a ‘double-edged sword’, can, on the one hand, become a positive force that strengthens public governance and maintains international security, while, on the other hand, it can turn into a source of risk that undermines justice, peace and stability,” he emphasized.

Zhang Hanhui assured that the Chinese side will adhere to the concept of "joint consultation, joint construction and joint use", develop a cooperation strategy with relevant countries, and support all countries in developing AI cooperation according to their national characteristics. He called on like-minded countries and partners to join this important undertaking, jointly promote global governance and international cooperation in the field of AI.

According to the Chinese Ambassador to the Russian Federation, the countries of the Global South responded particularly positively, viewing the Chinese initiative as a key opportunity to bridge the digital divide and increase technological independence. He added that China is fulfilling its important commitment to making the fruits of AI development available to all countries.

According to the Chinese diplomat, in recent years, the technology and application of artificial intelligence in China have been rapidly developing. To date, the country has built over 30,000 basic-level intelligent factories, over 1,200 advanced-level intelligent factories, and over 230 superior-level intelligent factories. China has become the world's largest holder of AI patents, with the country holding about 60 percent of global AI patents. "Overall, artificial intelligence in China has moved from laboratory research to the stage of large-scale industrial application. Hundreds of millions of Chinese people have truly experienced the sense of use satisfaction, happiness, and security brought by the progress of artificial intelligence in areas such as smart manufacturing, precision medicine, personalized education, and convenient transportation," he added.

At the same time, Zhang Hanhui pointed out that China adheres to the concept of “humans above all, and AI for the good,” advocates minimizing potential risks in the field of artificial intelligence through multilateral cooperation, gradation of risk control and management by levels, and the use of transparent and traceable technological approaches. Therefore, China does not share the pessimistic views of “technological fatalism” and resolutely opposes the uncontrolled development of AI, the diplomat added.

The Chinese Ambassador to the Russian Federation also noted that in the field of artificial intelligence development, Russia has a great deal of fundamental research and unique advantages in such aspects as algorithms and computing power. “China and Russia, being linked by a comprehensive partnership and strategic interaction entering a new era, should make full use of their technological advantages and strengthen mutually beneficial cooperation in the field of artificial intelligence,” Zhang Hanhui concluded. –0–

BEIJING, Aug. 26 (Xinhua) — The 25th China International Investment and Trade Fair (CIFIT) will be held from Sept. 8 to 11 in Xiamen, east China's Fujian Province, Vice Minister of Commerce Lin Ji said at a press conference on Tuesday.

Lin Ji said that the event will last for four days. The exhibition area of about 120,000 square meters will host more than 70 events dedicated to investment topics, as well as over 100 themed road shows.

According to Lin Ji, the UK will be the honorary country of the fair this year. Delegations from more than 110 countries, regions and international organizations have confirmed their participation in the event, with 51 countries and regions presenting their own exhibits.

The Deputy Minister of Commerce noted that against the backdrop of weak growth dynamics in the global economy, an increase in the number of trade and investment barriers and an obvious slowdown in cross-border investment, active participation in this event indicates that China still has enormous potential for attracting capital investment.

Vice Chairman of the Fujian Provincial People's Government Wang Jinfu said that this year's CIFIT will also serve as a "bridge" for countries and regions participating in the Belt and Road Initiative, strengthening ties and promoting practical cooperation. To date, 77 countries and regions participating in the initiative have confirmed their participation in the event, and new cooperation results will be presented during the fair.

First organized in 1997 by the Ministry of Commerce of the People's Republic of China, CIFIT has become an important platform for promoting investment and promoting global development. –0–

MINSK, Aug. 26 (Xinhua) — A Belarusian veteran was recently awarded a jubilee medal in Minsk in honor of the 80th anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression, the Chinese Embassy in Belarus reported.

The honorary award was received by 105-year-old veteran Valery Raevsky, who contributed to the Victory. Ambassador Extraordinary and Plenipotentiary of the PRC to Belarus Zhang Wenchuan handed the medal to his granddaughter.

In 2015, during a state visit to Belarus, Chinese President Xi Jinping presented jubilee medals in honor of the 70th anniversary of the Victory in the Chinese People's War of Resistance Against Japanese Aggression to 15 Belarusian veterans, including V. Raevsky. This year, it was also decided to award V. Raevsky a jubilee medal in honor of the 80th anniversary of the Victory as a sign of deep respect and best wishes from the Chinese people.

During the award ceremony, Zhang Wenchuan noted that the peoples of the two countries will never forget the merits of all veterans who made an outstanding contribution to the victory in the World Anti-Fascist War. “I am confident that the peoples of China and Belarus will pass on this war-hardened friendship from generation to generation and promote the constant development of friendly cooperation between our countries,” the ambassador noted.

RUDN students presented their projects at the International Youth Forum "Baikal"

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

Students and teachers of RUDN spent four busy and productive days on the shores of the deepest lake in the world. At the International Youth Forum "Baikal" they attended dozens of lectures and master classes and held a panel discussion where they shared our university's experience in attracting students to science, internship programs, as well as the work of creative studios, communities and other extracurricular organizations.

The RUDN delegation consists of:

Mobin Alibafgi (Iran), Medical Institute, major in General Medicine; Yulia Ivanova (Russia), Medical Institute, major in General Medicine; Alfred Osman Kamara (Sierra Leone), Medical Institute, major in General Medicine; Keturah Musonda (Zambia), Medical Institute, Resident, major in Pediatrics; Polina Shcherbakova (Russia), Institute of World Economy and Business, Master's student, major in International Business and Finance; Sultana Bilkis (India), Institute of Russian Language, Postgraduate Student, major in Russian Literature and Literatures of the Peoples of the Russian Federation; Anastasia Voronchikhina (Russia), Faculty of Philology, Bachelor's degree, major in Advertising and Public Relations; Sofia Saakyan (Russia), Institute of World Economy and Business, Bachelor's degree, major in Linguistics; Al Daoud Jaafar (Syria), Institute of Russian Language, postgraduate student, Linguistics, specialist at the Educational and Scientific Information Library Center of RUDN University.

"Our team became one of the brightest and most active at the International Youth Clubs platform. At the plenary discussion organized by RUDN, I talked about how to combine scientific creativity with interdisciplinary approaches. Assistant of the Department of Histology, Cytology and Embryology of the Medical Institute Enar Dzhumaniyazova shared her experience of working at the Research Institute of Molecular and Cellular Medicine of RUDN and highlighted the main areas of scientific research of the department. The event resulted in a project session with opinion leaders of the International Friendship Clubs. Experts and participants together developed solutions that will help young people in their professional activities. In general, the forum flew by in an instant, but nothing ends after the trip. We are already continuing active cooperation with our colleagues and intend to implement the projects that our students developed here," – Elena Kaverina, PhD in Medicine, Associate Professor of the Department of Public Health, Healthcare and Hygiene of the Medical Institute of RUDN.

Space for dialogue and transparency

One of our students, Polina Shcherbakova, put forward her project for the Rosmolodezh.Grants competition, which took place during the forum. The girl came up with the idea of the international digital platform Hummman.

"This will be a space for dialogue and transparency. Here, students from different countries will be able to first take online courses in areas of interest, and then team up and work on joint projects. The best will be able to participate in offline projects and attend lectures, forums and other similar events in different countries. In my opinion, this way we will kill two birds with one stone. Firstly, we will solve geopolitical issues by showing that Russia is not an aggressor, but an open and friendly country. And secondly, we will attract young people from different parts of the world for further joint work. There is an idea to involve the UN and UNESCO in the project, so that it has even greater significance and weight," Polina Shcherbakova, a master's student at the Institute of World Economy and Business, RUDN University (International Business and Finance, 2nd year).

Our student failed to win the grant this time, but the experts of the competition committee became interested in the project. They advised the girl to refine the idea a little. In particular, to find partners and select a team of like-minded people who will understand that they will have to work for some time on a voluntary basis. After making adjustments, according to the experts, the student will be able to apply for the grant competition again. This is what Polina intends to do.

Also at the forum, RUDN students and teachers developed a project aimed at the adaptation of foreign students. The guys called it "Matryoshka of the World: Discover Russia and the World in the Game."

"We plan to create board games that will help foreign students integrate into the Russian educational space. They will introduce them to the culture, geography, history of Russia and other countries of the world. So, in one of the games "Where is Valera?" one person will receive a map with his location. The other players must take turns asking him questions to figure out where he is. The host should not answer directly, but in such a way that it is difficult to guess. In general, the results that we expect from the project are facilitating the process of adaptation of foreigners to life in Russia, reducing their stress levels and developing communication skills," – Keturah Musonda, resident of the RUDN Medical Institute (Pediatrics).

Songs for the soul

To give students a break from intensive educational work, the forum also prepared an entertainment program for them. Including evening concerts, where students showed off their talents. Participants of the RUDN folk studio "Nettle" Anastasia Voronchikhina and Sultana Bilkis sang the Russian folk song "Prolegala Put Dorozhka", and Keturah Musonda sang the hit by Alsou "Zimniy Son".

"We also attended lectures with top speakers, including famous athletes Roman Kostomarov, Nikolai Valuev, pilot and Hero of Russia Damir Yusupov. We participated in sports events. But I was especially impressed by the jeep excursion through the Tazheran steppes, where we saw petroglyphs and heard legends of the Irkutsk region and Buryatia," says Yulia Ivanova, a student at the RUDN Medical Institute (General Medicine major, 4th year).

And the main thing that all forum participants noted was that the days on Baikal were filled with an atmosphere of happiness, love and friendship.

"The Baikal Forum left an incredible impression! As a foreign participant, I was literally captivated by the unique energy and the opportunity to communicate with so many ambitious and goal-oriented young leaders from all over Russia and the world. Several days of intensive work and productive discussions against the backdrop of the stunning nature of Lake Baikal flew by in the blink of an eye. It was a perfect symbiosis of gaining new knowledge, networking and cultural exchange – an experience that dramatically expanded my horizons," – Al Daoud Jaafar, PhD student at the Institute of Russian (Linguistics).

“From the moment I arrived, I was struck by the breathtaking beauty of Lake Baikal — its crystal clear waters, serene landscapes, and vibrant nature created the perfect environment for dialogue, learning, and collaboration. The forum brought together young leaders, innovators, and change-makers from different cities. Through workshops, panel discussions, and cultural exchanges, I gained a new perspective on global issues and the role of youth in developing sustainable solutions. Beyond the sessions, the forum facilitated meaningful networking. I met incredible young people whose ideas, passion, and energy were truly motivating. Sharing experiences, learning different perspectives, and celebrating our cultures enriched my understanding of what it means to be part of a global youth community,” — Alfred Osman Kamara, RUDN Medical Institute student (General Medicine major, 6th year).

About the forum

The Baikal Forum was held from August 11 to 15. This year, 600 people from 46 regions of Russia and 15 countries took part in it, and about 150 speakers — regional and federal experts, entrepreneurs, scientists and public figures — spoke at its venues.

The event was dedicated to the development of competencies of successful young people in various spheres of life and activity, their personal and professional self-realization, the formation of a communication environment and conditions for supporting youth initiatives.

The forum had seven platforms:

"Tourism"; "Entrepreneurship"; "Young politicians"; "Young teachers"; "Ecology"; "Leaders of municipalities"; "International youth clubs".

The event was organized by the Irkutsk Region Government, the regional Ministry of Youth Policy, with the participation of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Siberian Federal District, and with the support of Rosmolodezh and the general partner, the Irkutsk Oil Company (INK).

An important disclaimer is at the bottom of this article.

A decision was made to create 15 modern recreation areas near the water. The corresponding decree was signed Sergei Sobyanin.

The work is planned to be completed by the beginning of the summer season of 2026. The recreation areas will be:

— Golovinsky and Angarsky ponds in the Northern Administrative District;

— Dzhamgarovsky and Dolgie (Vinogradovskie) ponds in the North-Eastern Administrative District;

— Golyanovsky, Bolshoy Perovsky and Vladimirsky ponds in the Eastern Administrative District;

— Lower Biryulevsky pond in the Southern Administrative District;

— Chernevskie (beaches No. 1 and 2) and Yasenevskie ponds in the South-West Administrative District;

— Bolshoy Ochakovsky, Verkhniy Udaltsovsky and Tsentralny (Bolshoy Solntsevsky) ponds in Solntsevo in the Western Administrative District;

— recreation area "Zarechye" on the Desna River in TiNAO.

The main focus is on organizing a comfortable stay near the water. Today, it is not just a towel spread on the grass. For vacationers, they make decks on piles from decking boards and install sun loungers and deck chairs on them.

Along the coastline, a strip of clean white sand is formed. Here, too, you can place sun loungers and install umbrellas and awnings to protect yourself from the sun.

Gazebos, swings and hammocks will be another pleasant opportunity to relax and unwind. And to make the rest comfortable for the whole family, playgrounds for toddlers and older children will be equipped nearby.

In some recreation areas, it is planned to install swimming pools.

A necessary component is changing rooms with showers and toilets.

Beach recreation also includes sports activities. For this purpose, multifunctional areas for workout and volleyball will be equipped.

The standard for recreation by the water also includes the creation of picnic areas with comfortable tables, benches and barbecues. Cafes are provided, for which special pavilions will be erected.

In addition, convenient paths will be built, lighting will be installed, benches and trash bins will be installed.

Engineering infrastructure, including video surveillance and warning systems, lifeguard towers and architectural and artistic lighting, guarantees not only a comfortable, but also a safe holiday.

A pilot project for the development of a recreation area near the water according to the new standard was implemented in 2025 on the Pionersky Pond in Gorky Park. If earlier it was a simple reservoir, now the pond has become a small resort in the center of Moscow.
