The city-appointed operators will redevelop seven sites under the integrated development of territories (IDT) program in the Western Administrative District. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

"In the Western Administrative District of the capital, KRT operators are reorganizing inefficiently used territories with an area of 20.6 hectares. The urban development potential of the sites allocated for redevelopment, located in eight districts, is 552.2 thousand square meters of real estate, including housing, social and public-business infrastructure facilities. As a result, balanced urban spaces will be formed, where people will be able to receive the necessary services and find work near their home," said Vladimir Efimov.

The plots are located in the areas of Dorogomilovo, Novo-Peredelkino, Ramenki, Solntsevo, Troparevo-Nikulino, Prospekt Vernadskogo, Filevsky Park and Fili-Davydkovo. They have well-developed infrastructure, including transport, which makes the projects even more attractive.

"Part of the housing – over 278 thousand square meters – is intended for the implementation of the renovation program. The total area of apartments in new buildings will be 169.8 thousand square meters. This will provide new housing for about 6.9 thousand city residents. In turn, 139.7 thousand "squares" will be the area of educational facilities and public and business infrastructure. The city has set deadlines for the implementation of each of the seven projects: depending on the development parameters and the total amount of work, they vary from three to eight years," said the Minister of the Moscow Government, head of the capital's Department of Urban Development Policy

Vladislav Ovchinsky.

Earlier, Sergei Sobyanin made a decisioncomprehensive development three non-residential development sites in the Presnensky and Khoroshevsky districts.

According to the program of integrated development of territories, multifunctional city blocks are being created, where roads, comfortable housing and all necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas. Currently, 336 KRT projects with a total area of more than 4.2 thousand hectares are at various stages of development and implementation in Moscow. This work is being carried outon behalf of Sergei Sobyanin.

Moscow Main Archives Presents New Online Edition for 80th Anniversary of Victory Over Japan

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

September 3 marks the Day of Military Glory of Russia – a date associated with the victory over militaristic Japan and the end of World War II. Main Archives of Moscow prepared an electronic edition "The Soviet-Japanese War of 1945: Biographies. Documents. Memories. Essays".

"In 2025, it will be 80 years since the defeat of the Kwantung Army and the capitulation of Japan — the events that marked the final stage of World War II. It is important for us not only to record our country's victories, but also to preserve the memory of those who achieved them. The new electronic publication brings together official documents, memoirs of participants in the events, photographs and essays by war correspondents. These materials allow us to feel how great the price of Victory was and to understand the role that Muscovites and other residents of our country played in the defeat of militaristic Japan. We sought to make the book not only a scientific work, but also a source in which the voices of war participants and eyewitness accounts are heard for new generations," said the head of the Main Archives of Moscow

Yaroslav Onopenko.

The publication consists of four sections. The first two are devoted to brief biographical information about the Heroes of the Soviet Union and other Soviet servicemen. The sections are supplemented with photographs of soldiers, excerpts from award sheets, fragments of autobiographies, memoirs and other documents. All of them are collected in thematic collections "Moscow – with care for history", which include materials donated by city residents for eternal storage as part of the eponymous indefinite campaign, and "Heroes of the Soviet Union – Muscovites".

The third section of the book contains a selection of official documents on the main stages of the Soviet-Japanese War, essays by war correspondents, memoirs, texts of television and radio broadcasts, as well as fragments of audio interviews.

The materials include audio recordings of the memories of veterans Oleg and Sergey Pokomkin, as well as cameraman Vladislav Mikosha, who filmed the ceremony of signing the act of surrender of Japan. An important part of the section is information from the capital's party organs about the responses of workers in Moscow and the Moscow region to the events of the war. Many of these materials are published for the first time.

The fourth section is devoted to photo documents from the period of the USSR war with Japan. The publication is supplemented by a brief chronicle of military events and a toponymic dictionary with geographical names as of August-September 1945 and at the present time.

You can find the book in the virtual museum "Moscow – with care for history", in the hall “1941–1945”, section “Media Library”, subsection “Library”.

Since the beginning of the 20th century, the ruling circles of Japan have pursued an aggressive foreign policy, including towards Russia and then towards the USSR. In the second half of the 1930s, the situation in the Far East worsened, armed conflicts broke out twice: in 1938 – on Lake Khasan and in 1939 – on the Khalkhin-Gol River in Mongolia. Despite the signing of a neutrality treaty between the USSR and Japan in Moscow in April 1941, the Soviet leadership, fearing Japanese aggression, continued to keep armed forces numbering more than a million people in the Far East.

In February 1945, at the Yalta Conference, the leaders of the USSR, the USA and Great Britain signed an agreement on the Soviet Union's entry into the war with Japan two to three months after Germany's capitulation. At the same time, preparations began for a military operation in the Far East.

By August 1945, 136,000 railway cars with military personnel, combat equipment and ammunition had been transferred to the Far East and Transbaikalia. The Soviet group numbered about 1.75 million people. It was armed with about 30,000 guns and mortars, more than five thousand tanks and self-propelled artillery units, and over five thousand aircraft.

The overall command of the operation was carried out by the Commander-in-Chief of the Soviet Forces in the Far East, Marshal of the Soviet Union Alexander Vasilevsky. He had under his command the Transbaikal Front under the command of Marshal Rodion Malinovsky, the 1st Far Eastern Front under the command of Marshal Kirill Meretskov, the 2nd Far Eastern Front under the command of General of the Army Maxim Purkayev, as well as the Pacific Fleet under the command of Admiral Ivan Yumashev and the Amur Military Flotilla, led by Rear Admiral Neon Antonov. The activities of the ground forces and the navy were coordinated by the People's Commissar of the USSR Navy, Admiral of the Fleet Nikolai Kuznetsov.

The Soviet troops were confronted by the Kwantung Army, numbering over a million people. The Japanese defensive line stretched for 800 kilometers and consisted of 17 fortified areas with 4.5 thousand permanent fire structures.

On August 8, 1945, the People's Commissar of Foreign Affairs of the USSR Vyacheslav Molotov handed over a statement to the Japanese ambassador in Moscow, which stated that the Soviet Union acceded to the Potsdam Declaration of July 26, 1945, demanding the unconditional surrender of the Japanese armed forces and considered itself to be in a state of war with Japan from August 9.

Early in the morning of August 9, Soviet troops went on the offensive along the entire front line. The Manchurian Strategic Offensive Operation began, as a result of which the main forces of the Kwantung Army were routed by August 14. On this day, Emperor Hirohito issued a rescript on Japan's acceptance of the terms of the Potsdam Declaration and on its surrender. However, military actions continued in various directions until September 1.

As a result of the operation, Soviet troops completely defeated the Kwantung Army and liberated the territories of Northeast China, North Korea, South Sakhalin and the Kuril Islands. On September 2, the act of surrender of Japan was signed in Tokyo Bay. On the same day, the Presidium of the Supreme Soviet of the USSR declared September 3 a national holiday – the day of victory over Japan.

Thanks to the re-marking of the capital's roads, travel time has been reduced in 53 sections

Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

An important disclaimer is at the bottom of this article.

Since the beginning of the year, more than half of the planned projects of the Traffic Management Center (TMC) for re-marking have been implemented.

"Re-marking allows for faster and more comfortable travel without increasing the width of roads, even on highways with heavy traffic. Since the beginning of this year, additional lanes, new directions and U-turns have been installed on 53 sections. On the instructions of Sergei Sobyanin, we continue to improve traffic in the city," said Deputy Mayor of Moscow for Transport and Industry

Maxim Liksutov.

Thanks to the re-marking, traffic conditions are improved without changing the size of the roads: travel time is reduced, safety is increased and excess mileage is reduced.

Since the beginning of the year, 53 improvements have been implemented under the TSODD projects. For example, it was possible to increase the throughput capacity at the exits from the M-4 "Don" highway to the Moscow Ring Road (MKAD) by adding an additional lane. Travel time on this section was reduced from 5-10 minutes to one to three.

Also this year, two new U-turns were made on the Garden Ring before Dubininskaya and Tatarskaya Streets. This reduced the overrun by 1.8–2 kilometers, and travel time by 8–10 minutes.

At least 47 more projects are planned to be completed by the end of 2025. For example, adding lanes on the Third Transport Ring from 1st Setunsky Proezd to the exit onto Komsomolsky Prospekt and on Leningradskoye Shosse towards the region at the exits onto the Moscow Ring Road.

Re-marking reduces the excess width of existing lanes and adds additional lanes, which helps reduce congestion and eliminate bottlenecks. As a result, the capacity of congested areas increases and the average speed of movement increases. In addition, this tool is used to create new directions at intersections and additional U-turns. This creates alternative routes that help drivers get to their destination faster.

Space. Constructivism. Height. How cultural centers change the urban environment

Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

An important disclaimer is at the bottom of this article.

Moscow's cultural centers have long gone beyond the usual cultural centers. They are becoming large-scale public spaces where new theatrical forms, educational formats, and projects for different generations are born. "Inspiration", the ZIL Cultural Center, and "Meridian" are three examples of how the city's cultural infrastructure is changing its appearance and learning to speak to residents anew, preserving the best of Soviet traditions and adopting innovative modern experience.

"Inspiration" for the area: the history and architecture of the cinema at its best

The building on Teplostanskaya Upland, where the cultural center operates "Inspiration", opened in 1984 as the Hanoi Cinema (this was the period of the surge of Soviet-Vietnamese friendship). The architect of the project, Yakov Belopolsky, one could say, is the author of the entire district. And the cinema with its advanced technology, curved screen and discotheque became the center of universal attraction.

"Hanoi" was built on the highest point of Moscow. "Belopolsky had an interesting approach: he decided not to artificially level the landscape, but to level the picture by using different-story buildings," says Tatyana Safonova, head of the concert and theater department of the Vdokhnovenie cultural center.

The architecture is a laconic rectangle with columns along the pediment, framed by open galleries. True, the romance of open passages did not last long: the first Moscow cold showed that such solutions lead to the destruction of the facade, and the galleries were glazed.

In the 1990s, the building, like the country, experienced turbulent times: there was a nightclub, a dentist's office, a furniture store. Only in 2008 did it receive the status of a cultural center, and since 2011 it has been called "Inspiration".

The Modernity of "Inspiration": Dozens of Studios and Current Premieres

"We have 69 clubs and studios for children and adults and 14 studios within the framework of "Moscow Longevity". There are studios of architectural modeling, cosplay, Korean language, two circus. There is its own theater – the modern theater of the musical "Endorphin", – lists Tatyana Safonova.

Event program carefully supervises the creative team of "Inspiration". "We decided that we would plan what to show ourselves, and not just rent out halls," notes Tatyana Safonova. "Our task is not only to be commercially successful, but also to develop the area." "Inspiration" has become the platform where you can watch premieres of young directors, performances of modern and unusual formats, for example, in the storytelling genre.

You can buy tickets and register for events using the service "Mosbilet".

One of the calling cards was the competition "School Theatre Marathon" – a unique project in which children's groups work on a professional stage with light and sound. "For us, they are the same participants in the theatrical process… I joke that this is a small "Golden Mask" for schoolchildren," says Tatyana Safonova.

The legendary recording studio also operates here. Iosif Kobzon, Alexander Gradsky, Vladimir Kuzmin, the groups "Krematoriy" and "Murakami" recorded their works there. Now the studio is equipped with the most modern equipment.

The cultural center hosts science shows, festivals (such as Mama-fest and Children-fest), and organizes summer creative residences for schoolchildren. “This is not a camp, but rather a creative club. A program is created, for example, Moscow Detective, when participants study the history of the capital and its secrets, or Ancient Egypt. Children grow microgreens, make cardboard cities, write music, and shoot films,” explains Tatyana Safonova. By the way, autumn and winter residences will be open during school holidays.

The highest point in Moscow sets a high standard, and the Vdokhnovenie cultural center maintains the bar. And the architecture of the 1980s harmonizes with the cultural life of the 21st century.

The History of Meridian: Culture and Space

Center of Culture and Art "Meridian" appeared in 1984 as a departmental Palace of Culture of the Nikolai Pilyugin Research Institute of Automation and Instrumentation. The institute was not just cutting-edge — it was here that control systems for automatic stations that studied the Moon, Mars, and Venus were developed. The Pilyugin team had hundreds of rockets to their credit, including the one that launched Yuri Gagarin into space. The architects of the Palace of Culture decided to emphasize this connection with space: at the entrance there is a bas-relief on a space theme, and in the main foyer there is an intricate panel of marble mosaic depicting an astronaut.

The total area of the building is about 13 thousand square meters. There are two halls inside: a large one with 1148 seats and a small one, which is currently under reconstruction; its capacity will be increased to 333 seats. Lots of light, marble, clear lines, typical of the architecture of the late USSR, the monumental style still gives the space a solemnity.

Modernity: Mahjong club, rock operas and tennis courts

Today, Meridian is not just a concert venue, but a real cultural hub of the southwest of Moscow. Poster is deliberately eclectic and is built in response to audience demand. If previously the emphasis was on private performances and performances by famous artists, now the strategy is shifting towards family and classical formats. "We try to support classical music and classical theatre productions. Although we also have modern ones, such as rock musicals," says Alexander Moskalov, director of the Meridian cultural center. The program includes dozens of concerts and performances – from performances by the State Academic Russian Folk Choir named after M.E. Pyatnitsky and the Beryozka ensemble to original rock operas.

You can buy tickets and register for Meridian events using the service "Mosbilet".

The cultural center pays special attention to the children's program and educational projects, such as "Meridian". Books", "Meridian". Lecture Hall", "Meridian". Tourism. Here you can meet with writers, scientists, travelers and directors, watch art-house films or discuss the history of fashion.

A separate layer – clubs and studios. There are 75 of them in Meridian, where over three thousand people study, from toddlers to pensioners. Among the flagships are the Shkolnye Gody ensemble, which dates back to the 1960s, and the Iskorki studio, where children simultaneously learn music and theater. There is a circus studio, FanArt comics courses, a club for the Chinese intellectual game mahjong, which, as Alexander Moskalov notes, could become the basis for a federation of this sport in Moscow. Meridian has indoor year-round tennis courts, and plans are underway to open a floorball section — hockey on a hard surface.

The building is being prepared for a major renovation – the project is planned to be completed by 2027. The choreographic halls and the bas-relief on the facade have already been updated, and a large-scale modernization with the addition of multimedia screens, new sound equipment and even a robotic wardrobe is ahead.

"Our concept is simple," emphasizes Alexander Moskalov. "People don't have to go to the city center to see a quality performance or concert. We want to have very high-level culture within walking distance."

ZIL Cultural Center: A Perfect Example of Constructivism in Different Eras

In 1929, a decision was made to build a Palace of Culture in the Simonovskaya Sloboda area, which would unite the entire rapidly growing working-class district. Before that, there had been clubs at factories, but for the first time, there was talk of a large community center for tens of thousands of new residents.

The architectural competition was not easy: two rounds did not satisfy the customers, and in the end the work was entrusted to the Vesnin brothers, key representatives of Soviet constructivism. Construction proceeded rapidly: design work began in December 1930, and the foundation was laid in June 1931.

The Maly Theatre, which opened in 1933, became a venue for tours by leading Moscow theatres. The uniqueness of the layout is in the very steep rise, so the amphitheater is located close to the stage. It was important not only to show the performance, but also to explain to the working audience what they would see.

"Before the performance, you could talk to the lecturer in the foyer. They introduced the audience to what awaited them, educated them about theater, opera, and ballet," says Mikhail Sapunov, leading manager ZIL Cultural Center.

In 1937, the Palace of Culture was ceremoniously opened, timed to coincide with the anniversary of the adoption of the USSR Constitution of 1936. Celebrations were held here, balls, carnivals and masquerades were especially popular, and educational work was carried out. An observatory was placed on the roof – part of the educational campaign.

"They explained that the thunder was not because someone was riding in a chariot, but because it was a natural phenomenon. The original dome and refractor were preserved, and the observatory was being restored," continues Mikhail Sapunov.

The building is a recognized masterpiece of late constructivism. After the war, it was reconstructed in the spirit of Stalin's Empire style: chandeliers and stucco were added. In the 1960s and 1970s, there was a new reconstruction, already in the style of Soviet modernism – marble appeared on the columns and stairs. The ZIL Palace of Culture served as one of the leading venues of the Soviet Union.

"Many famous people have been here, such as Romain Rolland, Mao Zedong, Fidel Castro, Yuri Gagarin and other cosmonauts, Angela Davis. There is a photo of Fidel in the hall," recalls Mikhail Sapunov.

And the local New Year trees were a worthy competitor to the Kremlin ones. Today, the building's facades are being restored to their original 1930s appearance.

Modernity: scale, tradition and innovation

The ZIL Cultural Center is the largest in Moscow. It is going through a difficult but interesting time. It is undergoing restoration, but the center not only does not stop working, but also continues to introduce new directions and formats.

Olga Ilyintseva, Deputy Director for Cultural and Leisure Activities, notes: “Currently, the ZIL Cultural Center operates more than 40 studios completely different directions – vocals, choreography, theater, decorative and applied arts, literary circles. We are home to the unique choreographic college Ledyakh."

The Theatre of the Simple-minded is also located here, the main cast of which consists of people with Down syndrome. Some studios have been operating for decades: the S. L. Stein Drama Theatre was founded in 1937, and the Bruno Belousov Ballroom Dancing School is about 50 years old. "There is a continuity of generations in all studios. At first, grandparents studied here, then parents, and now they bring their children to us," notes Olga Ilyintseva.

A new project is developing at the ZIL Cultural Center — the theater series “City Without a Name.” “As far as we know, theater series have never been staged before. Five “series” of performances are planned. Each is an independent dramatic work, but they are all connected by characters and the setting. You can watch one series or all five and perfectly understand the plot. Castings were held — both professional and non-professional actors participated, and even our employees,” Olga Ilyintseva shares the details.

The ZIL Cultural Center has five halls: a large hall, a small hall, a column hall, a hall-constructor and a lecture hall, as well as auditoriums. These spaces allow festivals, markets, exhibitions, concerts, lectures, performances and film screenings to be held. The cultural center has its own library.

You can buy tickets and register for events at the ZIL Cultural Center using the service "Mosbilet".

Cultural centers form an intellectual and creative environment in Moscow districts. They dispel the myth of residential suburbs, expanding the geography of the capital's cultural life and bringing to life the idea of decentralizing culture.

SAO PAULO, Sept. 3 (Xinhua) — Former Brazilian President Jair Bolsonaro has the right to a fair trial for allegedly trying to overthrow the government after losing the 2022 presidential election, President Luiz Inacio Lula da Silva said on Tuesday.

J. Bolsonaro and his aides face up to 43 years in prison if they are found guilty of attempting a coup.

"I hope that justice will prevail with the right to the presumption of innocence, that's all. I wish for myself and for any of my enemies the right to the presumption of innocence," L.I. Lula da Silva said as the final stage of the trial began in the Supreme Federal Court /the country's highest court/.

The President noted that J. Bolsonaro has the right to self-justification, which was denied to L. I. Lula da Silva when he was arrested in 2018 on corruption charges. The case against him was later closed when it turned out that the anti-corruption operation “Car Wash” was politically motivated.

"He /Bolsonaro/ can defend himself, which I could not. I did not complain, I did not cry," the president told reporters in Sao Paulo. –0–

BEIJING, Sept. 3 (Xinhua) — The rejuvenation of the Chinese nation cannot be stopped, Chinese President Xi Jinping said Wednesday as the country marked the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

The victory in the Chinese People's War of Resistance Against Japanese Aggression, a great and exhausting war, was a complete victory for China in repelling an external invasion for the first time since the beginning of modern history, Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said in a speech at a grand gathering held in Beijing to mark Victory Day.

Noting that the victory in the Chinese People's War of Resistance Against Japanese Aggression was achieved under the banner of the Anti-Japanese National United Front initiated by the CPC, he said the Chinese people made important contributions to saving human civilization and safeguarding world peace by making enormous sacrifices in this war, which is an important part of the World Anti-Fascist War.

Only if countries and peoples around the world treat each other as equals, live in harmony and support each other can common security be ensured, the root causes of war be eliminated and historical tragedies be prevented from recurring, Xi said.

According to Xi Jinping, today humanity once again faces a choice: peace or war, dialogue or confrontation, win-win or zero-sum games.

The Chinese people will firmly stand on the right side of history and the side of the progress of human civilization, adhere to the path of peaceful development, and join hands with the people of all countries to build a community with a shared future for mankind, he said.

Xi called on the people of all ethnic groups to remain united and work hard under the strong leadership of the CPC to build a great country and comprehensively promote national rejuvenation through Chinese modernization.

Xi Jinping noted that the People's Liberation Army (PLA) should provide strategic support for realizing the great rejuvenation of the Chinese nation and make greater contributions to world peace and development.

He called on the PLA to become a world-class advanced military force and resolutely safeguard the country's national sovereignty, unity and territorial integrity. -0-

An important disclaimer is at the bottom of this article.

The Minister of Science and Higher Education of the Russian Federation Valery Falkov made a working visit to the People's Republic of China, where he held a number of important meetings aimed at expanding bilateral scientific and technical cooperation.

On August 22, the head of the Russian Ministry of Education and Science met with the Minister of Science and Technology of the People's Republic of China, Yin Hejun.

During the meeting, the parties paid special attention to the development of partnership within the framework of megascience projects. Today, Chinese scientists participate in the work of the NICA Complex facility, created at the Joint Institute for Nuclear Research in Dubna. Long-standing contacts continue with the Kurchatov Institute. Valery Falkov proposed developing a unified scientific research program that will ensure the joint use of the existing and emerging research infrastructure in Russia and China.

The ministers also condemned cooperation between the SCO and BRICS. In particular, a statement on strengthening scientific, technical and innovative cooperation between the SCO states until 2030 is planned for September.

On August 25, Valery Falkov held a meeting with the Minister of Education of the People's Republic of China, Huai Jinpeng.

The parties discussed the activities of joint Russian-Chinese universities, including projects that have only just been planned. The colleagues also noted the growth in the number of Chinese students at Russian universities. Over the past five years, their number has almost doubled. Last academic year, over 56,000 Chinese citizens studied in Russia.

The meeting also touched on the topic of cooperation within the BRICS line, including the initiative to create a new balanced ranking of universities that would take into account the specifics of the educational systems of the two countries. Given the experience of Russia and China in this area, Valery Falkov proposed combining efforts to create an alternative, fair mechanism for evaluating universities.

The State University of Management follows current trends in education and also develops cooperation with Chinese colleagues. The State University of Management runs a joint network master's program "International Manufacturing Business Management" with Ningbo University, organizes internships for Russian specialists in China, and last summer a cooperation agreement was signed with the Shandong Institute of Technology and Business.
