Petrovsky Medical University is the only medical university in Russia created by the decision of the Government on the basis of the State Scientific Center of the Russian Federation "Russian Scientific Center of Surgery named after Academician B.V. Petrovsky". This year, the university enrolled students for the second time; 410 students from 49 regions were accepted to the first year. Today, 770 people are undergoing training at Petrovsky Medical University.

Systematic work on the restoration of Donbass and Novorossiya involves a comprehensive approach, including the renovation of higher education facilities. The Deputy Prime Minister added that today DonSTU, established in 1957 as a mining and metallurgical institute, is a multidisciplinary scientific, educational, research and cultural center of the LPR, training personnel for the mining and metallurgical, mechanical engineering and construction industries. The mechanism of special treasury loans (STL) was launched in 2023 as a continuation of the infrastructure budget loans program. To date, eight regions of the country have completed planned infrastructure projects involving STL, Deputy Prime Minister Marat Khusnullin reported.

"Special treasury loans, like infrastructure budget loans, are recognized as one of the most popular and effective tools for territorial development. In total, about 190 million rubles of the SCC were distributed in 79 regions. The mechanism allowed the subjects to quickly allocate funds to important projects to modernize public utility infrastructure, upgrade roads, schools and other facilities without a heavy burden on the local budget, which, of course, had a positive impact on the overall development of settlements. To date, 223 facilities and activities have been completed in 37 regions within the framework of special treasury loans. Of these, 8 subjects of the Russian Federation have fully completed work under the program – these are Tula, Rostov, Omsk, Yaroslavl, Oryol, Magadan regions, the Republic of Crimea, Chukotka Autonomous Okrug. Thanks to the projects implemented there, the quality of life has improved for 828 thousand people. 248 facilities and activities in 43 regions remain in progress. “In general, the planned work on the SCC will contribute to improving the quality of life of about 43 million citizens,” said Marat Khusnullin.

In August of this year, the construction of the Shevelevsky water intake water treatment plant with a capacity of 2.7 thousand cubic meters per day was completed in the Shchekino district of the Tula region, which became the last facility planned under the SKK program. Earlier, the region reconstructed the sewerage systems of the Uzlovsky district, as well as the water supply systems in the village of Leninsky in Tula.

Also this year in Rostov-on-Don, thanks to the systematic work of the team of the acting governor of the Rostov region, a sewer collector along Lokomotivnaya street with a length of 3.27 km was built at the expense of the SKK. In 2024, with the use of special treasury loans, the Republic of Crimea completed the overhaul of almost 14 km of emergency sections of the Yevpatoria water pipeline, in the Yaroslavl Region – 4.32 km of the heating network on Promyshlennaya Street in Tutayev. In the Chukotka Autonomous Okrug, courtyards along Otke Street and Energetikov Street in Anadyr were overhauled. In Orel, the construction of 8 km of the water pipeline from Mashinostroitelnaya Street to Karachevskoye Highway was completed, and in (Magadan?) the building of the educational and laboratory building of the Magadan Polytechnic College was reconstructed.

All planned projects under the special treasury loan program may be completed in 2027.

Vasily Kupyzin, General Director of the Territorial Development Fund, noted that seven regions have fully completed work under the mechanism of infrastructure budget loans (IBK), launched in 2021.

She noted the importance of creative development within the framework of the Abilympics championship for people with disabilities. This year, creative competence was among the three most popular. Since the beginning of the year, three championship finals have been held. In Nizhny Novgorod, the competitions of the final of the Professionals championship in the field of creative industries and information technology involved 7.5 thousand participants from 72 regions of Russia and 14 countries. In Kaluga, 14 thousand people took part in the events of the final of the championship in industrial specialties. In 2025, in Kazan, on the instructions of the President of Russia, the championship for veterans of the SVO was held for the first time as part of the Abilympics.

Three more final events are planned before the end of the year. The final of the national championship "Abilympics" will be held in Moscow, and the final of the championship "Professionals" in St. Petersburg. The final of the high-tech championship will be held in Veliky Novgorod. Acting Governor of the Novgorod Region Alexander Dronov spoke about the preparations for it.

Following the meeting, Dmitry Chernyshenko instructed to provide for an exhibition of modern domestic technical rehabilitation equipment within the framework of the national championship program "Abilympics", to work out the issue of further employment of participants in the organizations – partners of the competition, to organize events to popularize the institution of mentoring, and also to ensure the holding of competitions for contestants from friendly countries.
