BEIJING, Sept. 11 (Xinhua) — China will introduce a national child care subsidy system from this year as part of efforts to improve the childbearing support system and promote high-quality population development, Lei Haichao, head of the National Health Commission, said Thursday.

As of Wednesday, more than 80 percent of eligible applicants had completed registration through online and offline channels, he said at a press conference introducing China's progress in healthcare during the 14th Five-Year Plan period (2021-2025).

According to a plan released earlier by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, from January 1 this year, Chinese families will receive an annual childcare subsidy of 3,600 yuan (about US$506.8) for each child – whether first, second or third – until they reach the age of 3.

Over the past five years, economic support for child care has been expanded in many aspects. Child care and upbringing for children under 3 years old has been included in the additional deductions from individual income tax, and the deduction threshold has been raised from 1,000 yuan per child per month to 2,000 yuan, said Guo Yanhong, deputy head of the NRC.

She added that all provincial-level administrative units in China now include assisted reproductive technology projects in the reimbursement program for services provided under medical insurance, along with other measures such as free pre-school education and housing support.

According to her, the rate of regular check-ups for pregnant women, women in labor and newborns across the country remains above 90 percent. The Chinese official noted that comprehensive services in the entire process of childbirth have been improved, including the mechanism for screening high-risk pregnancy and special treatment for high-risk pregnant women and women in labor.

Chinese parents are also being given more time to care for their babies and young children. Guo Yanhong said maternity and parental leave have also been extended in all provincial-level regions across the country. -0-

BEIJING, Sept. 11 (Xinhua) — China ranked first in the world in the number of patents issued for inventions in key sectors of the digital economy in 2024, with the growth rate significantly exceeding the global average, the State Intellectual Property Administration (SIPA) of China said on Thursday.

As noted by the department, the number of patents issued for inventions in these industries last year reached 500,000, which is 23.1 percent more than the year before.

The data was released at the 14th annual intellectual property conference held in the country, entitled “Intellectual Property in the Digital Age.”

The GUIS highlighted progress in the artificial intelligence (AI) industry, stating that China has become the world's leading country in terms of AI-related patents, accounting for 60 percent of the global total.

The SIUS also noted the growth in the number of international patents, noting that the number of overseas invention patents granted to key industries in China's digital economy increased from 21,000 in 2016 to 52,000 in 2024.

Meanwhile, the number of foreign-invested enterprises applying for invention patents in these industries in China has also been steadily increasing. As of the end of last year, 95 countries and regions had obtained valid invention patents in key industries of China's digital economy. The number of such patents accounted for 407,000, or 43.7 percent of the total valid invention patents held by foreign innovators in China.

“This fully demonstrates the confidence of foreign-invested enterprises in the future development of China’s digital economy,” concluded Shen Changyu, head of the State Information Security Administration. -0-

The State University of Management has launched a program for teachers called “Conductors of Meanings. DNA of Russia”

An important disclaimer is at the bottom of this article.

On September 11, 2025, the first stream of the educational program for teachers of higher education "Guides of Meanings. DNA of Russia" was launched at the State University of Management. The organizers of the program are the Ministry of Science and Higher Education of the Russian Federation, the Federal Agency for Youth Affairs "Rosmolodezh", the State University of Management and the "DNA of Russia" project.

More than 300 employees from 60 universities, representing over 20 regions of the country, gathered at the SUM IT Center.

Deputy Minister of Science and Higher Education Olga Petrova addressed the meeting participants with a welcoming speech, noting the high level of organization of the event by the State University of Management.

"Thank you to everyone who agreed to become our assistants in creating a sustainable value-based teaching framework, which is critically important for conveying meanings and values to students. The President set a national goal – to educate a harmoniously developed, socially responsible individual based on spiritual and moral values and historical traditions. In achieving this goal, teachers play a leading role. They are the ones who are examples for students. Only together can we implement what was conceived and achieve the set goal. Thank you, GUU, for not being afraid to be the first," Olga Viktorovna noted.

On behalf of the State University of Management, the audience was greeted by Vice-Rector Pavel Pavlovsky, who thanked the Russian Ministry of Education and Science for choosing the State University of Management as the launching pad for the new program.

"Rector Vladimir Stroyev often emphasizes the primary meaning of the word "state" in the name of our university. And the key tasks facing the state will be determined by the meanings and values that we will talk about today. I really like the name "DNA of Russia". I am sure that the community of teachers is a community of the smartest people in the country. And if we cannot explain to a student why he is studying and what his goal is after completing his studies, then this is a failure. And we will not allow this failure," concluded Pavel Vladimirovich.

Olga Petrova also gave a presentation on the role of a teacher in the context of the implementation of the Decree of the President of the Russian Federation of 07.05.2024 No. 309 "On the national development goals of the Russian Federation for the period up to 2030 and for the perspective up to 2036". The Deputy Minister emphasized that each of the designated goals concerns education and gave examples of successful actions by universities to improve the relevant indicators.

The head of the educational program, President of the MAKO Association Olga Golyshenkova, spoke in more detail about the structure of the educational program, for the participation of which everyone gathered, and its main tasks. The expert noted that each teacher influences the perception and value systems of students and it is important to understand how to consciously influence the future of individuals and the country as a whole.

Tatyana Kuznetsova, Head of the Department for Work with Alumni of the Presidential Academy's Youth Policy Department, shared a successful example of creating a community of teachers, the "Club of Meaning Creators".

The scientific director of the “DNA of Russia” project, Vice-Rector of the Presidential Academy Andrey Polosin introduced those gathered to the history of the project’s creation and the worldview and values that were embedded in it.

During the two-day intensive course, participants will work in groups, formulating values and key meanings in practice, as well as discussing ways to convey them, will share successful cases and real-life experiences, and will also defend the results of their work.

It should be noted that the program "Conductors of Meanings. DNA of Russia" is a continuation of the program "Voice of a Generation. Teachers", one of the streams of which also took place in 2024 also at the State University of Management. The start of the program on September 11 marked the beginning of a series of 25 streams in universities throughout Russia.

Rosneft's research geological expedition, organized jointly with the Northern (Arctic) Federal University named after M. V. Lomonosov as part of the Arctic Floating University program, has set off from the port of Tiksi. The expedition vessel Mikhail Somov will operate in the Laptev Sea in the area of the New Siberian Islands archipelago.

Specialists from Rosneft's Arctic Research Center will select rock samples to study their mineral composition, structure, origin, and spatial distribution. A detailed analysis of the extracted material will expand the knowledge base on the geological evolution of the region and the potential of the oil and gas source strata of the Eastern Arctic. Field work on the New Siberian Islands will be carried out in compliance with high standards of environmental safety and environmental protection.

The expedition is a continuation of the Company's long-term work to study sedimentary basins in the Russian Arctic. From 2014 to 2019, scientists studied the geological structure of Arctic islands, and in 2020, Rosneft's scientific program for stratigraphic drilling in the northern seas was launched. To date, scientists have more than 2,000 meters of core at their disposal – unique stone material mined in hard-to-reach regions of the Russian Arctic.

CHANGCHUN, Sept. 11 (Xinhua) — Learning Chinese, exploring local attractions, and taking dumpling-making master classes were just some of the activities on the agenda for 72 students and faculty members of the National Research University Higher School of Economics (HSE) during their visit to Changchun, the capital of Northeast China's Jilin Province. The three-week educational camp, carefully planned by Jilin University of Foreign Studies, gave the Russian students a chance not only to learn about Chinese culture in class, but also to see and experience China in their daily lives.

One evening, the campers visited the Siji Nanhe Riverside Park, located on the bank of the Yitong River in Changchun, to enjoy a light and sound fountain show, have coffee and snacks at a bustling market, and take memorable photos on a beach with unusual pink sand.

The Russian guests were pleasantly surprised that this modern recreation area was created with care for the environment. They highly appreciated China's approach to "green" development and innovation in the field of cultural tourism. "This pink beach is simply magnificent! It is something unique, I definitely want to come here with my family," shared her impressions student Irina, who speaks fluent Chinese.

“We have been organizing this camp for the second year in a row. China and Russia are friendly neighbors, and the northeastern region of China borders Russia. The interest and enthusiasm of students to participate in these trips is very high, and the number of those wishing to participate is growing,” said Song Dandan, Director of the Institute of International Exchanges and Head of the Department of International Exchange and Cooperation at Jilin Foreign Studies University. She also noted that “the format of study tours is very effective, and students are no longer limited to lectures in classrooms, but visit various Chinese cities and villages to see the country with their own eyes, participate in its life and communicate with locals. This allows them not only to truly experience the charm of Chinese culture, but also to make new friends.”

The city of Hunchun, located in the Yanbian Korean Autonomous Prefecture of Jilin Province /Northeast China/, where the borders of China, Russia and the DPRK converge, has seen a surge in the popularity of educational tours for Russian schoolchildren. In anticipation of the new school year, Hunchun Secondary Schools No. 3 and No. 4 are actively preparing to host students from Russian schools for educational and familiarization trips and excursions.

According to Yu Mei, deputy director of the Hunchun City Department of Culture, Radio, Television and Tourism, study tours are in great demand among Russians because they offer a rich program and the results obtained after their stay are simply excellent. “Learning calligraphy, studying kung fu, practicing Chinese… The richness and depth of Chinese culture attracts more and more Russian teenagers,” she noted.

In March of this year, a group of more than 40 teenagers from the Russian city of Komsomolsk-on-Amur visited Hunchun on an educational tour dedicated to traditional Chinese medicine (TCM).

At the Hunchun TCM Hospital, Russian schoolchildren visited the TCM pharmacy, learned about acupuncture, moxibustion and other specific treatment methods, tried herbal teas and studied traditional Chinese health fitness exercises “Ba Duan Jin” /”Eight Pieces of Brocade”/ in practice. During the visit, the children showed genuine interest in medical culture and a desire for knowledge.

“Acupuncture is pure magic! I had a stuffy nose and the doctor put two needles in my nose. After a while, my nose actually cleared up! It’s incredible,” said Russian teenager Sergey. Holding his own moxa sticks, he added that the trip to China gave him a lot of new knowledge and helped him better understand China and its medical culture.

According to Han Shimin, the curator of this study tour and the person in charge of Han Yi Jiu Moxibustion Clinic, such international educational tours allow Russian friends to get to know Chinese medical culture and Chinese youth closely. They provide an opportunity to exchange knowledge and interact, which in turn significantly expands the popularity and influence of Chinese medical traditions and iconic intangible cultural heritage.

In addition to Jilin Province, 18 border cities in Heilongjiang Province (Northeast China), including Heihe, Mohe, Fuyuan, Dongning, Mishan and Hulin, have actively taken advantage of the border rivers and lakes and ports bordering Russia. They have made significant efforts to establish study tour routes and develop specialized tourism products that take into account the unique characteristics of the region. -0-

URUMQI, Sept. 11 (Xinhua) — The Dulat Port of Ili Kazakh Autonomous Prefecture in northwest China's Xinjiang Uygur Autonomous Region has received its 100,000th inbound passenger since the beginning of 2025 as of Tuesday, 103 days earlier than last year.

During the reporting period, passenger traffic through this checkpoint increased by 56.9 percent year-on-year, and the number of vehicles passing through it in both directions rose by 73.6 percent to more than 56 thousand units.

The Dulata checkpoint is located just 247 km from the Kazakh city of Almaty and is an important transport hub connecting China with Central Asia and Europe.

As the Belt and Road Initiative progresses and thanks to the mutual visa-free regime between China and Kazakhstan, cross-border tourism through the Dulata checkpoint is gaining momentum.

“Customs clearance here is very convenient, all procedures took less than ten minutes, which indicates the high efficiency of the border crossing,” said one of the Chinese tourists who decided to visit Kazakhstan.

According to the data from the border control service of the Dulata checkpoint, there has been a significant increase in the incoming and outgoing tourist flow through the checkpoint since the beginning of this year. It is expected that by the end of the year the figure will reach 150 thousand person-times, which is about 44 percent more than last year. -0-
