BEIJING, Sept. 13 (Xinhua) — The 10th border trade expo opened in Suifenhe City, northeast China's Heilongjiang Province, on Thursday.

As an important trade hub between Heilongjiang Province and Russia, and a window of China's opening to the north, Suifenhe is taking advantage of the exhibition to create a platform for enhancing international trade and economic cooperation, the city's official website reported. The city is located on the border between China and Russia.

The opening ceremony of the exhibition was held on Thursday at the Suifenhe International Trade Center. It is reported that the total exhibition area of the event is 15,000 square meters, and the number of participants exceeded 500 enterprises, including more than 300 Chinese and 152 foreign companies.

Russian enterprises, which constitute the absolute majority of foreign participants in the exhibition, presented mainly confectionery, grain, oil and alcoholic beverages. At the same time, the exhibition area of Mongolia is dedicated to agricultural products and mineral resources, and the area of the Republic of Korea – to health products and baby food.

The Chinese enterprises participating in the exhibition represent 26 provinces, autonomous regions and municipalities directly under the central government. They specialize in food processing, electronics, automobiles, drones and other industries.

Deputy Prime Minister Alexander Novak held a meeting on the formation of a national model of target conditions for doing business. This is a new stage of work to improve the business climate. The model consists of specific initiatives that entrepreneurs need at each stage of business development.

"The President has instructed to enter the top 20 countries in terms of business climate by 2030. The Russian Ministry of Economic Development has submitted a draft order to the Government to approve the national model. There are 11 separate areas of the national model, containing target indicators and "road maps" for their implementation. In total, more than 250 measures are planned to improve the business climate at all stages: from registration to export," said Deputy Prime Minister Alexander Novak.

During the meeting, the participants discussed issues of developing social infrastructure, pre-trial dispute resolution mechanisms, using the motivated opinion tool in taxation, and reducing the burden on businesses to prepare tax reports. Representatives of federal executive bodies, business associations, and development institutions took part in the work.

Business played a key role in developing the national model. Nine out of eleven working groups were headed by representatives of the business community. It was business, together with business associations and departments, that determined which barriers needed to be eliminated and how progress would be measured.

Particular attention is paid to the regional part of the model. The task is to equalize the conditions for doing business throughout the country, pulling lagging regions up to the results of the leaders. For this purpose, 27 indicators have been defined in four areas: real estate, utility networks, business protection and development of competition.

BEIJING, Sept. 12 (Xinhua) — The 17th session of the Standing Committee of the 14th National People's Congress (NPC) of China concluded in Beijing on Friday.

At the final meeting, the Atomic Energy Act, the Public Health Emergency Response Act, the National Parks Act, the revised Arbitration Act, the Rule of Law Promotion and Education Act, and decisions to amend the Food Safety Act were adopted by vote.

In addition, the meeting decided to relieve Pan Yue of his post as Chairman of the State Committee for Nationalities and appoint Chen Ruifeng to this post.

Chinese President Xi Jinping signed decrees concerning the adoption of the above-mentioned laws and decisions.

The NPC Standing Committee chairman also called for people's congresses to effectively perform their duties in legislation and supervision, and to promote the effective implementation of the Constitution of the PRC, the Law on Patriotic Education and the Law on the Protection of the Honor and Dignity of Martyrs and Heroes.

5 killed, 1 injured in crash involving minibus, semi-trailer in eastern China

NANCHANG, Sept. 12 (Xinhua) — Five people were killed and one was injured in a traffic accident involving a minibus and a semi-trailer in east China's Jiangxi Province on Friday.

The collision occurred at around 4:00 a.m. on National Highway 206 in Nanfeng County, Fuzhou City, according to the provincial public security bureau.

All five passengers of the minibus were declared dead, the driver is receiving medical assistance for his injuries. At the time of the accident, the minibus was not overloaded.

The driver who was operating the semi-trailer was not injured.
