Sergei Sobyanin opened the renovated sports complex (SC) "Olimpia" on Fryazevskaya Street (building 13a) in the Novogireevo district.

In addition, in September, three more sports complexes located in the Yasenevo, Tsaritsyno, and Savelki districts welcomed their first visitors after reconstruction: the Moscow City Physical Culture and Sports Association (19 Yasnogorskaya Street), the Yug Olympic Reserve School (16 Kavkazsky Boulevard, Building 3), and the Zelenograd Moscow Comprehensive Sports School (2 Ozernaya Alley).

"We're building a lot, a lot of sports facilities, but we can't forget about the old ones either, because many were built 20-40 years ago and are already obsolete. Therefore, they need to be rejuvenated: install new equipment, implement new utility systems, and update their design. Therefore, under a special program, we'll renovate all the old facilities in Moscow, and the same will be done in your district. We're doing a lot here: we're implementing a renovation program, we've updated the clinics. Now we've taken on schools, parks, and squares, making life in your district comfortable and convenient," Sergei Sobyanin shared with the district residents.

The Olimpia sports complex on Fryazevskaya Street (building 13a) is owned by the Mossportobekt State Budgetary Institution, one of the city's largest physical education and sports institutions, which manages more than 100 sports facilities.

The 2,200-square-meter, standard sports complex is equipped with a 25-meter swimming pool and a gymnasium with modern, injury-safe surfaces and new equipment.

During the sports complex's renovation, the building's utility systems, roof, glazing, and façade panels were replaced, the pool basin was repaired, and the interior was given a modern finish. In addition, comfortable locker rooms with showers and toilets, coaches' rooms, a medical office, a cloakroom, and a waiting area were installed.

The adjacent area has been landscaped. The complex is also accessible to people with disabilities.

Following the completion of the renovations, wrestling and swimming classes have resumed at the Olimpia Sports Complex for students from city sports schools and the general public. Groups in general physical training, yoga, Pilates, and gymnastics will be created for participants in the "Moscow Longevity" project.

The renovated sports complex welcomed its first visitors in September. It is expected to welcome approximately 800 people daily.

Program for the construction of new and renovation of standard sports facilities

Since 2011, 338 sports facilities (capital and non-capital) have been built in Moscow, including more than 150 new sports complexes.

“In total, the reconstruction program included over 150 such facilities, and the plan is to complete work on 16 by the end of 2025,” Sergei Sobyanin wrote on his channel in

MAX messenger.

There are plans to build another 101 sports facilities by 2027, including about 50 physical education and health centers (PEHCs).

In addition, a renovation program for existing sports facilities is underway, covering over 150 standard sports complexes built in previous years. These are obsolete and in need of technical upgrades.

The renovation work includes replacing the facade cladding and glazing, interior finishing, updating furniture and sports equipment, replacing utility systems, security systems, and electrical wiring, as well as landscaping the surrounding area and installing navigation elements.

"We continue to implement our plans for the development of sports infrastructure. We are building a lot

new objects, but we don't forget about the old ones either. They've already been put in order. 18 objects, four of them opened today,” Sergei Sobyanin wrote on his channel in MAX messenger.

There are plans to complete work on 16 more sites by the end of the year.

Improvement of the Green Park in Novogireevo

Green Park, located at the intersection of Zeleny Prospekt and Fryazevskaya Street, is a popular recreation spot for Muscovites. New residential complexes are currently being built nearby as part of the city's renovation program.

Following numerous requests from city residents, improvements to Green Park were carried out between March and August of this year under the direction of Sergei Sobyanin. The project was approved by over 88 percent of Muscovites who participated in the Active Citizen project.

The total area of improvements is 17.93 hectares. The central part of the park now houses a recreation area with round benches and large swings, and a site with long benches for various events has been created.

For active recreation enthusiasts, the football field has been renovated, workout areas with strength and aerobic equipment have been equipped, and table tennis tables have been installed.

New playgrounds with an archaeological sandbox, play structures, artificial hills, and swings will be of interest to children of all ages.

A large parking lot has been constructed on the Fryazevskaya Street side. The park now boasts approximately 380 energy-saving streetlights, 790 hardscape features, and nine CCTV cameras. 91,600 square meters of new and restored lawns have added comfort and coziness. Nearly 200 large trees are planned to be planted by the end of autumn.

In addition, improvement works covered nine courtyards adjacent to the park along Zeleny Prospekt (building 64, building 68, buildings 1, 2, building 70, building 1), Fryazevskaya Street (building 9, buildings 2, 3, building 11, buildings 1, 2, 4, 5, building 13, building 15, buildings 5, 6) and Soyuzny Prospekt (building 24).

Creating a high-quality urban environment

This year, improvement work is underway in Moscow on more than 3,200 sites, including more than 80 significant ones, approximately 700 streets in the form of comprehensive improvement projects, and nearly 2,400 courtyards.

In particular, the improvement of three outbound highways is being completed: Volgogradsky Prospekt with Marxistskaya Street, Shchelkovskoye Highway with Bolshaya Cherkizovskaya and Krasnoprudnaya Streets, and Profsoyuznaya Street with 60th Anniversary of October Avenue.

Improvement work continues at the Kolomenskoye Museum-Reserve, Gorky Park, and Sokolniki. Work also began this year on the grounds of the Luzhniki Olympic Complex.

My neighborhood. Novogireevo

Novogireevo is a district in eastern Moscow with a population of 100,000. Its landmarks include the park on Zeleny Prospekt, Perovsky Square, the Church of the Holy Face of Christ the Savior, the Vadim Sidur Museum, the "Grieving Mothers" monument, and the memorial wall "To Muscovite soldiers who died in Afghanistan."

In recent years, Novogireevo has seen significant progress in improving its residents' quality of life. Most of the initiatives were implemented under the "My District" program, developed at the initiative of Sergei Sobyanin.

The district has received an overground metro service, with Novogireevo and Kuskovo stations serving passengers on the fourth Moscow Central Diameter (MCD-4). For passenger convenience and safety, Novogireevo station has been renovated: a new underground passenger vestibule with exits toward Fryazevskaya and Ketcherskaya Streets has been built, as well as two passenger platforms with shelters for protection from precipitation.

Major repairs have been completed to the vestibules of the Novogireevo metro station on the Kalininskaya Line and adjacent pedestrian crossings.

Eight new ground transportation routes have been established in the district. More than 80 modern bus shelters have been installed.

Modern low-floor Vityaz-Moscow trams operate on tram routes No. 36 and 37, which pass through the district.

There are eight bicycle parking areas available for cycling enthusiasts.

As part of the outpatient modernization program, a comprehensive reconstruction was completed at branches No. 2 (Soyuzny Prospekt, Building 12a) and 3 (Utrennyaya Street, Building 18a) of Children's Polyclinic No. 7 and branches No. 1 (Federativny Prospekt, Building 31) and 3 (Federativny Prospekt, Building 17a) of Polyclinic No. 69. A women's health center was also opened at City Clinical Hospital No. 15 named after O.M. Filatov, located at 17 Federativny Prospekt, Building 20.

Under the "My School" program, the building of School No. 1324 on Federativny Prospekt (building 27) has been renovated. Upcoming plans include renovating School No. 1798 on Soyuzny Prospekt (building 2).

The district's sports infrastructure has been expanded with a new football arena on Perovskaya Street (building 66d). A comprehensive overhaul of the Olimpia Sports Complex and swimming pool on Fryazevskaya Street (building 13a) has been completed.

The Novogireevo District Moscow Longevity Center, located at 43 Perovskaya Street, offers social interaction, leisure, and creative opportunities for senior citizens.

The multifunctional public center "Kyrgyzstan," created as a result of the reconstruction of a former movie theater near the Novogireevo metro station, has become a new popular spot among residents.

Thanks to the "Art for Children" project, ongoing repairs were completed on the buildings of the N.A. Rimsky-Korsakov Children's Art School (58 Novogireevskaya Street) and the I.E. Repin Children's Art School (56 2nd Vladimirskaya Street).

Major renovations have been completed at Library No. 95 on Polimernaya Street (Building 7, Building 2) and Library No. 96 at 24 Svobodny Prospekt.

The new Church of the Holy Equal-to-the-Apostles Prince Vladimir (Perovskaya Street, Building 64) has opened its doors to parishioners.

Perovsky Square and park on Zeleny Prospekt have been improved. A comfortable pedestrian route has been created along 3rd Novogireeva Prospekt from the Novogireevo metro station to the MCD-4 station of the same name. The area near the Kuskovo MCD-4 station has been improved. An outdoor sports complex with a pump track, skate park, and streetball and volleyball courts has been opened nearby on Novoteterki Street.

Svobodny Prospekt, Korennaya, Perovskaya, Bratskaya, and Utrennyaya Streets, the passages from Utrennyaya to Polimernaya Streets, and from Martenovskaya Street to Aleksey Dikogo Street have all been transformed. Green Park will be improved this year, and work is underway on Soyuzny Prospekt and Aleksey Dikogo Street.

71 courtyards and 49 playgrounds were renovated. 350 outdoor lighting poles were installed.

Residents of the area can purchase fresh produce directly from farmers at the weekend market, which runs year-round from Friday to Sunday at 22 Zeleny Prospekt.

Renovation program

In Novogireevo, 72 buildings are included in the renovation program. Approximately 16,000 Muscovites will receive new, modern apartments.

To implement the program, 25 launch sites have been identified in the district. Five new buildings have been opened for occupancy at the following addresses: Kuskovskaya Street, Building 12/1; Martenovskaya Street, Building 39; Svobodny Prospekt, Building 25/27; Utrennyaya Street, Building 1a; and Building 20a.

One complex is under construction, and seven more are being designed. Urban planning documentation is being prepared for the construction of 12 residential complexes.

Geneva, September 17 (Xinhua) — China ranked 10th in the World Intellectual Property Organization's (WIPO) 2025 Global Innovation Index, moving up one place from the previous year and entering the top 10 for the first time. WIPO released the data on Thursday.

Switzerland leads the current ranking, followed by Sweden, the United States, the Republic of Korea, Singapore, the United Kingdom, Finland, the Netherlands, Denmark and China.

The report also emphasizes that China maintains its global leadership among middle-income economies, demonstrating consistently high R&D spending, high-tech exports, and innovation output. For the third year in a row, China has ranked first in the number of science and technology innovation clusters in the global top 100. There are 24 Chinese clusters on the current list, with Shenzhen-Hong Kong-Guangzhou taking first place globally for the first time.

Southeast Asia, East Asia, and Oceania remain the driving force behind global innovation in 2025, with six countries from these regions entering the top 25.

The WIPO report also points to uneven performance in leading indicators of future innovation activity. "While we see encouraging signs of recovery in areas such as innovation adoption and impact, the global innovation engine is not operating at full capacity. Slowing growth in R&D investment and declining venture capital activity remind us that innovation requires sustained early-stage support and reliable financing," WIPO Director General Daren Tang stated in a press release.

The Global Innovation Index (GII) 2025 report, published by WIPO, assesses the innovation performance of nearly 140 economies using some 80 indicators, including R&D expenditures, venture capital deals, high-tech exports, and intellectual property applications. –0–

Tehran, September 17 (Xinhua) — Iran has always viewed diplomacy as the only solution to its nuclear issue, Foreign Minister Abbas Araghchi stated in a phone conversation with his French counterpart Jean-Noël Barrot on Tuesday.

According to a statement from the Iranian Foreign Ministry, A. Araghchi confirmed Tehran's readiness to seek any "fair and balanced" solution that will protect common interests.

During the telephone conversation, both ministers emphasized the need to continue bilateral consultations and contacts and discussed relations between their countries, including consular issues.

Commenting on the EU3's (France, Great Britain, and Germany) initiative in the UN Security Council to launch a snapback mechanism to restore international sanctions against Iran, A. Araghchi said that this move was aimed at escalating tensions and the crisis.

He emphasized the peaceful nature of Iran's nuclear program and pointed to the recent agreement between Tehran and the International Atomic Energy Agency (IAEA) to resume bilateral cooperation.

J.-N. Barrot, in turn, expressed concern about the tensions, emphasizing the importance of maintaining dialogue and returning to the diplomatic path. –0–

HONG KONG, Sept. 17 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) will set up a task force to support enterprises in China's mainland to enter overseas markets, HKSAR Chief Executive Li Jiachao said Wednesday while delivering a policy speech.

According to Li Jiachao, the HKSAR administration will also establish a comprehensive platform to encourage inland enterprises to use Hong Kong to expand their presence in the overseas market.

Noting that enterprises in China's interior are actively stepping up their efforts to enter overseas markets, Li Jiachao emphasized that the Hong Kong Special Administrative Region (HKSAR) is prepared to leverage Hong Kong's advantages as an export platform to open up new hubs for economic growth.

According to Li Jiachao, the Hong Kong Special Administrative Region (HKSAR) will lead the task force and coordinate the work of various departments, agencies and services to develop proposals for enterprises seeking to enter the international market.

The measures to be taken include encouraging banks in China's hinterland to set up regional headquarters in Hong Kong and attracting enterprises in the hinterland to set up financial management and wealth management centres in Hong Kong.

In 2024, Hong Kong had more than 1,400 regional headquarters of enterprises from other regions, more than 300 of which were established by enterprises from inland China. -0-

HONG KONG, Sept. 17 (Xinhua) — The Hong Kong Special Administrative Region (HKSAR) is committed to establishing "partnership ports" with China's inland regions of strategic importance for cooperation, as well as with regions participating in the Belt and Road Initiative (BRI), Hong Kong Special Administrative Region Chief Executive Li Jiachao said on Wednesday.

In his keynote address, Li Jiachao noted that the HKSAR administration is actively expanding freight delivery sources by promoting intermodal freight transport from inland provinces and cities in China to international markets via the HKSAR via rail, sea, land, and river.

Currently, cargo arriving from the cities of Chongqing and Chengdu can be sent by rail or sea to Yantian Port in Shenzhen or Beibu Bay in the Guangxi Zhuang Autonomous Region, and then on to the Kuiqing Container Terminal, which fully utilizes the advantages of the respective ports, ensuring mutual benefit, Li Jiachao cited as an example.

“We also intend to require all vessels providing methanol bunkering services in Hong Kong waters to install mass flow meters within the next year to improve bunker efficiency.” “We will also amend the Merchant Shipping (Registration) Ordinance next year to make registration processes more flexible and digital,” he said. -0-

UN, September 17 /Xinhua/ — Nearly 48,000 Palestinians have fled south over the past two days due to the Israel Defense Forces (IDF) ground offensive on Gaza City, UN humanitarian agencies reported on Tuesday.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) noted that from mid-August to Monday, its partners recorded more than 190,000 such displacements. Many were forced to walk due to the extremely high cost of transport.

“Partners report that displaced families, often headed by women and older people, are walking for up to nine hours in extreme heat, often barefoot and carrying injured children,” OCHA said in a statement. “Many arrive without shelter, and requests from the most vulnerable for family tents continue to grow.”

OCHA said its partners assisting the displaced reported that more than 1,500 people, including over 900 children, received emergency assistance, including psychological support, water and medical care.

The department noted that healthcare partners are reporting colossal strain on hospitals and clinics. This week, Al-Quds Hospital in Gaza City was damaged by nearby bombings and is now housing displaced families. Only three of the six medical facilities run by the UN relief agency for Palestinian refugees are functioning in Gaza City.

The Zikim crossing point has been closed for four days. Missions to deliver fuel and medical supplies have been cancelled due to security concerns, overcrowding, and looting. Humanitarian convoys continue to face delays and road hazards, preventing the delivery of aid to civilians most in need.

“Despite these enormous challenges and reduced supplies, the UN and its humanitarian partners continue to provide life-saving assistance and critical services where and when possible throughout the Gaza Strip,” OCHA said. –0–

SAO PAULO, Sept. 17 (Xinhua) — The Federal District Court in the southern Brazilian city of Porto Alegre on Tuesday ordered former President Jair Bolsonaro to pay 1 million reais (about 188,000 U.S. dollars) in damages for racist remarks he made while in office and to issue a public apology.

The court ruled that the politician's comments about the curly hair of a young man of African descent, made on television in 2021, caused collective moral harm and negatively impacted the values of society as a whole. At the time, Bolsonaro compared his supporter's hairstyle to a "cockroach breeding ground" and implied that he had lice.

The judges found the remarks to be racist and rejected the defense's argument that they were just a "joke."

The decision can be appealed to a higher court.

As a reminder, Brazil's Federal Supreme Court sentenced the politician on Thursday to 27 years and three months in prison for attempting a coup in 2022. –0–

Hong Kong, Sept. 17 (Xinhua) — Hong Kong Special Administrative Region (SAR) Chief Executive Li Jiachao announced Wednesday the establishment of the Northern Metropolis Development Committee under his leadership to accelerate the development of the area.

"The Northern Megalopolis is a strategic development zone of Hong Kong, bordering Shenzhen City, and occupies an area that accounts for about a third of the total expected population of the Hong Kong Special Administrative Region," Li Jiachao said in his speech, adding that the zone represents a significant source of economic value and development potential.
