Bishkek, September 17 (Xinhua) — The active phase of the command and staff exercise "Rubezh-2025" with the Collective Rapid Deployment Forces of the Central Asian Region (CRDF CAR) began in Kyrgyzstan on Wednesday, the press service of the Kyrgyz Ministry of Defense reported.

The exercises are being held at the Edelweiss training center and in the waters of Lake Issyk-Kul. The exercise scenario involves the preparation and conduct of combat operations by the CAR CRRF to destroy illegal armed groups that have invaded the territory of a Collective Security Treaty Organization (CSTO) member state.

Military contingents from Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and operational groups from the Joint Staff and the CSTO Secretariat are participating in the Rubezh-2025 exercises. A total of approximately 1,200 military personnel and 500 units of military and special equipment, including aircraft, helicopters, unmanned aerial vehicles, and combat boats, are involved.

As CSTO Secretary General Imangali Tasmagambetov stated at the opening ceremony, the exercises are taking place in a complex international environment, where new hotbeds of tension are emerging and old conflicts are escalating in various regions of the world.

"Today, the Collective Rapid Deployment Forces are an important component of the Organization's troops/collective forces and must be prepared to respond promptly and adequately to emerging challenges and threats to national and collective security in the Central Asian region," I. Tasmagambetov emphasized.

The CAR CRRF, formed in 2001, comprises units and subdivisions of constant readiness equipped with modern weapons systems and military equipment. The CAR CRRF's primary missions are to participate in repelling external military aggression and conducting joint counter-terrorism operations.

Beijing, September 17 (Xinhua) — China firmly opposes Israel's escalating military operations in the Gaza Strip and condemns all actions that harm civilians and violate international law, Foreign Ministry spokesperson Lin Jian said on Wednesday.

According to media reports, US Secretary of State Marco Rubio stated in Israel on September 15 that the United States supports the Jewish state's plans to destroy the Palestinian movement Hamas. On September 16, the Israel Defense Forces (IDF) launched a ground operation and launched massive airstrikes on Gaza City. The IDF believes that approximately 40% of the city's population has fled, while the UN Commission of Inquiry on the Occupied Palestinian Territory (COI) has declared that Israel is committing genocide against Palestinians in the Gaza Strip.

Answering a question about this at a daily press briefing, Lin Jian said China is deeply concerned about the further escalation of tensions and opposes any further fuel being added to the conflict by the relevant party.

The Chinese side calls on Israel to heed the serious concerns of the international community, immediately cease military operations in the Palestinian enclave, and achieve a complete and lasting ceasefire as soon as possible to avoid an even larger humanitarian crisis, the Chinese diplomat emphasized.

“We hope that the parties involved will act in the interests of peace and stability in the region, adhere to a fair position and responsible approach, and play a constructive role in de-escalating the situation,” the official representative of the Chinese Foreign Ministry added. –0–

Beijing, September 17 (Xinhua) — China will join all countries in actively promoting the construction of an open global economy and opposing any form of protectionism, Foreign Ministry Spokesperson Lin Jian said on Wednesday.

The Chinese diplomat made this statement at a regular departmental briefing, commenting on an article published in a recent issue of The Economist magazine, which stated that China's exports continue to grow this year, while its trading partners are becoming increasingly diversified. The article notes that China is currently strengthening its position in global supply chains, and countries around the world welcome Chinese goods, while trade and tariff wars have had little impact on China.

"In the face of a complex and constantly changing external environment, China's foreign trade has maintained stable growth, demonstrating increasing resilience and vitality," Lin Jian emphasized, adding that in the first eight months of this year, China's total merchandise trade volume in value terms grew by 3.5 percent year-on-year.

He noted that during the specified period, the Association of Southeast Asian Nations (ASEAN) and the European Union became China's two largest trading partners, and China's total foreign trade turnover with partner countries in the joint construction of the Belt and Road increased by 5.4 percent.

“Building walls and barriers will ultimately isolate the builders themselves, while open doors and paths can provide mutual benefit and a win-win situation,” Lin Jian pointed out.

According to a Chinese Foreign Ministry spokesperson, facts prove that tariff and trade wars are not able to undermine the long-accumulated comparative advantages of China's manufacturing industry or the global reputation of Chinese high-quality products, nor are they able to reverse the global trend of countries around the world supporting trade liberalization and facilitation.

“China will work with all countries to walk hand in hand along the path of open development, resolutely promote the construction of an open world economy, oppose all forms of protectionism, and through high-level openness share opportunities and achieve common development,” Lin Jian concluded. –0–

Annual supervisory stress testing will become mandatory for all systemically important banks starting in 2028. The stress test results will impact the assessment of the bank's economic position and, consequently, the amount of contributions to the Mandatory Deposit Insurance Fund. They will also be factored into internal capital adequacy assessment procedures, which may determine whether the bank will receive an additional capital buffer.

The new approach will encourage credit institutions to accumulate the capital reserves necessary to independently overcome potential stress, which will increase the resilience of the banking sector as a whole.

For more details, please read the public consultation report. "The Concept of Supervisory Stress Testing of Credit Institutions"Responses to the questions posed in the report, as well as comments and suggestions regarding it, may be sent to the Bank of Russia up to and including October 17, 2025.
