Corporate loans once again made the decisive contribution to growth. At the same time, consumer lending also began to increase in August. As a result, broad money supply growth accelerated to 1.4% from 0.8% in July, despite the negative contribution of budget transactions.

Cash in circulation increased in August at a rate comparable to June and July. As deposit rates declined, the contribution of household ruble funds to money supply growth also declined.

Deputy Prime Minister of Russia Dmitry Chernyshenko met with Minister of Tourism and Sports of the Republic of Kazakhstan Yerbol Myrzabosynov.

The event was also attended by Russian Minister of Sport Mikhail Degtyarev, Deputy Minister of Economic Development of Russia Dmitry Vakhrukov, Special Representative of the Russian Minister of Foreign Affairs for International Sports Cooperation Mikhail Khorev, and Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation Dauren Abayev.

"In the current geopolitical situation, Kazakhstan and Russia remain close friends, true allies, and strategic partners. The foundation of our bilateral relations is the comradely and deeply trusting relationship between our national leaders – Russian President Vladimir Putin and Kazakh President Kassym-Jomart Tokayev. During a working visit to Kazakhstan on September 10, 2025, together with Kazakh Prime Minister Olzhas Bektenov, we discussed cooperation between the two countries in various areas," noted Dmitry Chernyshenko.

The Deputy Prime Minister thanked the Kazakh delegation for its athletes' participation in the five sports included in the St. Alexander Nevsky International Sports Games and invited them to the "Russia – Power of Sports" International Sports Forum.

Dmitry Chernyshenko also focused on cooperation in the tourism sector.

"Kazakhstan is one of the top three most popular destinations abroad for Russians. In the first half of 2025, total tourist flow amounted to 2.3 million trips," he reported.

Minister of Tourism and Sports of the Republic of Kazakhstan Yerbol Myrzabosynov noted the regular exchange of invitations to conferences and exhibitions.

"In April 2025, Russian tour operators participated in the 23rd Kazakhstan International Tourism and Travel Exhibition in Almaty. Today, this platform, which brings together approximately 500 companies from various countries, serves as a forum for dialogue and the exchange of experiences. Russia presented stands representing the Altai Krai and St. Petersburg. The Altai Krai is actively developing as an eco-friendly destination. In winter, it offers ski resorts, and in summer, it offers hiking trails, agritourism, and ecotourism. Russia has enormous tourism potential and a wealth of experience," he said.

During the meeting, Yerbol Myrzabosynov requested assistance in organizing the Kazakh delegation's visit to the Altai Krai. He noted the country's developing Chimbulak ski resort, which has already become a popular year-round destination. Last year, it was visited by approximately 1.5 million people.

Yerbol Myrzabosynov also reported that in 2024, Kazakhstani athletes participated in more than 30 sporting events.

"Russia is a sporting power. We value your experience in training athletes for major competitions. It's important for us to learn from this experience and develop joint projects," he added.

Sports Minister and Chairman of the Russian Olympic Committee Mikhail Degtyarev noted that, at the request of Russian President Vladimir Putin, the Shanghai Cooperation Organization is discussing with colleagues from Kazakhstan an initiative to hold international competitions next year with the participation of SCO member states in an open format. This will be a new starting point for the development of sports.

"Kazakh athletes participate in many Russian competitions every year. The Alexander Nevsky Games were held in St. Petersburg in September. I thank the Kazakh side for sending a team – the results were very good. Our athletes will soon meet in Azerbaijan at the CIS Games. The first CIS Winter Spartakiad for children with disabilities will be held in Ufa in December. We look forward to welcoming the Kazakh delegation. I would especially like to thank my colleagues from Kazakhstan for their support of Russian athletes on international stages. We feel this solidarity and appreciate it," said Mikhail Degtyarev.

Deputy Minister of Economic Development of Russia Dmitry Vakhrukov reported that the key indicators of the national project "Tourism and Hospitality" demonstrate a targeted and measurable approach.

"We intend to increase the industry's contribution to GDP to 5%, ensuring an increase in tourist arrivals by 50 million. This will be achieved, in part, by welcoming 16 million foreign visitors by 2030 and by growing domestic demand. Total investment in the industry by 2030 is estimated at 3.5 trillion rubles, with over 75% coming from private sources. Our goal is to ensure that every ruble invested in the budget yields a multiple return. This is an ambitious but calculated goal, achievable through consolidated efforts with the regions and businesses," emphasized Dmitry Vakhrukov.

On September 20, the State University of Management hosted a large-scale youth forum, "Challenge Accepted!", which included patriotic, cultural, and sporting events.

At the opening ceremony, participants were greeted by Almaz Akhaev, Head of the Patriotic Education Department of the Department of Youth Policy and Educational Work at the State University of Management:

"Today, our university is home to ambitious young people who are eager to prove themselves and contribute to the development of sports and the country as a whole. I'm confident you'll succeed."

Next, Roman Sultanov, Vice-Rector for Youth Policy at Synergy University, took the floor and read a welcoming address from Mikhail Degtyarev, Minister of Sport of the Russian Federation:

"Love for the Motherland and active citizenship are what should unite young people. And sports and physical education, as President Vladimir Putin notes, are among the most important factors in fostering patriotism. The forum's program will allow participants to compete in sports competitions and interact with famous athletes and heroes of the SVO. I am confident that young people will learn many new things and have a wonderful experience."

After completing their speeches, the university representatives jointly pressed the red button, launching the "Challenge Accepted!" forum.

Accomplished champions, whose names are familiar to everyone, came out to motivate and support the participants of the upcoming competition: three-time Olympic synchronized swimming champion Alexandra Patskevich, WBO International champion and one of Russia's strongest light heavyweights, Umar Salamov, World Youth Boxing Championship champion Khusein Baysangurov, Tokyo Olympic silver medalist Alexander Krasnykh, Rio Olympic participant Daria Mullakaeva, and European relay champion Andrei Zhilkin.

Darya Mullakaeva not only gave a speech but also led an Olympic warm-up for everyone, which was joined by dozens of students.

The grand opening ceremony was concluded by MATANYA, winner of the TV project "Star", semi-finalist of the show "The Voice", and participant of the project "Songs on TNT", who performed songs in the style of dark folk cabaret and pop folk.

After the concert, the forum's main program began, which included several major events.

First, the now-traditional "Start" Student Sports Festival, which Synergy University, the Ministry of Education and Science, and the State University of Management have been holding since 2023. Athletes competed in nine sports, including laser tag, just dance, and an obstacle course, which this year was inflatable and aroused great interest among all those present.

Another focus of the program was the presentation of projects in the "Rosmolodezh.Grants" competition, which offered the opportunity to receive up to 1 million rubles to implement an initiative in one of 13 categories. Participants pitched projects in the areas of sports, inclusive education, preserving family values and historical truth, holding cultural events, and more.

In addition, everyone was able to attend an extensive business and patriotic program, which included:

The final round of the All-Russian Student Internship Exchange Competition aimed at engaging students in patriotic activities; the strategic game "Trajectory of Consent" from the "I Am Proud" Association of Student Patriotic Clubs; a roundtable discussion on student sports clubs in Moscow; a parachute workshop from DOSAAF; making camouflage nets and trench candles for the front; and educational lectures on "Ecology Begins with You. An Ecosystem of Opportunities for Youth," "Endless World," "Trends in Sports," and more.

Between the forum's exciting events, the participants could relax in partner activity areas and play board games, practice assembling and disassembling a machine gun, or test their aim at the laser shooting range.

In the evening, a gala awards ceremony for the winners and runners-up of the sporting competitions took place, as well as a concert by festival headliner Anet Sai, the author and performer of her own songs, including such hits as "If Your Tears Were Water," "Photograph with Your Eyes," and "With the Wind."

Our university was represented on stage by fourth-year IEF student Denis Andrianov and third-year IGUIP student Elena Leonova, who won the best place in badminton, as well as by Maxim Ushkarev (second-year IEF student) and Sofia Yumasheva (first-year IIS student), who took second place in table tennis.

Yuri Trutnev: Far Eastern regions are working to restore the DPR urgently

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

As part of a working visit to the Donetsk People's Republic, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev visited the territories under the Far Eastern regions' wing and met with the heads of working groups from the Amur, Magadan, and Sakhalin Oblasts, who reported on the early completion of the approved construction and installation plan.

"Our Far Eastern regions continue to restore facilities in the Donetsk People's Republic. Far Eastern construction workers are renovating and constructing schools and kindergartens, clinics and hospitals, cultural facilities and sports facilities, and renovating multi-story buildings and public spaces. Construction and installation work plans at sites in our territories are being completed on time, and often ahead of schedule," said Yuri Trutnev.

The Magadan Region assumed patronage of Zhdanovka in the DPR in 2022 and has since provided support to residents and assisted with the restoration of city facilities. This year, the Magadan Region working group has already completed work on 11 sites. A football field was installed in Block 1, the roof and façade of the Culture and Leisure Center were overhauled, and the pavement of four city road network facilities (three roads and one sidewalk, paving a total of approximately 8,500 square meters) was repaired. Major roof repairs were also completed on four apartment buildings. A new flagpole was installed near the stele at the entrance to the city. Completion of work on the remaining two sites is scheduled for October 1, 2025.

During a working visit to Zhdanovka, Yuri Trutnev inspected the renovation work at the Zhdanovka Culture and Leisure Center. Built in 1983, the two-story building hadn't been renovated for over a quarter of a century, despite being the only such facility in the city and surrounding villages. The center houses a large number of children's clubs and activities, and construction work is being carried out in a manner that doesn't interfere with classes. As members of the working group noted, the facility is quite large and challenging in terms of its technical condition. Work is scheduled for three years – 2025, 2026, and 2027. This year, major repairs to the roof, porches, and façade were completed. Windows and doors were replaced. Fire escapes have been installed. All planned work has been completed in full. The building now has a modern appearance. Repairs to the center's internal utilities and facilities are planned for 2026.

Thanks to the Magadan Region, Zhdanovka now has a modern football pitch with artificial turf. A playground and children's sports fields were built nearby. The quality of the work meets all standards, and the work was completed ahead of schedule. The football pitch is already used by the city's football teams for training and matches.

In Shakhtyorsk, Yuri Trutnev met with the leadership of the Sakhalin Region working group and inspected the completion of major renovations at Shakhtyorsk School No. 19. Construction workers completely replaced the damaged internal utilities, repaired the roof, kitchen area, and cafeteria, replacing kitchen equipment, and improved the school grounds. The school stadium was also completely renovated. The school now has a mini-football field with artificial turf, a combined basketball and volleyball court, and a workout area. Running tracks with rubber surfaces and a long jump pit have been installed for track and field activities. Thanks to the coordinated efforts of the Far Eastern construction workers, the students now study in comfortable conditions.

During its patronage, the Sakhalin Region has restored over 200 facilities in Shakhtyorsk and donated 23 pieces of specialized equipment to the city. This year, work was completed ahead of schedule at 31 facilities, including four secondary schools and two preschools. Roofs were repaired on seven apartment buildings, and six playgrounds were renovated. Younger residents of Shakhtyorsk were also given special attention. Thanks to the assistance of the Sakhalin Region, 500 children attended summer camps.

The Amur Region is providing assistance to the Amvrosiyevsky Municipal District. Restoration of the second building of the Amvrosiyevsky Rehabilitation Center in Amvrosiyevsky has been completed. The center was established on the site of a pioneer camp abandoned during the Ukrainian occupation. It is now focused on providing assistance to soldiers of the Air Defense Forces. Specialists from the Amur Region carried out a major renovation of the two-story facility: they renovated the building and created a recreation area nearby with benches, swings, and a chess table. Equipment was also purchased with support from the Presidential Foundation for Cultural Initiatives. The facility offers a full range of physiotherapy treatments. The regional branch of the state foundation "Defenders of the Fatherland" provides rehabilitation assistance to military personnel.

In Amvrosiyevka, Yuri Trutnev visited the renovated central Lenin Square. With the support of the Amur Region, the paving was completely replaced, a modern dry fountain was installed, the lighting system was modernized, new benches and a playground were installed, and the Lenin monument was restored. The square has been transformed into a comfortable and attractive place for city residents to relax. Work is currently underway to renovate the façades of the apartment buildings adjacent to the square.

A total of 113 facilities were repaired in the Amvrosievsky Municipal District between 2022 and 2024 as part of the Amur Region's restoration efforts. An additional 14 facilities are scheduled for restoration in 2025. These include renovations to the central library, the interior of School No. 6, and the cafeteria of School No. 2. An emergency response team has been organized (the costs of all necessary equipment, machinery, materials, and tools are being reimbursed by the Amur Region). More than 500 children received recreational activities.

As a reminder, a working group from the Jewish Autonomous Region is also carrying out repair work in the Amvrosiyevsky Municipal District. Specialists are busy repairing the roofs of multi-story buildings. An emergency repair team is also working to prepare for the winter season.

Since September 22, 2025, a new type of order, the WLIM order, has become available on the Moscow Exchange stock market.

A new order type is available for transactions involving shares and mutual fund units and is designed to improve the ease of transactions for professional market participants and their clients.

Unlike a standard limit order, which is executed strictly at or above the specified price (absolute limit), this new order type can be executed at a price worse than the price specified in the order, but the weighted average price of transactions will be no worse than the price specified in the WLIM order. For a standard limit order, the prices of all transactions must be no worse than the price specified in the order.

The limit order entry form will now include a choice between an absolute (default) and average price limit.

The WLIM order expands the possibilities of executing a limit order at the desired price.

The pricing for a WLIM order will be the same as for a regular limit order.

Detailed information on WLIM applications is available on the Moscow Exchange website.

Moscow Exchange is Russia's largest exchange and the only multifunctional platform for trading stocks, bonds, derivatives, currencies, money market instruments, and commodities.
