Today, the Office of the United Nations High Commissioner for Human Rights released a report detailing the plight of thousands of civilians detained since Russia launched its full-scale military attack on Ukraine in 2022.

According to the report, Russian authorities systematically and widely use torture and ill-treatment, including sexual violence, against Ukrainian civilians detained in the occupied territories.

Violence and threats

Most of the 215 released civilians interviewed by the Office since June 2023 have provided consistent and detailed accounts of their detention conditions. They described brutal beatings, the use of electric shocks, mock executions, prolonged restraints in stress positions, death threats and violence against themselves or their loved ones, as well as instances of sexual violence. Interviewees described poor conditions, including insufficient food and inadequate medical care.

Violations of international law

The report notes that the Russian Federation applies its criminal law in the occupied territories, ignoring international humanitarian law, which requires respect for the laws of the occupied territory whenever possible. Frequent disregard for legal and procedural guarantees has led to widespread arbitrary detentions and raised serious concerns about enforced disappearances, the report's authors write. Families of those detained, according to their data, often have little or no information about the fate of their loved ones.

Atmosphere of fear

“The combined impact of these measures, coupled with the lack of accountability, has effectively deprived many Ukrainian civilians of legal protection while in detention and created an oppressive atmosphere and climate of fear in the occupied territories of Ukraine,” the report says.

According to Ukrainian authorities, as noted in the report, in May 2025, approximately 1,800 Ukrainian civilians continued to be held by the Russian Federation in the occupied territories for reasons related to the armed conflict, but the real figure is likely significantly higher.

"Our report reveals human rights violations against civilian detainees. People were arbitrarily seized from the streets of occupied territories, charged under constantly evolving legal provisions, and held for days, weeks, months, and even years, often with limited contact with their families," said UN High Commissioner for Human Rights Volker Türk.

"It is vital that the human rights of civilian detainees, who have suffered gravely as a result of this terrible conflict, be prioritised in any peace negotiations," he stressed.

Detentions in Ukrainian-controlled territories

The report notes that in Ukrainian-controlled territory, mostly Ukrainian citizens are being detained on charges related to national security, including treason and sabotage.

Many criminal cases related to the conflict involve allegations of collaboration with the Russian occupation authorities. Individuals have been prosecuted for carrying out emergency rescue and construction work, providing humanitarian aid, and cleaning up trash during the occupation—activities that the occupation authorities are legally entitled to demand.

The rise in conflict-related detentions—approximately 2,258 people held in official pretrial detention facilities and correctional facilities in Ukraine as of July 21, 2025, along with 20,000 open criminal cases—has placed a significant strain on the Ukrainian justice system. The authorities are taking steps to strengthen procedural guarantees and improve detention conditions. However, the UN Office continues to document cases of torture and ill-treatment of detainees, and accountability for these violations remains limited.

Türk reiterated that civilians must always be treated humanely, and their detention can only be carried out on grounds provided for by international law. They must be released as soon as such grounds cease to exist.

The results of the first stage of the "Compass of the Future" competition for tourism clubs of Moscow educational institutions have been announced. The competition was organized by the State University of Management and the Moscow Center for Educational Practices of the Moscow Department of Education and Science.

The first (remote) stage took the form of an online quiz on basic tourism knowledge. Seventy-one teams from school and student tourism clubs participated.

At the same time, the teams presented videos to the judges on the topic "My Travel Club," in which they answered the question of what tourism means to them and described the routes they had taken with their travel club.

The 20 teams that score the highest in both competitions will compete for the grand prize – equipment sets for future long hikes.

First place went to the "Vertical" club (School No. 937). Second and third place were shared between the "Edelweiss" STC (P.M. Vostrukhin Communications College No. 54) and "Gorizont" (School No. 534).

Cosmonautics Museum: the Mayak satellite and triptych

IN Cosmonautics Museum In recent years, more than 10 large and small modern satellites have arrived. All of them belong to the space technology collection and are listed in the museum's acquisitions book, which has been maintained since the collection's inception in 1969.

One of them, the Tomsk-TPU-120 nanosatellite, is the first Russian spacecraft created using 3D technology. The SiriusSat-1 scientific and educational satellite (a CubeSat 1U nanosatellite), which arrived at the museum in 2023, was created by students from the Sirius Educational Center in Sochi. A similar satellite was launched by cosmonaut Oleg Artemyev on August 15, 2018, from the International Space Station. The Museum of Cosmonautics' collection currently contains over 100,000 items, a significant portion of which are artifacts from various periods of space exploration.

On September 27 at 4:00 PM, a ceremonial transfer of a new item—a backup for the Mayak satellite—will take place to the museum's collection. This is the first Russian spacecraft created by space enthusiasts through crowdfunding. Mayak was launched into Earth orbit on July 14, 2017, from the Baikonur Cosmodrome aboard a Soyuz-2.1a launch vehicle, along with the Kanopus-V-IK spacecraft. The satellite will be featured in future exhibition projects.

Additionally, until the end of the year, the "Space House in Orbit" hall will display a rare group of objects from the museum's collections: a triptych by the distinguished artist and illustrator Mikhail Romadin, "Past," "Present," "Future" (1986). The first part, "Past," was acquired by the museum from the Rosizo State Museum and Exhibition Center in 1987, and the other two in 1994.

The works represent three eras, each of which the artist depicts through their main symbols. All the paintings are oil and, according to the artist's design, are to be displayed in a diamond-shaped pattern. "The Past" introduces the theme through humanity's greatest achievements in the exploration of the skies. The first conqueror of the skies, Icarus, is surrounded by the Montgolfier brothers' balloon, Leonardo da Vinci's drawings, photographs by Konstantin Tsiolkovsky, airplanes, and paragliders.

Mikhail Romadin created the central section as a sketch while preparing the stylistic concept for Andrei Tarkovsky's film Solaris (1972), but the idea was never realized on screen. The artist decided to use the sketch as the basis for the future triptych. The painting depicts a cosmonaut in a spacesuit, surrounded by iconic examples of space technology: a Vostok rocket blasting off into space, the recovering section of the Luna-16 unmanned space station, the deployable solar panels of orbital stations, and the Salyut orbital station itself, which ushered in the era of continuous human presence in space. The upper right corner of the painting is "torn apart" by an artificial Earth satellite—the first man-made object launched into space.

The final part of the triptych transports us far beyond our planet. In the upper left corner of the painting, the multicolored clouds of Jupiter are visible, alongside a futuristic spaceship and a jetpack (a device for space travel). The year 2000 is inscribed on the surface of the spaceship.

Ostankino and Kuskovo: Restoration of carriages

City museums care for the items in their collections and create conditions that ensure their maximum preservation. Until October 12, visitors can see approximately 100 works of painting, graphic art, and decorative and applied art, furniture samples, rare books, and archival materials.

In particular, the exhibition features a rare item from Pushkin's era—the painting "The Artificial Mineral Water Establishment of Christian Loder in Moscow." It is believed to have been painted by Nikolai Zheren. Physician Christian Loder opened his medical establishment in 1828 on Ostozhenka Street, where many members of the Moscow aristocracy, including acquaintances of Alexander Pushkin, frequented the establishment. Also on display are two graphic works by Alexander Orlovsky, a contemporary and friend of the poet.

SPbPU experts held a project-analytical session at the Russian-Tajik (Slavic) University

A project-analytical session dedicated to the development program for the Russian-Tajik (Slavic) University for 2026–2030 was held in Dushanbe. The event was organized by Peter the Great St. Petersburg Polytechnic University.

The session brought together the leadership and faculty of RTSU, as well as experts from SPbPU. The Polytechnic University was represented by Maria Vrublevskaya, Vice-Rector for Human Resources Development; Nikita Golovin, Deputy Head of the International Cooperation Office and Head of the Slavic Universities Project Office; and Anastasia Chasovnikova, Head of the Strategic Planning and Development Department.

The work was conducted in thematic groups focused on key areas of the university's development: educational and scientific policy, human capital management, and social mission. Participants conducted a situational analysis, developed a target model, and developed strategic goals and elements of a roadmap for the university's development.

Based on the current RTSU development program, which includes a mission, target model, and objectives for developing core processes, the PAS participants analyzed the university's current state, assessed external factors and stakeholder perspectives, and developed a target model and strategic goals for RTSU through 2030. The results of the four groups' work were presented at the plenary session.

Following the PAS, proposals were developed to update the RTSU mission and targets, and resources and performance indicators were identified. SPbPU experts contributed to the development of the program's fundamental principles and presented recommendations for the development of educational and research programs, human resources policy, and social interaction.

I would like to express my deep gratitude to the staff for their commitment and openness. The main message of the past session was that much depends on us, and we can do a lot ourselves. The program's events, above all, should reflect the transition of operational norms to a new state. A new type of student thinking has emerged, and working with it is the main challenge for RTSU in the next development horizon, emphasized Maria Vrublevskaya, Vice-Rector for Human Resources Development at SPbPU.

Given the significance of the event and the role of RTSU as the core of scientific and educational ties between Russia and Tajikistan, Semyon Grigoriev, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Tajikistan, attended the opening of the PAS. He addressed the PAS participants with a welcoming address: A year ago, I enthusiastically supported the idea of Polytechnic University overseeing RTSU, knowing the scale and capabilities of the university, as well as the personal authority of its rector, Andrey Ivanovich Rudskoy. Today, I see this initiative coming to fruition: SPbPU experts are helping shape RTSU's development program and making a significant contribution to its future. For me, this is not only an important process, but also a personal joy to see Polytechnic University becoming a reliable friend and trustee of the Russian-Tajik Slavic University.

The project-analytical session marked an important stage in the strategic cooperation between SPbPU and RTSU and confirmed the importance of integrating Slavic universities for the development of a modern educational space in Eurasia.
